HomeMy WebLinkAboutTB Minutes 1976-06-01 TOWN OF ITHACA SPECIAL BOARD T FETING July 1 , 1976 - 12 *. 00 noon At a Special fleeting of the Town Board of the Town of Ithaca , Tompkins County , New York , held at the Town of Ithaca O.£ fices at 126 East Seneca Street , Ithaca , New York , on the 1st day of July , 1976 , at 12oM00 o ' clock noon, there were PRESENT .o Walter J . Schwan , Supervisor Andrew Tr? . McElwee , Councilman tloel Desch , Councilman Robert N . Powers , Councilman Catherine Valentino , Councilwoman Shirley Raffensperger , Councilwoman ALSO PRESMITe Lawrence P . Fabbroni , Town Engineer/Building Inspector Barbara Pe Holcomb , Planning Board Chairwoman Representatives of the media ABSENT * Victor Del Rosso , Councilman SITE SELECTION - TOWN HIGEWAY MAINTFITANCE FACILITY The purpose of the meeting was to have a report from the Planning Board with respect to available sites for the proposed highway maintenance facility and their recommendation as to the site most suitable . Report from the Planning Board indicated that ten sites were investigated . It appears now that the prime site is on Seven r-lile Drive which is almost directly behind the DunRovin Motele The Planning Board recommends this site as the preferred site based on impact on the communityr, availability of the land , ease of accessa - bility to Route 13 , a natural buffering of neighboring houses , size of land available , nearness to a State Highway , ease of access to other areas of the County and easy access to the three major high- ways in the County . The question of cooperating with the County or sharing facilities with the County was raised . There was an indication that with respect to the' number' of trucks required for the . Tovm operation , consolidation with the County would not reduce the number of trucks required . Supervisor Schwan reported that he had talked with Howard Stevenson , Commissioner of Public Works for the Tompkins County Highway Department , and had talked with ?Ira Hugh S . MacNeil , County Representative , and they both agree there is not enough space available at the County site for them and the Town and its equipment _ _ If the Town had a facility next to the County facility the repair facilities and the paint shop of the County would be available . firs . Fabbroni cited reasons why some of the sites investigated were not suitable - - difficulty of access , unavailability of land , necessity to condemn , , involvement with an estate , insufficient available acreage . klotion by Councilman Desch ° seconded by Supervisor Schwan , RESOLVED , that the Town of Ithaca shall exercise its option to purchase the Seven Mile Drive property for a highway maintenance facility . Councilman PovTers recommended that the Town conduct a public informational meeting . He said iv would not be wise to select a P Town Board Minutes - 2 - July 1 , 1976 site without making it clear to the public how the Board and the Planning Board had reached a decision with respect to whatever site is eventually selected , lthe advantages and disadvantages of the sites investigated , and the consideration given to sharing facilities with the County . It was , therefor" e , agreed to conduct a public informational meeting on July 7 , 1976 ' at 7 ° 30 p . m . Mr . Fabbroni , with the help of firs . Holcomb , will prepare a report for presentation to the pub- lic . Councilman Powers ', reeommend.ed that the report should include an indication with respect to average traffic - - minimum and maximum ° - at the site or sites under consideration . Councilman McElwee said the report should include the pros and cons with respect to consoli - dation with the County . ', Hr . Fabbroni said he would rather have one of the Board members address himself to the matter of consolidation with the County since tzis is not a technical matter but a policy matter . Supervisor Schy4an said he would address the matter of con - solidation with the County . Motion by Councilwoman Valentinof seconded by Councilman McElwee , RESOLVED , that the motion introduced by Councilman Desch and seconded by Supervisor Schwan is ';; hereby tabled .
