Dear Mr. Williams,
The Cortland County Soil and Water Conservation District (SWCD) is sponsoring an Erosion and
Sediment Control (E&SC) class on February 16, 2021 from 8:OOam to 12:30pm. This workshop will
be conducted virtually via Zoom.
Any construction project that involves soil disturbance greater than one acre must obtain coverage
under the State Pollutant Discharge Elimination System (SPDES) General Permit for Stormwater
Discharges from a Construction Activity. Under the current SPDES General Permit, contractors and
construction inspectors are required to complete a four hour E&SC training class endorsed by the
New York State Department of Conservation (DEC) every three years.
This session will be an opportunity to review and perhaps learn more about erosion and sediment
control measures your town may be able to utilize during construction activities such as road and
ditch construction or maintenance. Your highway department may already be aware of the need for
this training. Please feel free to invite town highway personnel, board members your municipality's
Code Enforcement Officer as well. The E&SC Class is acceptable as Professional Development
Elective Credits for Code Officers.

Erosion, Sediment Control and Stormwater Training
February 16, 2021 @ 8:00 AM —12:30 PM
Under the NYS Department of Environmental Conservation's SPDES Stormwater Permit, when
more than 1 acre of ground is disturbed, construction site contractors and subcontractors must
have at least one trained individual from their company on their construction sites on a daily
basis that is responsible for implementation of Erosion Controls and Stormwater Management.
This individual must complete this 4 hour training every three years to remain certified on the
principles and practices of erosion and sediment control and stormwater management. This
training covers both technical and regulatory aspects of stormwater management and erosion
control and is open to anyone including municipal officials, developers, contractors, non-profit
organizations, and others.
With this presentation the NYSDOS is allowing four (4) Professional Development Elective (PDE)
hours for municipal officials who attend this training.
Contact the NYSDOS for further information to appropriately log your PDEs.

Each student must have a camera on their computer, $75 per person (see below)
tablet or phone and video steaming capabilities.
To register: Complete the attached forms. You must return one DEC form per person plus one
Cortland County SWCD form per pavment. We will contact you by email to confirm your registration
within one week of receiving your registration materials. The meeting Zoom link will be provided by
email. Contact us if you do not hear from us. Payment must be received before the workshop date.

No attendee substitutions are allowed without prior approval. Refunds will not be provided unless
the attendee contacts the District within 24 hours in advance of the course.
Any attendees who will be late are required to contact the SWCD prior to the start of the course. Any
attendee logging on later than 15 minutes after the start of the course without contacting the SWCD
will need to speak with the instructor. The decision to issue the certification is at the sole discretion of
the instructor(s).
Screen shots of the attendees will be conducted at the beginning of the course, before and after
breaks, and at the conclusion of the course.

A Stormwater Trainee (SWT) identification (ID) number will be assigned to each person that
completes the NYSDEC 4 -hour training in the principles and practices of erosion and
sediment control (ESC) to satisfy the State Pollution Discharge Elimination System (SPDES)
Construction Activity General Permit #GP -0-15-002. Each trainee that wishes to obtain a
wallet card with the SWT ID must provide the contact information requested below,
including his/her home mailing address. The trainee must be prepared to show his/her NYS
Driver License (or non -driver photo ID with proof of address) on the day of training to
verify that the information below is correct. NYSDEC recommends that this form be
completed as a PDF form on computer (or hand-written in blue or black ink) and sent to the
training sponsor by the pre -registration deadline (in advance of the training) either by
email or through the mail.
