November 8, 1995 • PRESENT: Supervisor Mary Oltz Councilpersons : Roger Hile, Rosa Lee Johnson, Joseph Schwartz, Howard Steiner Others Present: Carol Sczepanski - Town Clerk Susan Beeners - Code Enforcement Officer William Hall - Highway Superintendent Joe Rorick - Student Supervisor Oltz declared the public hearing open at 7 : 15 P. M. and read the following ` Notice of Publication. " "NOTICE IS HEREBY GIVEN that the Preliminary Budget for the Fiscal Year 1996 has been completed and filed in the office of the Town Clerk at 1830 DANBY Road, town of DANBY, Ithaca, New York, where it is available for inspection during office hours. FURTHER NOTICE IS HEREBY GIVEN, that the town board of the Town of DANBY will meet and review the said Preliminary Budget and hold a Public Hearing thereon at the Town Hall on Wednesday the 8th day of November 1995 at 7 : 15 P. M. Citizens attending the hearing have the right to provide written and/or oral comments and ask questions concerning the entire budget pursuant to Section 108 of the Town Law. The proposed salaries of the following Town Officials are hereby specified as follows : Supervisor $ 10,300 Town Clerk/Tax Collector $ 12,380 Highway Superintendent $30,900 Town Justices (2) (each) $ 4, 137 Town Councilpersons (4) (each) $ 1 , 687 By Order of the Town Board Carol W. Sczepanski, Town Clerk Dated: October 30, 1995 Published November 1 , 1995 " Susan Beeners asked if the Town receives a Grant for rural planning from the County, if the • minor costs related to the Town' s share were included in the proposed budget. Supervisor Oltz responded that it is not a separate specified account but is included in the budget. Highway Superintendent, William Hall reported that he would like Account No. A5132. 4 increased as this account is used to cover expenses and maintenance at the Highway Barns located on Bald Hill Road and the Highway Barns on Hornbrook Road. He suggested that account no A5132. 4 be increased from $22,660 to $24,660 and DA5130. 4 be reduced from $ 17,000 to $ 15,000. This change would not increase the total budget. The Board adjusted the Highway Fund Accounts as suggested by the Highway Superintendent. There is no change in the in the Total Appropriations and Other Uses for General and Highway funds . 492 2 Public Heating Minutes Preliminary Budget 1996 November 8, 1995 Supervisor Oltz reported that salaries were increased by three (3 ) per cent for all salaries including the Highway personnel. The total tax increase in the 1996 Preliminary Budget for General, Highway and Fire Tax is at 1 . 04%. Councilperson Steiner asked the status of the Town funds. Supervisor Oltz reported that the Town established a Capitol Fund of $ 100,000 last year. The Capitol Fund has earned interest on the $75 ,000 of the fund that was invested. The remaining $25 ,000 was placed in an account to be used if necessary. If there are remaining funds after appropriations in 1995 she would like to see the Town place $40,000 into the Capitol Reserve Fund for the Town Hall Building Project and $25 ,000 to establish a Machinery and Equipment She said she thinks that the Town should put aside funds each year to be applied toward the purchase of equipment.
