PLANNING BOARD MINUTES
AUGUST 12 , 1998
PRESENT :
Chairperson Arch Dotson
Planning Board Members : William Farrell, Laurene Gilbert, Linda Hansen, Robert Roe, Olivia
Vent, Nancy Weitzel

Chairperson Arch Dotson called the meeting to order at 7 : 05 P . M .
Danby Comprehensive Plan Survey :
Susan Beeners reported that the final should be completed by the end of next week.
Survey Analysis and Related Comprehensive Plan Products :
The Town Board on August 10 , 1998 approved funding in the amount of $ 500 . 00 for expenses to
have the survey analysis and related comprehensive plan data generated by a class of graduate
students . Assistant Professor Rolf Pendall of City and Regional Planning proposed a full semester
to the project .
Rolf Pendall from Cornell University reported to the Board that the students will be doing all the
coding of the surveys, entering them into the data program and then producing a variety of statistics
mostly describing averages and distributions of how people answer on each of the questions . Data
entry and analysis of the survey and other information available will include :
1 ) development of a code book
2) analysis of agriculture and forestry as well as existing land uses (maps will be produced other
than what has been produced by the County)
3 ) draft policies will be developed
4) draft chapter and final report
5 ) other information -- additional chapters on economic development, natural resources , etc .
Rolf Pendall said that if of members of the Planning Board would like to participate in the
development of the code book that he can do a draft and consult with any and all who are interested.
Motion to Send Survey
A motion was made by Bob Roe and seconded by Nancy Weitzel that the Planning Board distribute
one copy of the questionnaire with a self addressed stamped envelope with the newsletter and a cover
letter on the front of the questionnaire stating that additional copies will be available upon request.
Discussion followed regarding the cost of postage for mailing the survey and paid postage for the
returns .
Olivia Vent said that we should get the survey ready for mailing as soon as possible so that we do not
Liz can send out the Danby Area News .
A vote on the motion resulted as follows : (Four(4) Aye -- Three (3 ) Nay)

Content of Cover Letter for Danby Survey :
"Dear Danby Resident :
Your Town Planning Board has been given the task of revising the Danby Comprehensive Plan that
was adopted in 1989 . Before starting this task we would greatly appreciate your views about our
Town and its future. Enclosed with your newsletter please find a copy of the questionnaire about our
Town . Please take the time to fill out the questionnaire and enclose it in the enclosed self addressed
envelope . Your views, opinions and participation are valuable to us and will help us in the study and
the revision process . Thank you for your time and thoughts . All information provided will be treated
with confidence and only recorded in summary form . If other members of your household would
like to fill out a questionnaire please call 277-4788 or 277-0799 and we would be pleased to mail you
additional copies . "
Motion to Approve Cover Letter for Danby Survey :
A motion was made by Olivia Vent and seconded by Laurene Gilbert that Chairperson Dotson be
authorized to sign the Danby Survey cover letter on behalf of the Planning Board .
A vote on the motion resulted as follows :

Discussion on mailing procedure :
1 ) will busy people take the time to call for additional copies
2) cost for mailing copies
3 ) keep the Danby Area News to one page and send two copies of questionnaire and one
envelope
4) weight of 2 . 2 ounces allowed for newsletter
5 ) having one envelope and two (2) surveys mailed to each household
6) mailing the survey separate and use the newsletter permit.
7) sent options to survey committee (Nancy Weitzel , Bob Roe and Arch Dotson)
Motion to Refer Mailing to Survey Committee :
A motion was made by Olivia Vent and seconded by Laurene Gilbert that the Planning Board requests
the Danby Survey Committee to investigate the most appropriate options for mailing two (2) surveys
to each household, whether it be separate or with the Danby Area News and that this motion
supersedes the previous motion to send survey .

Bob Roe said that we need to make a decision as soon as possible as the mailing of Danby Area News
has been held up waiting for the Survey to be completed .

Chairperson Dotson reported that Planning Board Member Laurene Gilbert has sent a letter indicating
that she has interest in three (3 ) topics of interest for topical outline assignment .
Chairperson Dotson reported to the Planning Board that the Town Board has voted to confirm the
principal of the Planning Board for the preparation of the Draft Comprehensive Plan . This enables
the Planning Board to proceed.
Response to Councilperson Gagnon - June 16, 1998 Communication to Planning Board
Chairperson Dotson said that a response to Councilperson Gagnon regarding a communication dated
June 16, 1998 addressed to the Planning Board would be addressed at the next Planning Board
meeting and would include information supplied by Susan Beeners .
Draft Danby Hamlet Revitalization Project - Strategic Plan
Susan Beeners submitted the Draft Danby Hamlet Revitalization Project - Strategic Plan for the
Board to review. Tompkins County has made grant monies available for revitalization projects that
provide matching funds . A public information will be held on the proposed project and after approval
of the Town Board an application will be submitted to Tompkins County for consideration .
