TOWN BOARD MEETING
BUDGET 1995
Working Session 6 : 00 P . M . October 17 , 1994

The following items were discussed :
1 ) Health Insurance for Town Employees : Supervisor Oltz
presented estimates for providing health insurance coverage to
Town employees .
It was suggested by members of the Board present to seek other
e stimates for insurance coverage .
2 ) Preliminary Budget Hearing - to be scheduled for November 9 ,
1995 , 7 : 00 p . m .
P ublic Hearing date will be set at the Town Board Meeting .
3 ) Creation of a Capitol fund to be used for renovations and
repairs of Town Hall building to comply with the American
Disabilities Act . The Capitol fund will not increase our
budget as there is money invested for a building fund .
A Resolution for the creation of a Capitol Fund will be drafted for
t he November 1995 Board Meeting .
4 ) CSEA Contract Negotiations Update - Highway Department has
requested $ . 50 per hour increase per year for a three year
contract and New York State Disability Insurance coverage ,
Columbus Day as a paid holiday and an increase of $ 100 per
year for clothing allowance .
A four per cent ( 4 % ) increase for one ( 1 ) year was approved by the
B oard for the 1995 Budget . Supervisor Oltz will look into the cost
o f disability insurance coverage for Highway Department personnel .
. An increase in the clothing allowance and an additional holiday was
n ot approved .
H ighway Fund Tentative Budget - 1995
General Repairs :
The following adjustments were made to the Tentative Budget :
DA5110 . 100 - increased from 1994 represents adjustment for vacation
pay paid in 1995 .
E quipment :
DA5130 . 200 - $ 112 , 000 to be reduced to - 0 - as purchase of equipment
is bonded .
Proposed 1995 Budget - General Fund
P ersonal Service Accounts :
P roposed personal service accounts - 4 % increase over 1994
budgeted amounts have been applied to all positions .

Culture & Recreation :
County Youth Program Funds in the amount of $ 2 , 500 for the Town of
Danby share for the creation of a County Youth Commission were
approved for 1995 and 1996 in September 1994 . The cost to Danby of
$ 2 , 500 per year was based on the participation of all
municipalities in Tompkins County and funds from Tompkins County .
The Board discussed whether the town would participate in the
program if there is an increase requested due to shortfalls in the
funding for the commission . The amount of $ 2 , 500 is not included
in the Tentative 1995 Budget .
