Monthly Reports: Charles Rankin, Bookkeeper - Submitted monthly reports for the Board's review and requested Budget Transfers. W. Rick Fritz, Code/Fire Enforcement Officer - In January we sent out 39 letters for permits, asking to update the Code Office and close old permits. We've been working on that and it has been successful. April has been working on the website so people can contact us for appointments. They can also call me Town Board Minutes Page 8 January 12, 2016 on my cell phone. Life Safety Inspection letters will be going out so I can do those inspections. The McLean Fire Department, we've never gotten everything we need to sign off on that, so we have a meeting tomorrow at 10 o'clock if anyone wants to join me. We're going to go over what we have and don't have, so we can get them on their way. Richard C. Case, Jr, Highway Superintendent - 2015 was a productive year for the Highway Department. All the paving projects went very well and have already shown with the plowing program to be more efficient. The drainage and pipe installation has gone non-stop right up until last Friday and you know that doesn't happen every year. Trees are now being cut when weather allows. The shop has very busy in 2015. I'd like to commend you folks. The work is being accomplished because you have employed some very devoted and skilled employees. Secondly, municipal cooperation, little do you see probably, but it's alive and doing well. The Village of Groton and the Town of Groton change equipment and personnel almost on a minute basis if need be. But also, the Town of Caroline, Summerhill, Locke, Cortlandville and Dryden have shared equipment and manpower, which, none of these municipalities would be able to afford in their budgets. That's happening and I hope that's to your satisfaction. The new truck is at Stadium International and scheduled to have the plow equipment and dump body installed next week. I'm in hopes of taking delivery within the next three weeks. The truck will need to be paid out of the 2016 budget, so Mr. Case requested an encumbrance of the money that had been in the 2015 budget to pay for the truck, and an additional encumbrance of $4,000.00 needed to finalize the purchase from the DA5148.4 account, as well as other resolutions. Mr. Rankin had also requested budget transfers. Kelly Smith - Representative to Joint Youth Program - Jennifer Jones has reported that basket ball has above numbers for this year. Wrestling numbers are low, with only 10 students. The Cabin Fever Festival is scheduled for March 5 at the High School gym. They're going to have a roller skating party, bounce house, bake sales, stilt walkers and they are looking at getting Shred It to come in for people to be able to have personal papers shredded. On February 2, we will start the audits. Our grants, the concert Town Board Minutes Page 10 January 12, 2016 award was $900.00 which is down $100.00 from last year and the arts group award was $500.00 which is also down $100.00. The AED for the pool has arrived. There is a Zumba class going on now. Mr. Rankin said that 71 people had showed up for the Zumba class. Glenn Morey, County Legislator - Last Tuesday, Mike Lane was elected as Chair and Dan Kline was elected as Vice Chair. The committees I've been serving on are Governments and Operations, Facilities and Infrastructure, and the Budget Committee. Everybody should have their rebate check from New York State in Groton and we have to thank Joe Mareane. If you remember, a couple months ago, Joe took it upon himself to write to the State because the rebate was based on the money we saved on consolidation. Joe wrote a report on behalf of all of the municipalities in Tompkins County based on the Health Consortium. That was turned down, but with his determination he went back to the State to fine tune the report and also combine the study to consolidate the Sheriffs Department and City of Ithaca Police Department and the State finally approved it. RESOLUTION #16-014 - CLARIFY WAGE AND MILEAGE FOR CODE/FIRE ENFORCEMENT OFFICER MOVED by Supervisor Scheffler, seconded by Randy Jackson RESOLVED, that the Town Board will no longer pay a separate mileage check to the Code/Fire Enforcement Officer while conducting his daily, routine duties, and be it further RESOLVED, that the Town Board hereby approves paying the Code/Fire Enforcement Officer a flat fee of $150.00, payable on voucher, for after -fire inspections and/or other emergency situations. Ayes - Sovocool, Smith, Jackson, Clark, Scheffler Nays - Resolution Passed RESOLUTION #16-015 - ACCEPT RESPONSIBILITY FOR THE PERUVILLE CEMETERY MOVED by Supervisor Scheffler, seconded by Councilperson Clark WHEREAS, the New York State Division of Cemeteries inspected the Peruville Cemetery on September 23, 2015 and determined that it is an abandoned cemetery according to the criteria laid out in Town Law Section 291, specifically, that it has no remaining controlling board members and no funds or revenues sufficient to meet normal operating expenses, and WHEREAS, having met the criteria to be determined abandoned, the cemetery automatically becomes the responsibility of the Town of Groton, now therefore, be it RESOLVED, that the Town Board hereby formally accepts the responsibility for the Peruville Cemetery.
