December 20, 1995 PRESENT : Chairperson Horst Planning Board Members : William Farrell, Joel Gagnon, Mary Lou Hardesty, Ralph Wilbur, • Nancy Weitzel ABSENT : Arch Dotson (Excused) Others Present: Susan Beeners - Code Enforcement Officer Carol Sczepanski - Secretary Chairperson Horst called the meeting to order at 7 : 30 P .M. and announced that we have a short agenda for this evening. HUD Applications : Susan Beeners reported that copies of HUD Application forms are available at area locations and in the Clerk' s office for housing rehabilitation. assistance. There will be an article placed in the Danby Area News and the Ithaca Journal of the Town ' s application for a HUD Assistance Grant. There are many residents who may be eligible for assistance and urged Board members r to pass the information about the program to persons who may be interested in making application. Nature' s Song Retreat Center: Susan reported that Mary Boardman she has requested Mary Boardman to submit application for a Modification to the Special Permit for "Nature ' s Song Retreat Center" that was approved by the Planning Board and issued in June of 1994 . The Planning Board must hold a public hearing for the modification and a full application has not been received. Motion to set Public Hearing Date for " Nature' s Song Retreat Center" - Approved A motion was made by Joel Gagnon and seconded by Nancy Weitzel that. the Planning Board authorizes Chairperson Horst to set a public hearing date and time prior to the January 17, 1996 Planning Board Meeting to consider a Modification to the Special Permit for "Nature ' s Song Retreat Center" in the event that a complete application has been received on or before Thursday, January 4, 1996 . A vote on the motion resulted as follows : Carried Unanimously Proposed Subdivision - Walker A memo from Richard and Ruth Walker requesting the Planning Board approve the proposed subdivision of three (3 ) new lots of approximately four (4) acres each on a their property located on Coddington Road near the Town of Ithaca line. Attached to the memo is a plan that describes how the lots would be split off from the parcel where their house is located. . The proposed subdivision of the lots will leave the existing right-of-way of sixty (60 ) feet for their driveway and access to the remaining back lands. The Walkers ' also have requested that, in approving the subdivision, there be no restriction on possible future subdivision of the remaining lands . The Board reviewed the proposed subdivision plan and discussed potential problems related to 541 2 Planning Board Minutes December 20, 1995 further subdivision of the remaining lands. A major concern was the steep grades of the remaining lands and a problem of a place to build a future road (or a loop road) . The Board reviewed the tax map, neighboring properties and possible locations where a future access to the remaining land could be placed . i i Susan said that the property proposed to be subdivided is located in the Town of Danby with the exception of a culvert for the existing driveway. Chairperson Horst suggested that the Walker' s be asked to come to the Planning Board and discuss the proposal Planning Board Goals and Objectives for 1996 Susan reported that the Town has not received information on the status of a grant application that was submitted for a. Rural Planning Grant. She thinks that it would be appropriate for the Board to devote the first six (6) months of 1996 to economic development and developing interaction of the business community even if the grant is not awarded. If the Rural Planning Grant is awarded, the County will design a survey for area businesses to find out their needs. Part of the proposal is to seek permission from area business to be listed in a brochure. It is expected that the information would be complete and a brochure printed by July of 1996 . We could plan an informational meeting with the business community to explore ideas or offer ideas to plan for a business network for development. Ralph Wilbur said he thinks that the idea of interaction of the business community may be met with opposition. In the past it has not been a positive experience for the business community when they have approached the Planning Board or the Board of Zoning Appeals . Once a business is established you cannot allow neighbors to voice complaints that stops development and minor expansions. Chairperson Horst said the first step is to get the business community together in a meeting. There should be a planned agenda and a goal to present to the group . The Business Community should come to the Planning Board with some of their ideas and some of the things they would like to see in Danby. We need to prepare ourselves before they are invited to a meeting come so that we can ask very good intelligent questions. The first step is to develop a. directory. Mary Lou Hardesty suggested that as a start for a plan of action, we contact Mr. Marvin Fisher from the VanEtten Breakfast Club . The Van Etten Breakfast Club is very successful and gets a lot of favorable feedback. She is excited about developing a business directory. Chairperson Horst said that the Planning Board should consider setting set some time elements and goals for ourselves, and maybe address the idea of forming a committee. • NYSEG Proposed Pipeline: Ralph said that he has been hearing concerns from area residents about the preferred route for a Proposed NYSEG Pipeline. The route is proposed to be placed in an area that runs along Coddington Road . Many of the residents along the preferred route have developed a group opposing the preferred route and have asked our Town Board to consider writing a letter to area legislators is support of their opposition. No action was taken by the Town Board at their December Board Meeting. Community Council: Joel reported that Community Council is in the process of trying to access how they are going to continue their programs . Due to a cut in funding of the summer recreation program there has been a chain reaction because they counted on that money to pay the fee for rent. Questions about what kind of programs Community Council should be involved with, how is the community best sewed and what needs are being met are being discussed . Community Council 942 3 Planning Board Minutes December 20, 1995 is seeking a new location for theft programs. He said that maybe the Planning Board should be involved to explore alternatives for Community Council programs and location or to consider making space when the Town Hall is renovated . Nancy Weitzel suggested that Community Council have fund raising projects to raise additional funding or increasing tuition. She said that Community Council to her should have programs j for everyone such as senior citizens and the reading center. Draft Working List of Businesses and Community Services in Danby Susan distributed a draft working list of businesses and community services in Danby for the Board as a working list to review and revise, APPROVAL OF MINUTES : November 29, 1995 Public Hearing Minutes - Cove - Approved A motion was made by Joel Gagnon and seconded by Nancy Weitzel to approve the November 29, 1995 Public Hearing Minutes as published . A vote on the motion resulted as follows : Carried Unanimously Corrections to November 29, 1995 Meeting Minutes : 1 ) Resolution No . 13 , 1995 - Correct Tax Parcel No . 8 . 4 - 1 . 11 2) Page 4 - Nature ' s Song Retreat Center - Add Center to the end of first sentence. Approval of November 29, 1995 Planning Board Minutes A motion was made by Joel Gagnon and seconded by Nancy Weitzel to approve the November 29, 1995 Planning Board Minutes as corrected .
