PLANNING BOARD MINUTES
S pecial Meeting 7 : 00 P . M . October 28 , 1993

Chairperson Weitzel called the Special Meeting of the Planning
B oard to order at 7 : 03 P . M .
Chairperson Weitzel reported that this special meeting is to
d etermine the next step in the review of " General Site Plan
P roposed Hillview Terrace Subdivision and Mobile Home Park
E xpansion " .
Ric Dietrich reported that the neighborhood group held a meeting on
Monday , October 25 , 1993 . The main concern that was discussed at
that meeting was how further development in the neighborhood could
e ffect their water . They have questions related to the aquifer ,
was it small or positive water , how do they get recharged , etc .
Mike Walter from Agriculture Engineering at Cornell University is
going to advise the neighborhood group on what the soil types are ,
what the water looks like sub surface , what the recharge rates
might be , if there are different recharge rates different times of
t he year , and how systems get impacted . Ric said he thinks this
information will answer questions people have about how water
systems are connected .
E loise asked if this report from Mr . Walter will be after the
individual well data has been collected . The neighbors were going
t o submit a report on their individual water supply and the history
o f their wells .
J oel said that the Planning Board asked the residents to compile
all the information on the adequacy of existing water supply . That
information should include - - when the well was drilled , how deep
it is , what the yield was when it was drilled and what is the yield
n ow . The information is necessary to determine how bad is the
problem if there is a problem , or how good is the supply based on
t he information available .
K en Horst asked if the background on Mr . Walter was in the area of
g eological expertise .
Ric said that the well data will be gathered , subsequent
information will be added , and should be available by the November
17 , 1993 meeting . Some of the residents have information on their
w ells . He reported that out of ten ( 10 ) residences , eight ( 8 ) of
t hem have dug wells in the thirty ( 30 ) foot depth range . One
✓ esident has data on three ( 3 ) wells .
D on asked Rick if he was correct in understanding that eight ( 8 ) of
t he ten ( 10 ) wells with water problems were dug wells .
Ric said he was not sure but his own was a drilled well and he had
t o watch his water usage during certain seasons and thinks that
increased water usage at the park will effect the neighborhood
supply .

D on asked what bearing his problem at this time had to do with the
H ardesty proposal .
S usan said we must have some kind of reasonable predictions on
N ovember 17th without trying to stall the review . It may not be
it
appropriate to wait until each neighbor has the condition of their
well totally analyzed . Based on the available data , we need to
know if there are specific problems that are individual or perhaps
linked with what might happen at the park . The Planning Board
needs to consider whether draw down tests should be done now or
should the property be rezoned and have the site plan approved with
t hat as a condition . After draw down tests are done on neighboring
wells the exact condition of those neighbors wells should be known
so that there are not claims against the park or the Town in the
future .
Mary Lou said her biggest concern is she doesn ' t want to see this
h eld up waiting for answers coming back . Brayton Foster has
supplied good information and she thinks we should be able to
proceed with what we have .
J oel said we should move as expeditiously as possible .
Chairperson Weitzel said that before the next meeting the Planning
B oard needs to look over Residential Tenant Registration , Rules &
Rental Agreement .
Susan said to look particularly at the Part II attachment - - Impact
on water section and page 5 .
A copy of the Draft SEQR Part II will be available for the
neighborhood group to review .
