SPECIAL TOWN BOARD MEETING - HIGHWAY NEGOTIATIONS
TUESDAY, SEPTEMBER 28, 1999 AT 3:00 P.M.
Those Present: Teresa M. Robinson, Supervisor
Ellard L. Sovocool, Councilman
Donald F. Scheffler, Councilman
Daniel J. Carey, Councilman
Absent: Donald M. Palmer, Councilman
Also Present: Liz Brennan, Bookkeeper
Richard Neville, Highway Department
Joseph Graham, Highway Department
Purpose of meeting was to schedule Junk Yard Hearing date and Highway
Negotiations for the year 2000 budget.
Board members discussed Junk Yard Application from Martin Ottenschot and
decided to set hearing for same.
Moved
by Councilman Sovocool, seconded by Councilman Scheffler to schedule
Ottenschot Junk Yard Application Hearing on Monday, October 18, 1999 at 7:30
P.M. in the Town Hall, 101 Conger Boulevard, Groton, NY.
Ayes - Sovocool, Scheffler, Carey, Robinson.
Rick Neville, spokesman for the Highway Employees, requested the following for
the year 2000:
Receiving Now New Request
1. $.15 per hour for tools $.50 per hour for tools
for mechanic
2. $.45 per hour across the board
3. $.15 per hour incentive $.25 per hour incentive
4. Vacation:
1 Year - 1 Week 1 Year - 1 Week
2 Years - 2 Weeks 2 Years - 2 Weeks
10 Years - 3 Weeks 10 Years - 3 Weeks
20 Years - 4 Weeks 15 Years - 4 Weeks
20 Years - 5 Weeks

After negotiations, the final Board offer was:
1. $.30 per hour for tools for mechanic
2. $.40 per hour across the board
3. Incentive remains as is
4. Vacation remains as is
This offer was accepted by the Highway Employees.
There being no further business, Councilman Carey moved to adjourn, seconded
by Councilman Sovocool, at 4:30 P.M. Unanimous.
