REQUESTS CONCERNING COST ESTIMATES - WATER EXTENSION
The Board authorized Mr. Dunlap of Lozier , Inc . to prepare
cost estimates for the extension of water lines ' ' along Snyder
Hill Road to the Town of Dryden line .

The regular meeting of , the Town Board. of the Town of Ithaca
was held at the Town Offices , 108 E . Green St . , Ithaca. , N . Y . at
4 : 00 o ' clock P . M' . , Monday , April 11 , 1966 .
Board members present were : Supervisor William B . Kerr ,
Councilmen Joseph N . Mayer , Jr . , Harry Baker and Andrew W .

Also present were : Attorney James Buyoucos , Highway Supt .

APPROVAL OF MINUTES
Counc.ilma.n Mayer offered the following resolution and moved
its adoption :
RESOLVED , that the minutes of the March 7 , 1966 Town Board.
meeting be approved .

CERACCHE TV FRANCHISE
Attorney Walter J . Wiggins was present with Mr . Anthony
Ceracche to request the Board ' s consideration of a request to
renew the franchise with the Town of Ithaca . Cera. cche ' s present
franchise with the town expires in 1970 . Attorney Wiggins stated
that the Television Corp . would increase monthly rates from $ 3 . 50
to $ 4 . 50 per month , would decrease initial installation charges
from $ 135 . to $$ 50 , and would ask for a 25 year franchise .
Councilman McElwee felt that there might be problems involved
If some of the town is served and some is not and felt that a rate
increase should not come before at least 90 % of the town is being
served by the cable . Supervisor Kerr stated that he had no
substantial objections to the plan and that any objections would
be concerning the quality of the signal which he felt should be
better in some instances .
Supervisor Kerr offered. the following resolution and moved its
adoption :
RESOLVED that a Public Hearing be held at 4 : 00 P . M . Monday ,
May 9 , 1966 in the Common Council Room , City Hall , 108 East Green
St . , Ithaca. to hear all persons interested in the renewal of a
television cable franchise with the Ceracche Television Corporation
of Ithaca .

SPEED , LIMIT - WARREN ROAD
The speed limit on Warren Road has recently been cha.nged. to
40 MPH ( increased from 35 MPH ) and residents. of the area have
registered concern over this speed in the area. of the new North -
east School , Supervisor Kerr offered. the following resolution and
moved its adoption :
RESOLVED that the Town will purchase school crossing signs to
have erected along Warren Road near the Northeast School .

Noes - 0 Carried .
TRANSFER OF FUNDS
Councilman McElwee offered the following resolution and
.moved its adoption :
RESOLVED that N11360 , be transferred from Contingency to

NEW GRADER FOR HIGHWAY
Sup ' t . of Highways Marion Morey reported to the Board that
the County Supt . Mr . Stevenson will not approve the bid for the
highway grader because of a. possible conflict of interest . One
of the salesmeni_ for the company that has been awarded the hid
has worked part time for the highway department . After discussion
Supervisor Kerr moved that Superintendent of Highways Marion Morey
rea. dvertise for bids for the grader . The motion was seconded by
Councilman McElwee . The approval was as follows :

SLATERVILLE ROAD AREA SEWER DISTRICT - SPECIAL ELECTION
The following resolution was offered by Councilman McElwee ,
who moved its adoption , seconded by Councilman Mayer , to-wit :
WHEREAS , the Town Board ; of the Town of Ithaca , Tompkins
County , New York , has hereto fore adopted a resolution approving the
establishment of the Slaterv, ille Road Area. Sewer District in said
Town subject to a permissive referendum , pursuant to the provisions
of Section 209- e of the Town Law , and
WHEREAS , a. petition protesting against such resolution and
requesting that it be submitted to the qualified electors of the
proposed district for their approval or disapproval was filed in
the office of the Town Clerk of said. Town on March 29 , 1966 ; and
WHEREAS , the Town Clerk , with the advice of the 'Town Attorney
has duly submitted to this Board the form for the proposition for
the approval of said resolution ; and
WHEREAS , it is now desired to call a special ' 4 �Town election at
which such proposition is to be submitted and to provide for other
matters in connection therewith , NOW , THEREFORE , BE IT
RESOLVED , by the Town Board of the Town of Ithaca , Tompkins
County , New York , as followsj :
Section 1 . A special Town Election of the qualified voters of
the proposed Sla. terville Road Area Sewer District in the ' Town of
Ithaca , Tompkins County , New York , shall be held on the 4th day of
may , 1966 , at Eastern Artificial Insemination Co - op , Inc . , Judd Falls
Road , in said Town , for the purpose of submitting a proposition for
the approval of the resolution described in the preambles hereof .
The polls at said special election shall remain open between the
hours of 1 : 00 :o ' clock P . M . a,nd 8 : 00 o ' clock P . M . , Eastern Daylight
Saving Time . The proposition to be submitted at said special election
shall be in substantially the form hereinafter set fort in the form
of notice of such special election .
Section 2 . The Town Clerk is hereby authorized and directed
to give notice -of said special 'Down election by the publication of
a notice once in the Ithaca 'Journal , . : sa. id publication to be at least
ten ( 10 ) days prior to the date of said special election . In
addition , the Town Clerk shall cause copies of such notice to be
Posted on the Town Clerk ' s sign- board in said. Town at least ten ( 10 )
days prior to the date of said special election . Said notice shall

