Others Present Joan Fitch, Board Secretary Don Scheffler, Town Supervisor REGULAR MEETING 11 The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Mark Baxendell at 7:30 p.m. APPROVAL OF MINUTES - 19 OCTOBER 2017 A motion was made by Member Monica Carey to approve the Minutes of the 19 October 2017 Planning Board meeting, as submitted. The motion was seconded by Member Ed Neuhauser, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Absent: Member Wyllie Member Brockway Motion carried. This becomes Action #72 of 2017. OLD BUSINESS Alan Wilkinson, Applicant/ Reputed Owners - NYS Route 34B - TM #35.-1-25.2 - Proposed Self - Storage Facility (At the 19 October 2017 meeting of this Board, they reviewed the proposed project and requested a more detailed Site Plan and responses from the NYSDOT and County Planning. The Site Plan Review was postponed at that time to this date. Reference is made to those Minutes for more detailed information.) Chairman Baxendell recognized Mr. Wilkinson who presented a more detailed Site Plan, as requested. No one had any questions regarding the plan. Mr. Wilkinson stated he had not heard from the NYSDOT. When asked what the color of the storage units were going to be, the applicant responded they had not arrived at a color at this time, but probably white with blue doors; he was not sure. Chairman Baxendell acknowledged receipt of a letter from the Tompkins County Department of Planning and Sustainability, dated 16 November 2017, which stated they had reviewed the proposed Page 1 of 3 (T) Groton Planning Board Minutes of Regular Meeting project and had determined it had no negative inter -community or county -wide impact; therefore, it was returned to the Town for local determination. At the conclusion of this discussion, a motion was made by Member Carey to accept the Preliminary Site Plan, as submitted, with a Public Hearing set for 21 December 2017 at 7:30 p.m., regarding a proposed self -storage unit facility. The motion was seconded by Member Leon Brockway, Jr., with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Absent: Member Wyllie Member Brockway Motion carried. This becomes Action #73 of 2017. NEW BUSINESS Changes to Code The Board briefly discussed proposed changes in the Town Code, especially the Boundary Line Change portion; options were presented on this meeting's Agenda. Chairman Baxendell advised that someone from County Planning could be asked to talk to the Board regarding this matter. Member Maloney Hahn thought that Option B would be the better choice and consistent with County Assessment. All Board members agreed with Option B: "Remove from Subdivision Section, rename it Parcel Consolidation to be consistent with Assessment and allow Code Official to review under new Code section." a motion was made by Member Lisa Maloney Hahn that the Town of Groton Planning Board recommends to the Groton Town Board that they use Option B as shown on the 16 November 2017 Agenda of the Town Planning Board. The motion was seconded by Member Neuhauser, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Absent: Member Wyllie Member Brockway Motion carried. This becomes Action #74 of 2017. OTHER DISCUSSION Town Supervisor Don Scheffler reported that green energy changes have been submitted to the Town Board, and a Public Hearing set for their January meeting. ADJOURNMENT At 7:50 p.m., a motion was made by Member Neuhauser to adjourn the meeting. The motion was seconded by Member Maloney Hahn, with all members present voting in favor. J E.
