REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Ed Neuhauser at 7:30 p.m. APPROVAL OF MINUTES – 21 APRIL 2016 A motion was made by Member Barbara Clark to approve the Minutes of the 21 April 2016 Planning Board meeting, as submitted. The motion was seconded by Member Maloney Hahn, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Maloney Hahn Member Wyllie Member Brockway Motion carried. This becomes Action #16 of 2016. OLD BUSINESS – NONE NEW BUSINESS James Talerico, Applicant/Reputed Owner – Locke Road – TM #15.-1-27.2 – Minor Subdivision Chairman Ed Neuhauser recognized Brian Jackson, representing Mr. Talerico who was seeking approval to subdivide a .09±-acre parcel from the subject 70±-acre parcel, as shown on the materials accompanying the application. It is noted that there is an existing garage on the small parcel. The Board felt the application/explanation was very clear and no further questions were needed. (T) Groton Planning Board Minutes of Regular Meeting 19 May 2016 Page 2 of 3 A motion was then made by Member Maloney Hahn that the Town of Groton Planning Board declares itself Lead Agency under SEQRA for the proposed Minor Subdivision. The motion was seconded by Member Leon Brockway, Jr., with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Maloney Hahn Member Wyllie Member Brockway Motion carried. This becomes Action #17 of 2016. Chair Neuhauser then read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Mark Baxendell that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Monica Carey, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Maloney Hahn Member Wyllie Member Brockway Motion carried. This becomes Action #18 of 2016. With no further discussion, a motion was then made by Member Carey to waive the Public Hearing and approve the Minor Subdivision as requested. The motion was seconded by Member Baxendell, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Maloney Hahn Member Wyllie Member Brockway Motion carried. This becomes Action #19 of 2016. John H. Brockway, Applicant/James Talerico, Reputed Owner – 445 Locke Road – TM #15.-1-29 – Boundary Line Change Chairman Ed Neuhauser recognized Brian Jackson, representing Mr. Brockway who was seeking approval to consolidate the previously subdivided .09±-acre parcel (a portion of TM #15.-1-27.2) with his parcel, TM #15.-1-29, as shown on the materials accompanying the application. The Board felt the application/explanation was very clear and no further questions were needed. (T) Groton Planning Board Minutes of Regular Meeting 19 May 2016 Page 3 of 3 A motion was then made by Member Brockway to approve the Boundary Line Change, as requested, with the .09± parcel subdivided from TM #15.-1-27.2 to be consolidated with TM #15.- 1-29. The motion was seconded by Member Clark, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Maloney Hahn Member Wyllie Member Brockway Motion carried. This becomes Action #20 of 2016. OTHER BUSINESS Chairman Neuhauser commented that the Board’s work on the Code revisions will resume next month and, as of this meeting, there were no new training opportunities announced. ADJOURNMENT At 7:45 p.m., a motion was made by Member Clark to adjourn the meeting. The motion was seconded by Member Maloney Hahn, with all members present voting in favor. Joan E.