PROPOSITION
Shall the resolution entitled. : " I.N THE MATTER OF THE ESTABLISH-

COUNTY OF TOMPKINS , STATE OF NEW YORK , PURSUANT TO ARTICLE 12 -A. OF
THE TOWN LAW . " , approving the establishment of the Slaterville Road
Area Sewer District in the Town of Ithaca , Tompkins County , New York ,
and the construction of the improvements therefore to consist of
sewer mains , sewee laterals , manholes and appurtenances for the
purpose of supplying a. public '' sewer system for the proposed district ,
which system shall be connected with the City of Ithaca sewer system ,
together with acquisition of necessary lands and easements , all as
more full set forth and showni on the map and. plans filed in connection .
therewith and shown - on the map and. plans filed in connection therewith
in the office of the Town Clerk at an estimated. maximum cost of
• $ 520 , 000 ; determining that the plan for the financing of the costs
of the proposed improvements , ,; including construction costs , cost of
a.cquisition * of lands and easements , legal and engineering fees and all
other expenses is by the issuance of serial bonds of said Town maturing
In annual installments over a,, period not exceeding thirty years ;
determining that the cost of said improvements shall be assessed ,
levied and collected from the„ several lots and parcels of land
within said district in accordance with the benefits derived therefrom ;
setting forth a metes and bounds description of said district ,
determining that the notice of public hearing held in connection
with the establishment of such district was published and posted as
required by law and is otherwise sufficient , that all property and
property owners within the proposed district are benefited, thereby ,
that all property and property owners benefited. are included within
the limits of the proposed district and that it is in the public
interest to establish said, sewer district , be approved ?
Voting at said special election will be conducted by ballot.
A copy of the resolution referred to in the aforesaid.
proposition is on file in the office of the Town Clerk of said Town ,
where the same may be examined by any interested person during
regular business hours .
All qualified voters of „ the Town of Ithaca. , Tompkins County , .
New York , who are also owners of property in such District assessed
upon the latest completed assessment roll thereof , shall be qualified
to vote at said special election .
Section 3 . This resolution shall take effect immediately .

SOUTH HILL SEWER DISTRICT - RESOLUTION AND ORDER FOR PUBLIC HEARING
In-the Jn- the Matter of the Establishment of the South Hill Sewer District
In the Town of Ithaca , County` of Tompkins and State of New York ,
pursuant to Article 12 -A of the Town Law
WHEREAS a map , plan and " report have been prepared , in such manner
and. in such detail as has heretofore been determined by the Town Board
of Ithaca , relating to the establishment of a Sewer District in a
portion of the South Hill area of the Town of Ithaca. , and
WHEREAS such map , plan , and report have been duly filed in the
Town Clerk ' s Office in said Town , and
WHEREAS said map , plan , and report were prepared by Lozier
Engineers , • Inc . , competent engineers , duly licensed, by the State of
New York , showing the boundaries of the proposed district , and a
general plan of the sewer facilities to be constructed , and a report
of the proposed method of operation , and
WHEREAS , said map , plan and report show all outlets and the
terminus and course of each Proposed main sewer , together with the
location and a general description of all public works required -,

