COMMENTS ON THE DRAFT COMPREHENSIVE PLAN
AS A MEMBER OF THE CORTLANDVILLE PLANNING BOARD GOING ON
TWENTY-TWO YEARS AND AN ACTIVE PARTICIPANT IN THE 2002 LAND
USE & AQUIFER PROTECTION PLAN MY COMMENTS HOPEFULLY ARE
REFLECTIVE OF THOSE EXPERIENCES.
IF MY COMMENTS ARE WORTHY OF INCORPORATION I WOULD LEAVE IT
UP TO THE COMMITTEE AND CHA AS TO HOW AND WHERE TO
INCORPORATE THEM. .
1. IT HAS BEEN EIGHTEEN YEARS SINCE THE ROUTE 281 CORRIDOR
STUDY AND IT WOULD BE INTERESTING IF NOT IMPORTANT TO
REFLECT ON WHAT HAS HAPPENED IN THE CORTLANDVILLE
BUSINESS LANDSCAPE. TO THAT END A SUMMARY OF THE
BUSINESSES THAT HAVE BEEN ADDED SUCH AS WAL-MART
SUPERCENTER, LOWES, CORTLAND MEDICAL, PYROTEC ETC,
THOSE THAT WE HAVE LOST SUCH AS MONARCH MACHINE TOOL,
MARVIN WINDOWS, K -MART, STAPLES ETC SHOULD BE
SUMMARIZED.
IN ADDITION A SUMMARY WITH A UNIT OF MEASURE EITHER BY
QUANTITY OR SQUARE FEET FOR BUSINESSES, SERVICES AND
HOME BUILDING THAT HAVE BEEN ADDED IN THE FOLLOWING
CATEGORIES WOULD HELP THE READER UNDERSTAND THE
LEVEL AND DEPTH OF ACTIVITY IN CORTLANDVILLE OVER THE
LAST EIGHTEEN YEARS:
MANUFACTURING BUSINESSES
MEDICAL SERVICES
HOTELS
RESTAURANTS
DRUG STORES
RETAIL STORES
SOLAR FARMS
STORAGE FACILITIES
AUTO SALES AND REPAIR
INDUSTRIAL PARKS
RECREATION FACILITIES
PERSONAL CARE FACILITIES
CONVENIENCE STORES
SINGE RESIDENCE HOMES
LASTLY THE NUMBER OF UNITS AND SQUARE FOOTAGES
CURRENTLY UNOCCUPIED AND AVAILABLE FOR BUSINESS
DEVELOPMENT.
2. WITH THE INTENSE INTEREST IN PLACING SOLAR ARRAYS IN
CORTLANDVILLE THERE SHOULD BE SPECIFICS RELATIVE TO
THEIR PLACEMENT. WE CURRENTLY HAVE THIRTEEN SOLAR
FARMS EITHER APPROVED AND IN CONSTRUCTION OR WORKING
THEIR WAY THROUGH THE APPROVAL PROCESS. I REALIZE THAT
A REVIEW OF THE EXISTING SOLAR LAW IS AN ACTION ITEM IN
THE COMPREHENSIVE PLAN BUT EMPHASIS ON WHAT SHOULD BE
PART OF THAT REVIEW WOULD BE HELPFUL.
3. THE SOLAR FARM ACTIVITY HAS BROUGHT ATTENTION TO PRIME
FARM LAND AREAS, WITH THAT SAID THE PLAN SHOULD WORK
THAT FEATURE INTO THE NARRATIVE.
4. THERE IS NO MENTION OF THE BUSINESS DISTRICT DESIGN
SPECIFICATION, WHICH WAS ADOPTED AS A TOWN POLICY ON
MAY 4, 2005. APPLICANTS AS APPROPRIATE ARE DIRECTED TO
ENSURE THAT THIS POLICY IS REFLECTED IN THEIR DESIGNS
WHEREVER POSSIBLE. A REVIEW OF THIS POLICY TO ENSURE
THAT IT IS STILL CURRENT AND RELEVANT SHOULD BE
PERFORMED.
5. ALL OF THE FIGURES THAT ARE INCLUDED AS 81/2 X,11 PAGES
CAN REMAIN FOR CONTINUITY AND CONVENIENCE TO THE
READER BUT THE FIGURES IN AS LARGER SIZE DRAWINGS
SHOULD BE CONTAINED IN AN ACCESSORY FOLDER FOR THOSE
REQUIRING MORE EASILY READ DETAILS.
6. CORTLANDVILLE HAS MANY SELLING POINTS ONE OF THE MOST
IMPORTANT BEING THE ABUNDANCE OF CLEAN WATER. PALL
TRINITY CONTINUES TO MAINTAIN ITS MANUFACTURING
PRESENCE IN CORTLANDVILLE EVEN THOUGH IT WAS TAKEN
OVER BY DANAHER CORPORATION DUE TO A LARGE EXTENT BY
THE ABUNDANCE OF CLEAN WATER. MANUFACTURERS OF
ELECTRONIC COMPONENTS SUCH A CHIPS SHOULD ALWAYS BE
MADE AWARE OF THE ABUNDANCE OF OUR CLEAN WATER AND
DEDICATED WORK FORCE.
7. SPECIFIC EXAMPLE OF BUSINESS DEVELOPMENT BEING CREATED
IN HARMONY WITH ENVIRONMENTAL CONCERNS CAN USE AS AN
EXAMPLE THE WAL-MART SUPER CENTER WHICH IS A 203,000
SQUARE FOOT BUILDING WITH 920 PARKING SPACES BUILT OVER
THE AQUIFER RECHARGE AREA. WITH STATE OF THE ART IN
GROUND FILTRATION SYSTEMS TREATING THE PARKING LOT
RUNOFF. WATER SAMPLING USING MONITORING WELLS HAS
SHOWN NO CONTAMINATION.

8. OVER THE YEARS THE IMPORTANCE OF STORMWATER
MANAGEMENT SYSTEMS IN TERMS OF THEIR DESIGN AND
MAINTENANCE HAS BEEN AN IMPORTANT PART OF THE PLANNING
BOARD'S REVIEW TOGETHER WITH THE CORTLAND COUNTY SOIL
AND WATER CONSERVATION DEPARTMENT. THERE HAS BEEN A
STRONG EFFORT BETWEEN THE CORTLANDVILLE TOWN BOARD
AND THE SOIL AND WATER DEPARTMENT TO ENSURE THAT
STORM -WATER MANAGEMENT SYSTEMS THAT WERE APPROVED
BY THE PLANNING BOARD WERE BEING PROPERLY MAINTAINED.
TO THAT END ON SITE VISITS BY SOIL AND WATER PERSONNEL
WERE MADE FOR A MAJORITY OF THE INSTALLATIONS. IT IS
IMPORTANT THAT THESE INSPECTIONS AND FOLLOW-UP IF
REPAIR IS REQUIRED BE CONTINUED. HIGH LIGHTING THIS
ACTIVITY IN THE PLAN'S NARRATIVE WILL BE HELPFUL IN KEEPING.
IT ALIVE.
9. AS APPROPRIATE CONNECT THE ACTIONS REQUIRED WITH THE
DEPARTMENTS RESPONSIBLE FOR COMPLETING THE WORK.
10. IN THE SUMMARY OF PUBLIC COMMENTS REDACT MY NAME AND
KATHY'S FROM ONE OF THE RESPONDENTS WHO WE OBVIOUSLY .
DID NOT IMPRESS.
11. PROVIDE AN ALPHABETICAL DETAILED INDEX FOR EASY ACCESS
TO SPECIFIC DETAILS WITHIN THE PLAN.
