Green St . , City of Ithaca , at 4100 P . M . Monday , January 10 , 1966 . Board members present were : Supervisor William B . Kerr ; Councilmen Franklin Bishop and Andrew W . McElwee . Absent were Councilmen Harry U . Baker and Joseph N . Mayer , Also present were : Highway Sup ' t . Marion Morey , James Dunlap of Lozier , Inc . and Leonard Liberman . APPROVAL OF MINUTES Councilman Bishop offered the following resolution and moved its adoption : ' • RESOLVED , that the minutes of the December 13 , 1966 meeting be approved . Seconded by Supervisor Kerr Ayes - Kerr , Bishop and 'McElwee Noes - 0 Carried , APPOINTMENTS Councilman Bishop offered the following resolution and moved its adoption : RESOLVED that the following appointments be made : Planning Board - Walter Schwan - 8 year term Zoning Board of Appeals - David Powers - 4 year term Highway Superintendent — Marion Morey - 2 years Tax Collector - Evelyn Fuess - 2 years Assessor , Zoning Officer and Enforcement Officer - Robert J . TOWN BOARD MEETINGS Supervisor Kerr offered the following resolution and moved its adoption : RESOLVED that Town Board meetings be held at 4 . 00 P . M . on the first Monday after the first, Tuesday of each month ; and BE IT FURTHER RESOLVED that the February meeting be held this year on Monday, February 14th ., in order to allow Town Officials to attend the Association of Towns meeting in New York City . TRANSFER OF FUNDS Supervisor Kerr offered the following resolution and moved its adoption * RESOLVED , that the following transfer of funds be approved * ( 1 ) From Contingency Fund to Highway Item I - $233 . 60 ( 2 ) From Returned Water Bills to Forest Home Water District - $228 . 45 ( 3 ) From .Returned Water Bills to Hanoh'al Road Sewer District - $77 . 76 Seconded by Councilman Mayer Ayes e McElwee , Mayer and Kerr Noes - 0 Carried . ASSESSMENTS - % of True Valuation A discussion followed regarding the adoption of assessments that would allow the towns of the County and the City to assess at the same rate . Supervisor Kerr stated that the City now assesses at 80% of true valuation and that the towns have favored going to 90% , but for the sake of uniformity he would recommend their all being the same . He also stated that he hoped other towns in the County would go along with this proposals especially since the new Cleminshaw reappraisal figures will be ready soon . The merits of assessing at 50% - the percentage now used , at 80% ; at 90% and at 100% were discussed . The meeting was adjourned for lunch at 1 * 00 P . M . Evelyn S . Fuess Town Clerk • COMPETITIVE BID OPENINGS Supervisor Kerr offered the following resolution and moved its adoption ; RESOLVED that the Town Clerk be authorized to open competitive bids on public works and purchase contf'acts required to be advertised by law , Seconded by Councilman McElwee Ayes - Kerr , McElwee and. , Bishop :Noes a 0 Carried SUPERVISOR ' S ANNUAL REPORT Councilman Bishop offered the following resolution and moved its adoption : RESOLVED that the Supervisor shall submit to the Town Clerk within • 60 days after the close of the fiscal year a copy of his annual report , and be it further RESOLVED , that a summary' of this report shall be published in the ITHACA JOURNAL , the official newspaper of the town . Seconded by Councilman McElwee Ayres - Kerr , Bishop and :McElwee Noes - 0 Carried . MILEAGE ALLOWANCE Supervisor Kerr offered the following resolution and moved its adoption : RESOLVED , that an allowance of $ . 08 a mile be approved for use of cars on official business outside the town of Ithaca . Seconded by Councilman Bishop Ayes - Kerr , Bishop and `McElwee Noes - 0 Carried . The salary of Election Insbectors was set at '9'20 . 00 per day with the understanding that polling places would be combined wherever possible oil Registration Days . Also the„ Chairman of Elections would continue to be • paid an extra x5 . 