Including such lands and. easements , if any , to be acquired and
WHEREAS the boundaries of the proposed district are more
particularly set forth aid described hereinafter in Schedula A , and.
WHEREAS the improvements 'iproposed consist of the construction
and Installation of sewer mains , - sewer laterals , manholes and
appurtenances for the purpose of supplying a, public sewer system
to the properties in the proposed district , and which system shall
be connected with and drain into the City of Ithaca sewer system , and
WHEREAS THE PROPOSED METHOD of financing the cost of . said.
improvements consists of the ''issuance of serial bonds of said Town to
mature in annual installments, over a. period not exceeding thirty
( 30 ) years . The cost of constructing the foregoing improvements -
shall be assessed by the Town Board in proportion as nearly as
may be to the benefit which each lot or parcel will derive there-
from , and
WHEREAS , the maximum amount proposed to be expended for said
Improvement and for the acquiisition of the necessar lands and •
easements is EIGHT HUNDRED FORTY THOUSAND DOLLARS ( 840 , 000 , ) and
WHEREAS said map , plan and report descrlbing said improvement
are on file in the Town Clerk ' s Office , for public inspection ,
NOW , on motion of Councilman Joseph N . Mayer , Jr . and seconded
by Councilman A . W . McElwee , it is hereby
ORDERED that the Town Board of the Town of Ithaca shall meet
and hold. a public hearing in the Common Council Room , City Hall ,
108 E . Green St . , City of Ithaca , on the 9th day of May , 1966 at

SOUTH HILL WATER DISTRICT
Councilman McElwee :. stated that he felt the public hearing on the
South Hill Water District should be held at the same time as the
hearing for the South Hill Sewer District , Mr . Dunlap of Loz. ier
Engineers , Inc . told. the Board that he felt additional storage wa- s
needed on South Hill and. would recommend a. new tank to be erected

near the Danby - Ithaca town line . The Beard decided to adjourn
this meeting until Monday , April 18th so that the cost estimates
etc . on this district could be " completed and a public hearing
scheduled .
ASSESSOR
Supervisor Kerr told the Board that the following. would be
his recommendation in regards to the office of Assessor , Zoning
Officer and Enforcement Officer .
( 1 ) Town should be able to stand on it ' s own feet
( 2 ) Town should employ aifull time Assessor
( 3 ) Town should employ a- lipart time Zoning and Enforcement
Officer , The Town Board. talked to Mr . Don Franklin , a member of
the Cleminshaw Firm that has been doing the County widt . rea.pprAlsal
concerning the Assessor ' s job , ; but no decision was reached .
Councilman McElwee asked. whether or not the three jobs of assessor ,
zoning and enforcement officer were compatible and should be consider -
ed as one job . Mr . Franklin felt they werel'inot compatible jobs .
The Town Board authorized) Supervisor Kerr to arrange with
the Town of Dryden to hire the Iformer assessor , Mr . R . J . Wells , on
a per diem ba. sis to finish thelassessment roll that is to be
completed May 1st ,
WARRANT
Councilman McElwee offered the following resolution and moved
its adoption :
RESOLVED that the following bills be paid .
Highway Fund Bills # 95 through # 123 in the amount of $4980 . 64 ;
Ellis Hollow Road Sewer District Bills # 2 through # 8 In the amount
of $ 14 , 051 . 86 ; Northeast Sewer District Bills # 9 through # 11 in the
amount of x" 18 , 051 . 32 ; and General Fund Bills # 122 through # 171 in
the amount of $ 12 , 120 , 61 ,

PROPOSAL FOR TOWN BOARD MEETINGS
Councilman A . W . McElwee ,, proposed to the Board that at least
two meetings a. month be held while extra. business involved with
the formation Of water and sewer districts , etc . is being transacted ,
No formal action was taken on the proposal " but it was decided to
adjourn this meeting until Monday , April 18th in order to finish
business at hand .
CORRESPONDENCE
Mr . Victor Burgess of 1522 Sla. terville Road wrote to the Town
Board asking consideration of ' a drainage problem on his property .
The Town Board has reviewed this problem in the past and the Highway
Supt * stated that according to previous investigations the town
has not contributed to the drainage problem and has no liability .
CLEMINSHAW VALUAT70NS
The Board decided not to accept the new countywide property
valuations on town properties as prepared by the Cleminshaw Co .
for at least another year .
NORTHEAST SEWER DISTRICT - PROGRESS REPORTS
Mr . Dunlap reported the following schedule of restoration of -
disturbed areas , including grading and seeding , replacement of
shrubs and. plants , blacktop driveways , gravel drives , drainage
ditches , mailboxes , etc 'La
