II REGULAR MEETING II The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Mark Baxendell at 7:30 p.m. APPROVAL OF MINUTES - 18 MAY 2017 A motion was made by Member Lisa Maloney Hahn to approve the Minutes of the 18 May 2017 Planning Board meeting, as submitted. The motion was seconded by Member Bret Wyllie, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Absent: Member Brockway Member Wyllie Motion carried. This becomes Action #44 of 2017. OLD BUSINESS - NONE NEW BUSINESS Sheldon Carrington Estate, Applicant/Reputed Owner - Lick Street - TM #26.-1-11.2 - Proposed Minor Subdivision Chairman Baxendell recognized Bob Walpole, local realtor, representing the applicant who was seeking approval for a Minor Subdivision comprised of two parcels (Lots A & B), as shown on the 15 May 2017 survey map by G. Bruce Davison, LS, accompanying the application. This 6.584± parcel is to be divided into two parcels, with Parcel A containing 2.142± acres and Parcel B containing 4.442± acres. With no further discussion, a motion was made by Member Barbara Clark that the Town of Groton Planning Board hereby declares itself Lead Agency under SEQRA. The motion was seconded by Page 1 of 4 (T) Groton Planning Board Minutes of Regular Meeting 15 June 2017 Member Neuhauser, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Absent: Member Brockway Member Wyllie Motion carried. This becomes Action #45 of 2017. At the request of Chairman Baxendell, the Board Secretary then read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Maloney Hahn that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Monica Carey, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Absent: Member Brockway Member Wyllie Motion carried. This becomes Action #46 of 2017. A motion was then made by Member Carey to waive the public hearing and approve the Minor Subdivision as requested. The motion was seconded by Member Neuhauser, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Absent: Member Brockway Member Wyllie Motion carried. This becomes Action #47 of 2017. Joseph & Danean Fatcheric, Applicants/ Reputed Owners - Lick Street - TM #26.-1-11.3 - Boundary Line Change Chairman Baxendell recognized Bob Walpole, local realtor, representing the applicants who were purchasing a portion of the Sheldon Carrington Estate's adjoining property. Mr. Walpole explained that the Estate is still in the process of accumulating the necessary papers in order to file a Probate Petition, so it would be some time before this was settled. Subdividing the land was one step in this settlement. A survey map prepared by a Licensed Land Surveyor did not accompany the application. Page 2 of 4 (T) Groton Planning Board Minutes of Regular Meeting 15 June 2017 With no further discussion, a motion was then made by Member Carey to approve the Boundary Line Change, as requested, pending the outcome of the settlement of the Sheldon Carrington Estate, and receipt of the required survey map. The motion was seconded by Member Maloney Hahn, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Absent: Member Brockway Member Wyllie Motion carried. This becomes Action #48 of 2017. Clifton Fenner, Applicant/ Herman J. Altmann & Diana Williams, Reputed Owners - NYS Route 222 & Lick Street - TM #27.-1-46 - Proposed Retail Sales Chairman Baxendell recognized Bob Walpole, local realtor, representing the applicant who was seeking approval of a Preliminary Site Plan to process and sell firewood at this location (dba Fenner's Firewood). The application was accompanied by an annotated portion of the tax map, roughly showing what was being proposed (driveway off Lick Street, sign, processor on wheels, and a proposed building/Amish type), but nothing to scale. The logs would be delivered to the site by Pierce Logging. Mr. Fenner will purchase this property (zoned Rural Agricultural) pending Site Plan approval by this Board. Member Neuhauser commented that the Board needed more details than what was provided, i.e., a Site Plan drawn to scale, hours/days of operation, etc. Board members agreed, and it was suggested that Mr. Fenner get in touch with Town CEO Rick Fritz and go over the Town's Site Plan Checklist with him, then come back before this Board. With no further discussion, a motion was then made by Member Clark to set a Public Hearing for 20 July 2017 at 7:30 p.m. The motion was seconded by Member Carey, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Absent: Member Brockway Member Wyllie Motion carried. This becomes Action #49 of 2017. OTHER BUSINESS • Chair Baxendell recognized Town Supervisor Don Scheffler who advised everyone present that the Town Board has set a Public Hearing for a six-month moratorium on commercial energy projects in order to revised the Code. • For informational purposes, Supervisor Scheffler provided the Board with his knowledge regarding wood processors.