00 per year . Seconded by Supervisor Kerr Ayes - Kerr , Bishop and McElwee Noes _ 0 Carried , LIBERMAN SEWER P _TSTRICT Mr . Leonard Liberman was present with a petition , map , plan and description for a sewer district to be financed by himself for property % along East Shore Drive . This Board asked Mr . James Dunlap of Lomier to review the plan to be sure it fits the overall master sewer plan . Councilman Bishop offered the following resoluuion and moved. its adoption ; WHEREAS , a written petition , dated January 10 , 1966 , in due form and containi. na the required signature has been presented to and filed with the Town Board of the Town of Ithaca , Tompkins County , New York , for the establi.shment of a Sewer District in said Town to be bounded and described as Follows ; " ALL THAT TRACT OR PARCEL OF LAND , situate in the Town of Ithaca , 66 ti County of Tompkins and State of New York , beginning at the intersection of the south line of premises of Russell W . Rinker with the center line of East Shore Drive ; thence easterly some 190 feet ; thence northerly along the center line of said creek some 175 feet to the westerly boundary of the Old Shortline Railroad ; thence southerly along the westerly boundary of said Old Shortline Railroad approximately 3500 feet to the north line of premises now or formerly the property of James E . Clark , thence westorly.�142 feet to the center line of East Shore Drive ; thence northerly 100 feet on center line of East Shore Drive to the northeast corner of Albert Dale ; thence westerly along Dale north line to Cayuga Lakes thence northerly along the shore of Cayuga Lake some 2600 feet to the south line of Douglas F . Dowd ; thence esterly along Dowd south boundary some 110 feet to the center line of East Shore Drive ; thence northerly along center line of East Shore Drive to point and place of beginning ; excepting and reserving therefrom such premises which are owned by the Village of • Cayuga Heights and the Peck Products Company ; all as referred to and set forth in the petition and described in exhibit marked ' A ' attached thereto " . WHEREAS , the improvements proposed consist of a sewer line and pump system , all in accordance with the map and plan attached to the petition and now on file ; and WHEREAS , the maximum amount proposed to be expended for the improve- ment as stated in the said petition is the sum of $25 , 000 . 00 , all of which will be paid by Leonard B . Liberman ; it is hereby ORDERED , that a meeting of the Town Board of the Town of Ithaca shall be held in the Common Council Room , City Hall , 108 E . Green Street , City of Ithaca on the loth day of February , 1966 at 4 : 15 o ' clock ra - the after- noon of that day to consider the said petition and to hear all persons interested. in the district establishment and for such other action as may be proper . Seconded by Supervisor Kerr Ayes - Kerr , Bishop and McElwee Noes - 0 Carried . ELLIS HOLLOW ROAD SEWER DISTRICT - BID OPENING The bids which were opened at 3 : 00 P . M . prior to this Town Board meeting were reviewed -- by the Town Board and then referred to Mr . James Dunlap for his recommendation . PROGRESS REPORT - NORTHEAST SEWER DISTRICT Mr . Dunlap reported the following areas in the Northeast ,Sewer District finished and ready for use : Cross lot from Salem Drive to Sapsucker Woods Road ; Sapsucker Woods Road , Cross lot , north and south ; Hanshaw Road - south side in back lots from Warren Road East . A discussion followed regarding extension of districts such as the new Northeast District so as to serve adjoining towns . Dryden has expressed an interest in being included in the Northeast District and Supervisor Kerr stated that a, study would be made of pro-rating of costs etc . WEST HILL AND SOUTH HILL SEWER ' DISTRICTS Mr . Dunlap reported on the preliminary work completed. on a study for a revised Northwest water acid sewer district . The new district will be smaller that the first district proposed and would cover the Woolf Lane , Bundy Road , Duboise Road and Indian Creek Road areas . Unit costs quoted would be approximately $83 . to $100 . for sewer , depending on rock and from $43 . to X4'' 50 . for water . Mr . Dunlap said the study for South Hill area is still being considered • and is not complete at this time . EXTENSION OF INATER TO NEW COUNTY HIGHWAY BUILDING Supervisor Kerr reported that he had been asked if the Town would consider extending water lines to serve the new Tompkins County Highway Buildings along Bostwick Road . It was decided that the County should ask for the formation of a district there . APPOINTMENT - ECONOMIC OPPORTUNITY BOARD Supervisor Kerr offered the following resolution and moved its adoption : RESOLVED , that Mrs . Ruth DeWire of 148 Pine Tree Road be elected as the town ' s representatige on the County Economic Opportunity Board . Seconded by Councilman Bishop Ayes - Kerr , Bishop and McElwee Noes - 0 Carried . WARRANT Councilman Bishop offered the following resolution and moved its adoption : RESOLVED that Highway Fund Bills #4044411 and #1 through #25 in the amount of $4967 . 