YOUTH CENTER CONTPACT
Councilman McElwee offered the following resolution and moved
its adoption : _
RESOLVED that the application for the New York State Youth
Bureau Project for 1967 be approved , and that Supervisor Kerr
be authorized to sign an agreement with the City of Ithaca for
. the operation of the Ithaca Youth Eureau for the calendar year

serve as Town of Ithaca Assessor effective immediately .

HEARINGS ON FIRE PROTECTION CONTRACTS - - SCHEDULING OF
Councilman McElwee offered the following resolution and moved
Its adoption :
RESOLVED that a public hearing be held by the Town Board
at ° 5 : 30 P . M '. , November 10 , 1966 in the Town Offices , 108 E . Green
St . for the " purpose of hearing all persons interested in a
contract between the Village of Cayuga Heights and the Town of
. Ithaca whereby the Ville- ge agrees that its Fire Department will
give fire protection for the year 1967 in the Ha.mlet of Forest
Home and in that portion of the town to the north of Forest Home
and between the east boundary of Cayuga Heights and the east
boundary of the Town of Ithaca , in consideration of the payment
to the Village by the Town the sum of
and
BE ITFURTHER RESOLVED that a. Public Hearing will be held at
the Toum Offices , 108 E . Green St . at 5 * 35 P . M . for the purpose
of hearing all persons interested in the renewal of a contract
with the Ci.ty ' of Ithaca for a one year period on the basis of
$ 17 , 165 . 00, for the year 1967 for fire protection in the Town of
Ithaca. , '' excepting the following areas , to wit :
a ) The Village of Cayuga Heights
b ) ' Th'e area comprising all the territory lying between

ROAD DITCHES
Highway Supt . Marion Morey .reported that work would be
commenced on cleaning road ditches this week .
TRANSFER OF FUNDS - NORTHEAST PLAYGROUND & ASSESSOR
Mr . Walter Schwan representing the Parks and Playgrounds
Committee of the Planning Board. and the Northeast Civic Assoc .
requested permission to purchase seed and fertilizer and to rent
equipment to work on the Northeast playground ( the land donated
by Cornell '' University north of T� re ,yton Drive )
Supervisor Kerr offered' the following resolution and moved
its adoption :
RESOLVED that an amount not to exceed $ 500 . be , transferred
from Contingency to parks and playgrounds ( # 5100 ) for the use
of Northeast playground and be it
FURTHER RESOLVED that the amount of $ 790 . be transf @rred
from contingency to Assessor ( # 1610 )

LIBERMAN REQUEST FOR REZONING
Mr . Leonard Liberman wps present to request that the Town
Board schedule a public hearing on the rezoning of land he owns
along , East Shore Drive . Supervisor Kerr said that P. formal
recommendation hadn ' t come from the Planning Board , but that on
September 16th the Planning Board wrote to - the Town Board stating
that a request h - d come to them on September 13th from Mr . Liberman
to rezone property at 1000 thru 1051 E . Shore Drive from R- 15
to Multiple Residence , The members of the Planning Board all
favored the rezoning and sent a letter so indicating to the Town
Board . The Town Board felt that a public hearing, could be scheduled ,
from this recommendation , but Chairman of the Planning Board , Mr .
Deschfelt that the Planning Board had not received detailed
plans from Mr . Liberman and therefore recommended that the Town
Board delay scheduling a public hearing until the Planning Board
had received and studied such plans . No public hearing was
scheduled at this meeting .
EAST ITHACA WATER DISTRICT -
Mr . James Dunlap of Lozier Engineers , Inc . was present to
inform the „ Board of their recommendations for the East Ithaca
Water District . The development would come in two stages - - the
first stage would be the construction of a 10 ” main extending
from the pig farm to Artificial Breeders and the second stage
would be the installing of a line up Snyder Hill Road . Mr . Dunlap
recommends that Stage 1 be started right away because of the need
for increased pressure at Ideman ' s Bowling Alley and service to
the Barnes' property . The second stage would require that a tank
be constructed on the Backner property on Snyder Hill Road . The
Board requested that Mr . Dunlap write a letter of findings and
figure the cost increase to property owners benefitted. by then
stage one c" onstruction ,
REZONING OF, REUL•EIN ° PROPERTY - SCHEDULING OF PUBLIC HEARING
Supervisor Kerr stated that the recommendation that had
come from the Planning Board before the lest public hearing
on rezoning of the Reulein property was from that Board assembled.
without a. quorum present . Mr . Kerr asked that the Town Board
reconsider a new request from the Planning Board for another
public hearing . Councilman Gordon said he objected because :
1 ) The change in zoning would. change the general domplexion of
the area 2,, ) A change in zoning would add Prea•tl ,y to traffic
problems inithe area 3 ) Objects to any change in the zoning of
areas without more careful consideration .
Supervisor Kerr offered the following resolution and moved
its adoption :
RESOLVED that a public hearing be held at 6 : 00 o ' clock P . M .
on November" 10 , 1966 in the Town Office , 108 E . Green St . , City
of Ithaca. to hear all persons for or against the rezoning from
residential to multiple residence the following property :
" All that property located at the 1100 -block of the Truman-
sburg Road a. nd having road frontage of approximately 629 feet ,
and depth of 436 feet ; and being ' the same premises presently owned
by Seville Reulein , as- conveyed by deed recoreded in the Tompkins
County Clerk ' s Office , and designated as parcel 26 - 4 - 33 on tax
maps now on file in the Town of Ithaca. Office . "

