TOWN BOARD MINUTES
SPECIAL MEETING
DECEMBER 22 , 1997 - 6 : 00 P. M.

Supervisor Oltz called the meeting to order at 6 : 00 P . M .
A special meeting of the Town Board was scheduled to discuss the Town Highway Employees
C . S . E . A . Contract with the Town of Danby .
Supervisor Oltz reported that the Town Highway Employees CSEA Contract with the Town of
Danby expires on December 31 , 1997 .
Councilperson Schwartz reported that he has received a counter proposal for the contract. There
have been many contacts with the CSEA Union Representative and the issues have been addressed
and the latest counter proposal from CSEA for a three year contract.
The Board discussed the following :
1 ) wage increases of 4% in 1998 , 4% in 1999 and 4% in 2000 ;
2) employee contribution for insurance premium -- $2 . 50 per week ( $ 5 per pay period)
3 ) clothing allowance increased to $ 200 per year
4) contract to include - 3 pairs of coveralls provided by the Town
Supervisor Oltz said that we need to add a sentence in Para. 22 that states -- provide three (3 ) pairs
of coveralls . (We always did but it needs to be added to the contract) .
The Board approved of the counter proposal with the exception of the following items :
1 ) Article XXII : Compensation -- Increase all hourly rates by 4% per year for 1998 ,
1999, and 2000 .
2) New Proposal for Health Insurance Coverage
The Board asked Councilperson Schwartz to contact the CSEA Representative to negotiate the
following changes .
1 ) The Town Board proposed raising hourly salaries by 4 % in 1998 , 3 % in 1999 and 3 % in
2000 .
2) The Town Board proposes that all highway department employees hired after January 1 ,
1998 will have their individual health insurance policies paid in full by the Town but said
employees shall pay all increased premium above their individual policy for family and
dependent coverage .

The Board discussed what other municipalities paid their employees for wages and insurance
coverage .
Supervisor Oltz said that she had reservations about a 4% increase for highway employees when
other employees of the Town receive 3 % and did not receive holiday, sick pay and vacation pay .
Councilperson Schwartz said that what he proposes is : Accept 4% wage increase for the year 1998 ,
3 % for 1999 and 3 % for 2000 and also propose that new hires hired after January 1 , 1998 have
individual insurance paid in full but said new hires pay all the increased premium above individual
coverage for family coverage .
The Board must have a response by December 29, 1997 .
Supervisor Oltz presented a proposed resolution to adjust salaries for the Town Justice, Court Clerk,
Bookkeeper and Deputy Town Clerk.
Supervisor Oltz reported to the Board that she has received information from Tompkins County
Personnel Department for reporting employee classification for Civil Service approval and will give
the information to the incoming supervisor. Employee status must be reported to Tompkins County
Personnel on a semi-annual basis .
