Mr. Ochs, The cycle takes about 1 and ,� hours, further explained briefly by Technical Specialist, Mr. Csonka, The water based chemical preserves the wood, bonded to the o6lpd~fibre. Water is self contained, tested periodically, 6 months to a year. Mr. -Haight, Are your Engineer's, Certified N.Y.State Professional Engineer's ? r The answer was No, but that it so far, had not been a problem. Mr. '..,: Roberts, From the Cortland Water Department, stated that most of his knowledge concerning this project had been by phone, however Sanitary Engineer James Feuss of the County Health Department felt,the plans showed they were adequate as regards handling and storage. Members present were Ronald Gauthier, Chairman Jon Haight David Plew also present, Zoning Officer Don Fowler Karl Ochs David Schmid Donald Keith and Geza Csonka, Technical Specialist Mr. Roberts from the Cortland Water Department Following a public hearing held in regard to Bestway Enterprises request for a special permit, Mr. Gauthier asked the members present if they were prepared to make any decision after having reviewed the recommendations of the County Planning Board, the Cortlandville Plan- ning Board subject to all conditions from both Boards and a further clarification letter from Kenneth Teeter from the County Health Depart- ment. Copies of letters from Cortlandville Planning Board and from Mr. Teeter will be made a part of these minutes. THEREFORE on motion of David Plew, seconded by Jon Haight a special permit is approved subject to conditions as shown in attached letters. This motion was unanimous and becomes Resolution # 6-83. It appears that the proposed design is geared towards preventing any negative environ- mental impact; however, there are several items that we feel should be addressed in greater detail. Therefore, this approval is given subject to the following conditions: 1. The 1" curbing f -or the:drip area seems sufficient but in the event of a spill at the -truck discharge point, it seems that a 1" curb is inadequate. The transfer area is typically the greatest risk point and any substantial spill.must be con- tained. Please provide additional details as to how this type of incident will be handled. 2.