SOUTH HILL SEWER DISTRICT
Attorney Buyoucos stated that he had received an inquiry
from the Department of Audit and Control in regards to the
assessing of the National Cash Register Company ' s property in
the South Hill Sewer District , The Town Board authorized
Attorney Buyoucos to write to Audit and Control ' to " explain that
they believed some benefit would result to that portion of the
land owned by National Cash that is within the proposed sewer
district . That portion of the land to the south of the plant
thpt is now undeveloped may eventually be required by the Ci6y
to hook to the facilities of the proposed South Hill Sewer District .
For that reoson it was included in the total. assessment within
the district . , Because National Cash already has a sewer line
121 .
connected to sewer facilities the Board would consider that there
is only nominal benefit until such time as they might connect to
the South Hill Sewer District line .
INTERVIEW FOR TCIAJN CLERK
The Town Board interviewed. the following persons to fill
the post of Town Clerk : Mrs . Isabelle Templeton ; Mrs , Myrtie
Hewitt ; Mrs . Florence Phillips and Mr . Lewis Cartee ,
Councilman McElwee offered the following resolution and
moved its adoption :
> RESOLVED that Mrs . Myrtie Hewitt of 17 Muriel St . , Itha.ce ,
be appointed Deputy Town Clerk effective November 1 , 1966 and
i Town Clerk effective December 1 , 1966 at the rate of $ 4800 . per
year provisional .

Councilmen Harry U . Baker , Harry N . Gordon , Joseph N . Mayer , Jr . ,
and Andrew W' , McElwee .
Also present were : Highway Superintendent Marion Morey ,
Planning Board. Chairman Noel Desch , Attorney James Buyoucos ,
Engineer James Dunlap , Jerry Langdon , Mrs . Hewitt and Mrs . Fuess ,
RHWD CHARGE
Supervisor Kerr stated that the City had forwarded a bill for
the work involved in extending the lines in the Renwick Heights
Water District , Mr . Kerr will confer with members of the Renwick
Heights Association to determine the most feasible method of
borrowing the money to finance the improvement .
4 : 00 PUBLIC HEARING - ANNUAL BUDGET
Noone was present to be heard at the public hearing on the
Annual Budget which was called by Supervisor Kerr at 4 : 00 o ' clock
P . M . Proof of publication and posting were presented . The hearing
was closed and Councilman Mayer offered the following resolution
and moved its adoption .
RESOLVED , that the Town Board of the Town of Ithaca. does
hereby adopt the Preliminary Budget as the Annual Budget for the
fiscal year beginning the first day of January , 1967 , and
BE IT FURTHER RESOLVED , that the Town Clerk of this town
shall prepare and certify duplicate copies of such Annual Budget
adopted pursuant to Section 202 -a. of the Town Law , and. deliver one
copy thereof to the Supervisor of the Town to be presented by him
to the Board of Supervisors of Tompkins County .