15 and General Fund Bills #524 through #535 and #1 through #39 in the amount of $7 , 723 . 15 be paid . Seconded by Councilman McElwee Ayes - Kerr , McElwee and Bishop Noes - 0 Carried . PURCHASES TO $5000 - HIGHWAY DEPARTMENT Councilman Bishop offered the following resolution and moved its adoptions RESOLVED that Highway Superintendent Marion Morey be authorized to purchase tools and small supplies up to $500 . 00 . Seconded by Councilman McElwee Ayes - Kerr , McElwee and Bishop Noes - 0 Carried . PURCHASE OF SHORT WAVE RADIOS - HIGHWAY DEPARTMENT Supervisor Kerr offered the following resolution and moved its - adoption : RFSOLVED , that Highway Superintendent Marion Morey be a. ithorized to purchase four ( 4 ) new short wave radios for use . in highway equipment at an estimated cost of $150 . - 4200 . each , with the understanding that the old radios be traded in if possible . Seconded by Councilman Bishop Ayes - Kerr , McElwee and Bishop Noes - 0 Carried , SUPERVISOR TO ADMINISTER SPECIAL DISTRICTS Councilman McElwee offered the following resolution and moved its adoptions RESOLVED that Supervisor Kerr have the' powersndf. , administration and supervision of Special Improvement Districts in the Town of Ithaca . Seconded by Councilman Bishop Ayes - Kerr , Bishop and McElwee Noes - 0 Carried , TOWN CLERK - APPOINTIVE POSITION, Councilman McElwee offered the following resolution and moved its adoptions RESOLVED that pursuant to Section 20 , 6 ( a ) of Article 3 of the Town Law , the office of Town Clerk of the Town of Ithaca shall hereafter be an appointive office . This resolution shall be subject to a permissive referendum . Seconded by Supervisor Kerr Ayes - Bishop , McElwee , Kerr Noes - 0 Carried . The Clerk was directed to publish and post the above resolution and Attorney Buyoucos stated that when filling a vacancy reference should be made to Town Law 64-5 , ACCEPTANCE OF ROADS Since the requirements for acceptance of Town Roads have been met in each instance , Supervisor Kerr offered the following resolution and • moved its adoptions RESOLVED that the Town accept as town roads the followings Grove Road and Grove Place in the Woolf subdivision and Drew Road in the Drew Park sub-division . Seconded by Councilman McElwee Ayes - Kerr , Bishop and McElwee CHANGE OF NAIL - DREW ROAD I letter from Mir . and Mrs . Glenn Beardsley , Mr . and Mrs . Jack Ellsworth , Jr . and Dr . and Mrs . B . S . Bohland requested that the Board consider ehanging the name of Drew Road to Hickory Lane or to any name ending in anything other than road . Councilman Bishop offered the following resolution and moved its adoptions RESOLVED , that the name of Drew Road be changed to Hickory Lane , Seconded by Supervisor Kerr Ayes - Kerr , McElwee and Bishop Noes - 0 Carried . 6 TOWN PLANNING BOARD REQUEST B A discussion followed Mir . Kerr ' s request from the Town Planning Board for money to be spent for recreational park studies . Councilman McElwee stated he felt the area had adeduate park facilities and that the money could be spent to better advantage , Le Board all agreed that park areas should be set aside in each sub-division . Councilman McElwee stated that he felt the Planning Board should consider such things as zoning along arterial roads , the South Hill area and development of hi-rise buildings . Supervisor Kerr stated that lighting , sub-division regulations , zoning and multiple housing certainly should receive the Planning Board ' s attention , Supervisor Kerr offered the following resolution and moved its adoption . RESOLVED that the Town Board hereby authorizes payment qto the Town of Ithaca Planning Board the sum of $900 . 00 with the understanding that • included with the recreational park study will be an overall „plan for the development of the South Hill area , Seconded by Councilman Bishop Ayes - Kerr , Bishop and McElwee Noes - 0 Carried , HIGHWAY SUPERINTENDENT - 3U!v1MARY OF EXPENSES Superintendent of Highways ' Marion Morey presented a summaryndf highway expenditures for the year 1966 .
