Sczepanski - Town Clerk Susan Beeners - Code Enforcement Officer Members of the Public : Joel Gagnon, Pat Woodworth, Margaret Shepard , Hope Horst, Sam Tripodi , Willard T . Daetsch, Judy Vanllermark, Esther Dotson, Naomi Strichartz, Ken Horst Gould Colemen, Charles Tilton, Cynthia Colman , Eileen B . Wright, Dorothy Daetsch, Faith Chase, Dawn Parks . Public Hearing Declared Open : Supervisor Mary Oltz declared the public hearing open at 6 : 00 P . M. and read the following Notice of Publication : "NOTICE IS HEREBY GIVEN that the Preliminary Budget for the Fiscal Year 1998 has been completed and filed in the office of the Town Clerk at 54A Gunderman Road, Town of Danby, Ithaca, New York, where it is available for inspection 9 : 00 a . m . to 4 : 00 p . m . , Tuesday through Friday and 9 : 00 a. m . to 12 noon Saturday . . FURTHER NOTICE IS HEREBY GIVEN , that the Town Board of the Town of Danby will meet and review said Preliminary Budget and hold a Public Hearing thereon at the Town of Danby Office Buildings at 54A Gunderman Road, Ithaca, New York, County of Tompkins at 6 : 00 P .M. on the 5th day of November 1997 . Citizens attending the hearing have the right to provide written and/or oral comments and ask questions concerning the entire budget . Pursuant to Section 108 of the Town Law the proposed salaries for the following Town Officials are hereby specified as follows : Supervisor $ 10 , 609 Town Clerk/Tax Collector $ 12 , 751 Highway Superintendent $ 32 , 496 Town Justices (2 ) (Each) $ 4 , 261 Town Councilpersons (4) (Each) $ 1 , 737 Published October 30 , 1997 " Supervisor Oltz reported to the Board that the final Preliminary Budget Draft shows a decrease in the tax of 4 . 22 % . The tax rate in 1997 was $ 7 . 7554 per thousand and for 1998 tax rate is $ 7 . 4280 per thousand . Members of the Public : Joel Gagnon - 2353 Spencer Road - noticed the differences in the tax rates from one town to another town . He wonders whether that has to do with the Tompkins County Sales Tax credits . Councilperson Schwartz said the you should look at the equalization rates when comparing tax rates between municipalities . `° 70 Public Hearing Minutes 1998 Budget Hearing 2 November 5 , 1997 Susan Beeners - Code Enforcement Officer - questioned the line item for A8020 . 4 as it does not include the estimated amount for printing and publication costs related to a comprehensive planning project . She asked the Board to include $4, 500 - $ 5 ,000 additional funding in the event that the Town was not awarded a grant for the project . Joel Gagnon - what happened to the West Danby Community Association request for funding . Supervisor Oltz said that there was a Youth and Recreation item in h budget t is Needs Programs Programs (A7320 .4) includes all Youth & Recreation programs . Any program pp request funds until the allotment is spent . Margaret Shepard - 441 Comfort Road - asked how the Danby Needs Programs differs from the item under Culture and Recreation the Recreation Partnership . Supervisor Oltz said that the Recreation Partnership funds are the Towns contribution to the Recreation Partnership and are paid directly to the City Youth Bureau .
