PLANNING BOARD MINUTES
OCTOBER 15, 1997

The working session of the Planning Board was called to order at 7 : 00 P . M .
Rebecca Rubin sent a memo to the Planning Board members on September 26 , 1997 with a request
to write brief statements or questions about the general categories listed below for discussion .
Comprehensive Plan Topics
Natural Resources
Housing
Agriculture
Commercial and Industrial Land Use
Transportation
Public Utilities and Infrastructure
Community Facilities and Services (fire protection, police protection,
education, library, town government)
Historic and Cultural Resources
The Board reviewed with Rebecca items they may want to consider for possible categories to be
incorporated into a comprehensive plan for the Town of Danby .
Natural Resources :
. Rural atmosphere and how to incorporate into planning
. Better use of natural resources in Danby (recreation)
. Jennings Pond and Lick Brook - develop for residents, protection for water resource and wildlife
. Wildlife - hills , valleys, gorge , Buttermilk Park - should be preserved yet allow for progress
. Definition and identification - what natural resources are in danger, if any
. Wetlands , flood plains and steep slopes - prohibit development due to regulations and high cost
Effort should be made to make policies that are understandable to residents who are worried about l
over regulation .
Housing
. Affordable housing plan for younger residents
. Housing plan for aging population
. Where is space available
. What is affordable housing
. Critical part of the built environment - aesthetics
. Variety of homes for a variety of needs (for incomes and needs)
. Secondary impacts - families schools, infrastructure
. Larger lot sizes - are they legal and are they justifiable
. Housing programs need to be better advertised
Agriculture
. Declining in terms of active farms

. Consider reduction of area zoned agriculture
. Decisions should be weighed in relationship to amount of high quality of agricultural land
available
. Different types of agricultural use
. Preservation of AG land as open space
. AG lands cost less in services (less demand)
. Farm vehicle safety on roads
Commercial/Industrial Land Use
• . Consider zoning for small business park - Dobson Plaza, Coddington Road area, Hornbrook Road,
or Comfort Road - is access to water and sewer important
. Light industry
. Consider incubator
. Continue to look for local commercial/industrial zone
. Set limits for industrial growth
. Aggregate - additional areas - demand
. Special taxes
. Private business association
. Community retail service i . e . bank, ATM , small post office , etc .
Transportation
. Public transportation - how much is it used
. Single occupancy traffic
. How to increase public transportation - scheduling and facilities
. Justification for altering traffic flow patterns (speed limits, access, etc .)
. Road maintenance by various governments (NY State Highways, NYS Forest Lands , Tompkins
County and the Town of Danby) North - South access is good, East - West access is poor
. Update functional classification of roads
. DoT- why they do not acknowledge speed limit requests
. Safety at intersections
. Maximize use by clustering
Public Utilities/Infrastructure
. Should Danby be making move toward public water and sewer
. Existing water concerns
. Should we look into sewer treatment plant
. Availability of natural gas extensions
. Number of households on propane
. Opening up development areas near natural gas line
. Where are the electrical service areas (NYSEG Map)
. Uses of gas corridors
. West Danby water district is not large and a portion is undevelopable
. No sewage disposal
. NYS and Tompkins County Sanitary Code Revisions ( impacts on lot sizes and increases housing
• costs
. Local cell tower control
. Better street lighting
. Community facilities/services
. Police protection - should we hire extra patrols
. Should look into use of the Danby Area School property
. Community center and central school - accessible, location and banking facilities
. Less segmented Town government - need to look at the bigger picture
. Better coordination through Town and County related to 911 and assessment records
. More education and long range planning
Historic and Cultural Resources
. Grant for survey of historical resources
. Use information to apply for additional grants, historic designation and how to protect and improve
historic resources
. Cultural landscape - oral history

areas .
