Public Hearing Declared Open
Vice Chair Nancy Weitzel opened the public hearing at 7 : 35 P .M . and read the following notice of
publication :
"NOTICE IS HEREBY GIVEN, that a Public Hearing will be held by the Planning Board of the
Town of Danby on Wednesday, October 16 , 1996 at 7 : 30 P .M. , Danby Town Hall 1830 Danby Road,
Ithaca, New York, 14850 . Purpose of public hearing is to consider granting a Special Permit for the
proposed conversion of "Preschoolers' Paradise" a Day Care Home located at 602 West King Road,
Town of Danby Tax parcel No . 1 . - 1 - 19 .7 into a Day Care Center. Sally Iacovelli , Owner/Applicant.
All interested parties will be given the opportunity to be heard either in writing or in person.

Affidavit of Mailing off Neighbor Notification received October 10 , 1996 .
Applicant Sally Iacovelli reported that she was told by Tompkins County Department of Social
Services, that to renew her application for licensing the "Preschoolers ' Paradise" day care home, the
number of children must be reduced or be licensed as a Day Care Center. The program is licensed
as a Family Group Center at this time . There are more than ten ( 10) children in the program with
some of them part time participants and she would like to continue the program as it now exists as
a family center . She said there are no plans at this time to increase the number of children in her
program . She asked the Planning Board to consider the approval the conversion of "Preschoolers '
Paradise," into a Day Care Center.
Susan Beeners said that any required changes to the center would be very minor and it is a very clean
• and organized place . There is a requirement of a 40-inch exit door. A permit was not required for
the day care home but to be licenced as a day care center a special permit is required.
Public Hearing Declared Closed
Vice Chair Nancy Weitzel declared the Public Hearing closed at 7 : 55 P . M .

Vice Chair Nancy Weitzel called the Planning Board Meeting to order at 7 : 56 P . M .
Proposed Day Care Center Special Permit Request - Iacovelli
Susan Beeners asked the Board to review the application for a Special Permit request from Sally
Iacovelli for the proposed conversion of "Preschoolers ' Paradise," a Day Care Home located at 602
West King Road, into a Day Care Center. If a special permit is approved, the application will be
reviewed for any building code requirements that are necessary for modifications . Any
modifications to the building will be minor.

APPROVAL OF DAY CARE CENTER SPECIAL PERMIT - IACOVELLI

WHEREAS, this action is the consideration of Granting a Special Permit for the proposed
conversion of "Preschoolers ' Paradise," a Day Care Home located at 602 West King Road, Town
of Danby Tax Parcel No . 1 . - 1 - 19 . 7 into a Day Care Center. Sally Iacovelli, Owner/Applicant, which
is a type II SEQR action for which no environmental review is required, and
WHEREAS, the Planning Board, at and following Public Hearing on, October 16, 1996, has
reviewed the application materials for this proposal , now be it
RESOLVED, that the Town of Danby Planning Board grants a special permit to Sally Iacovelli for
the proposed conversion of "Preschoolers ' Paradise," a Day Care Home located at 602 West King
Road, Town of Danby Tax parcel No . 1 . - 1 - 19 . 7 into a Day Care Center. Sally Iacovelli ,
Owner/Applicant.

A motion was made by Arch Dotson and Seconded by Mary Lou Hardesty to approve the September
18 , 1996 Planning Board Minutes as corrected .

Other Reports :
Tompkins County Federation Report
Arch Dotson reported that he has been attending the Tompkins County Federation meetings . At the
last meeting there was a report on the Tompkins County Waterfront Plan.
Susan Beeners reported :
1 ) that Chairperson Horst at the October 1996 Town Board meeting, asked the Town Board to
consider funding for assistance of the County Circuit Rider in the 1997 budget ;
2) Tompkins County will resubmit the Town of Danby HUD Grant proposal for 1997 at no
charge to the Town ;
3 ) Becky Bilderback from Better Housing reported to the Town Board that there was other grant
funding available and interested residents should contact her office for application
information. The eligible income level is lower than for HUD funding .
4) The Town is making progress with closing down the Delta Kappa Fraternity building located
on Durfee Hill Road. The property is in violation of junk codes, building code inadequacies
for gatherings, and there are no gatherings permitted . It has been difficult finding a
responsible fraternity member to serve with papers . It also appears that high school students
often use the building without permission.
Census Information :
Susan distributed 1990 Tompkins County Census information and some demographics from the
Town of Ithaca Comprehensive Plan for the Board to review.
