Roberts , Joel Gagnon S upervisor Oltz called the meeting to order at 8 : 00 P . M . and led all present to the Pledge of Alegiance to the American flag . P rivilege of The Floor : Supervisor Oltz reoprted that the cleaning and repair of the Civil War Monument will begin on September 17 , 1994 . Correction to August 9 , 1994 Town Board Minutes Councilperson Steiner requested a correction - Resolution No . 49 of 1994 - Councilperson Johnson abstained from the vote . Approval of August 9 , 1994 Town Board Minutes A motion was made by Councilprson Steiner and seconded by . Councilperson Schwartz to approve the August 9 , 1994 Town Board Minutes as corrected . Carried Unanimously County Representative Report : County Representative Proto reported on the following : Hillview Road Cleanup - Solid Waste Department will dispatch a crew to the area to clean up along the roadway . Water Quality Steering Committee - have completed a proposed draft for preserving water quality in Tompkins County and it is very restrictive particularly in rural farming communities . Persons wishing to review the draft should contact Kevin Koffman at Bolton Point . Revised Sanitary Code - A Public Hearing has not been held and the ® County is still operating on the original regulations . The issue of open burning has not been addressed . Solid Waste Disposal - A local law regulating the disposal of solid waste was passed by the County Board . A proposal for the annual solid waste fee to be added to the County tax bill has not been approved . E911 Task Force - has been disolved and an oversight committee has been formed . He would like to see representation on the committee from Danby or Caroline . Federal Emergency Program ( FEMA ) - has submitted an estimated amount of $ 100 , 000 for Caroline and Danby to FEMA to reserve funds for damage caused by the unusual summer rain storms . Tompkins County 1995 Budget - Preliminary Review of the County 1995 Budget is in process . 363 2 Town Board Minutes September 12 , 1994 W est Danby Fire Department Dedication - Saturday , September 24 , 1994 at 11 : 00 a . m . A chicken barbecue will follow the dedication . P RIVILEGE OF THE FLOOR : J ohn Van De Mark - 411 Comfort Road - The Comfort Bridge Road has been closed for three years and has caused increased traffic and deteriation to surrounding roads . Why is more money not being spent to take care of our roads ? Old Town Village Residents : • S haron Ozmun - 100 Olde Towne Road - reported on the Old Town Village Residents Meeting with concerns about the condition of t heir roads . She read a letter to the Board from the residents of Old Town Village and requested that the Town to respond to their concerns . A copy of the letter was submitted to Supervisor Oltz . S upervisor Oltz reported that the Town Highway Department is working on Old Town Village roads at this time and read a portion o f the Highway Report to the Board and residents . Councilperson Bile reported that road surfacing is dependent upon weather conditions . P am Solomon , Lorene Jump , Beth Jump , Alice Churchill , and an u nidentified resident addressed the Board with concerns that the ✓ epairs and grading on their roads are deteriorating . Surfacing was not completed in July and conditions on their roads are unsafe for children to ride bikes , skateboards , etc . D iscussion followed : Supervisor Oltz reported that the Board is listening to the concerns of residents in Old Town Village . Funds to complete the surfacing of their roads do exist and weather permitting will be surfaced this week . The Board will consult with the Highway S uperintendent . Councilperson Bile reported that the drainage work on Old Town ✓ illage Roads is in and the base completed . The roads are ready to be surfaced . M . Roberts reported that the Senior Citizens have resumed monthly luncheon ( dish - to - pass ) meetings and are planning their • fall schedule of activities . P lanning Board Report ✓ ice Chairperson Nancy Weitzel reported that the Planning Board h eld two ( 2 ) public hearings in August 1994 . The Board approved of t he Seeley Subdivision and the Site Plan for Hil _lview Terrace Mobile Home Park Expansion . S olid Waste Advisory Committee : J oel Gagnon reported that the October County " garage sale " will not happen . It is possible that a garage sale may be planned for May 1995 . N EW BUSINESS : October 5 , 1994 Agenda Meeting S upervisor Oltz requested that the October 5 , 1994 Agenda Meeting be scheduled for 7 : 00 P . M . to allow the Board to review the Tentative Budget for 1995 . 363 3 Town Board Minutes September 12 , 1994 No Board Member objected . RESOLUTION NO . 51 OF 1994 AUTHORIZATION FOR TOWN SUPERVISOR TO OBTAIN PROFESSIONAL ENGINEERING SERVICES FOR SITE EVALUATION OF TOWN HALL SITE By Councilperson Schwartz : Seconded by Councilperson Hile WHEREAS , the Town Hall Facility Committee and the consulting architect , Peter Demjanec , are in the process of completing a report to the Town Board on the alternatives for Town Hall facility improvements , and WHEREAS , the Chairperson of the Facility Committee has recommended to the Town Board that professional engineering services may be desirable in the near future for certain preliminary water supply and sewage treatment investigation , now therefore , be it RESOLVED , that the Town of Danby town Board authorizes the Town Supervisor to obtain professional engineering services for the following scope of work : Site evaluation for water supply and sewage treatment for the possible Town Hall addition / renovation , information and cost estimates for water supply and sewage treatment systems , to accompany pending schematic architectural and site plans , prior to capital project establishment . Available information includes deep hole examination and shallow hole percolation tests examined by the Tompkins County Department of Health , site plan / survey ( not topographical ) , and preliminary schematic architectural / site plans ; and be it further RESOLVED , that the fee for such services shall not exceed $ 2 , 000 . 00 without further Town Board approval . A roll call vote on the resolution resulted as follows : H ile Aye J ohnson Aye S chwartz Aye Steiner Aye O ltz Aye Carried Unanimously RESOLUTION NO . 52 OF 1994 MODIFICATION OF BUDGET TO PROVIDE FUNDS TO PAY ARCHITECTURAL FEES AND EXPENSES ® By Supervisor Oltz : Seconded by Councilperson Johnson WHEREAS , an agreement was executed between the Architect , Demjanec & Associates and the Town of Danby for the schematic design of the Danby Town Hall , and WHEREAS , a voucher has been received for compensation and expenses for August and has been presented for payment , now therefore be it RESOLVED , that $ 1 , 626 . 91 be transferred from the Contingency Fund Account A1990 . 4 , increasing Appropriation Account A8010 . 4 by a like amount to pay the above costs .
