Thanks Ann for your comments and your contribution to the committee for the Comprehensive Plan.
Two aspects that jump out at me regarding the Comprehensive Plan document is that the map graphics are too cluttered.
Breaking these out into a couple of new layers. Example: the map in Chapter 4 showing collectively, Land Use
designation is good, but layers that show just Industrial, or just commercial and so on would be helpful. Additionally,
increasing the scale of the map would also be very helpful. The scale may already be in the plans for the office to work
with and if so, this may be a moot point.
I hadn't thought about the flip flop in the aging of our town population. I had however, thought about graduate retention in
our community. So, if there is a decrease in youth student population and the exporting of our youth to other states or
even other communities continues, who supports our increasing aging community.
The "Plan" does support environmental protection with Critical Environmental Areas and Well Head protection (CEA
location needs to be added to the index, page 2-6) which has been a large concern of mine since 1987. 1 look at our
critical assets, water, wastewater and our workforce as key aspects that need addressing, promoting and protecting. With
the major employers being the college and the hospital, there is potentially a large hole in decent wage paying jobs.
Graduate retention "of course is tied to jobs that provide at"least a living wage. This coupled with affordable housing, public
transportation and local entertainment, in my opinion, would go along ways to this aspect. Cortlandville has available
property for a "Town Center" Which Would greatly address this thought.. Use of acronyms is common and what they stand
for is important. While this is addressed in the "Abbreviations" section, there is plenty of room in the document to spell
them out where they apply.

There are areas where the addition of sidewalks; walk path connections and bike paths could be an incentive. Envision a
walk/bike path from the SUNY through the City Water Works woods to Route 281 and beyond. While this is City /Publicly
owned property, there is 100 plus acres just sitting there begging for improvement and use (shared services).
While I'm still working through the "Plan", I feel it is a ways from being a plan. It feels to me, that it is a boiler plate for
developing a plan. Some aspects appear to be complete but, the plan should be considered a working document and not
set in stone as yet. Those aspects, if any, that need more work should be set to a committee that works on that single
aspect deemed as incomplete. The number of aspects deemed to need more work would determine the number of
committees.
I hope to contribute more as I digest the plan more.
