HomeMy WebLinkAbout1998-02-04 TOWN OF DANBY AGENDA MEETING MINUTES FEBRUARY 4 , 1998 PRESENT : Supervisor Kenneth Horst Councilpersons : Joel Gagnon, Edward Inman, Howard Steiner, Naomi Strichartz Others Present : Carol Sczepanski - Town Clerk Code Enforcement Officer - Susan Beeners Highway Superintendent - William Hall Karl Hect - Tompkins County Planning Members of the Public : John Henderson, Pat Woodworth, Mary Oltz, Faith Chase, William Farrell, Esther Dotson, Arch Dotson, Charles Tilton Chairperson Horst called the meeting to order at 7 : 05 P . M . HUD Grant Application - Tompkins County Planning Karl Hect of Tompkins County Planning Department described the Small Cities Community Block Grant (HUD) to the Board. Danby was not awarded any grant monies in the 96-97 grant cycle and the County will reapply in 97 -98 . The application will be updated and submitted without charge to the Town for the 97-98 application. Better Housing of Ithaca will be going through the applications received for the 96-97 applications to determine how many may be applied for this cycle . Karl will make copies of the HUD application to file with the Town . TCAD - Representative A representative from TCAD will address the Town Board Meeting - 7 : 30 P . M . - February 9, 1998 Board Meeting. Old Town Barns Purchase Offer Susan Beeners submitted a copy of the latest tentative purchase offer for the Highway Barns Property on Bald Hill Road and proposed resolution for Board approval . She reported that the preferred right- of-way area for the cemetery and parking has not been approved by the potential buyers and that there is a second change to the proposal on page 3 related to the drains and septic . Street Addresses for Town of Danby Susan reported that street addressing was an on-going item in her office and submitted a proposed letter of notification to residents when it was necessary to change their house numbers for Board approval . She asked that approval of the notification letter be added to the February Agenda. Comprehensive Plan Update A report from the Planning Board on Comprehensive Plan Project will be submitted to the Board on Monday, February 9 , 1998 . A proposed resolution will be on the Agenda to approve of the Comprehensive' Planning Project. Community Council and Youth Funds Allocation of youth funds was discussed. The only allocation for ;youth funds showing in the 1998 budget is the Town ' s share . Matching funds from Tompkins County do not appear in the budget for youth funding. , CSEA Contract with Highway Employees The Town has not received a complete copy of the CSEA Contract but approved in January the tentative changes . President of Community Council Judy VanDermark asked the Town Board to appoint a liaison from the Town Board to the Community Council . Town Hall Building Renovation/Addition Project Councilperson Inman reported that the complete plans for the floor in the Town Hall are not final at this point. He has not received a completed estimate from the general contractor for the change order. Supervisor' s Report The Board has requested that they have a monthly itemized report of expenditures be included as part of the Supervisor ' s Monthly Report. Adult Entertainment Clubs - Cellular Towers The issues of Adult Entertainment Clubs and Cellular Towers will be referred to the Planning Board for review for a possible local laws . Planning Board Interviews : Supervisor Horst reported that the committee has interviewed three (3 ) possible candidates for the Planning Board and will interview one ( 1 ) more on Thursday. The interviews were taped and any Board member wishing to listen to the interviews may do so . Appointments must be made very soon. Highway Items : 1 ) Resolution for Bid Opening - 10 Wheel Dump Truck with Plow and Wing for March 4, 1998 at the Agenda Meeting with award on Monday, March 9, 1998 . 2) Resolution for permission to advertize for bid - Aluminum Box Culvert for Steam Mill Road . Post Office Information Joel Gagnon will] look into the issue of a possible solution to the mail service in Danby. Danby has many zip codes and no centralized mail service . Town Historian Request Councilperson Strichartz reported that the Town Historian would like space in the Town Hall after J 3 Town Board Minutes Agenda Meeting February 4, 1998 its renovation for her materials .
