Schwartz ABSENT : Councilpersons : R . Rile , G . Miller ( excused ) Others Present : Town Clerk - Carol Sczepanski Code Enforcement Officer - Susan Beeners Planning Board Chair - Nancy Weitzel Members of the Public : Carl Seamon , Joel Gagnon , Jeff Stimpson PLEDGE OF ALLEGIANCE : The meeting was called to order by Supervisor Oltz at 8 : 04 P . M . and led all present to the Pledge of Allegiance to the American flag . APPROVAL OF MINUTES - SEPTEMBER 13 , 1993 A motion was made by Councilperson Marisa and seconded by Councilperson Schwartz to approve the September 13 , 1993 Town Board Minutes as published . A roll call vote on the resolution resulted as follows : Marisa Aye Schwartz Aye Oltz Aye Carried Unanimously PRIVILEGE OF THE FLOOR : Councilperson Marisa thanked Supervisor Oltz for the budget material and said that the reports that are generated by our new bookkeeping system are on line . Carol Sczepanski reported that Senator John ( Randy ) Kuhl will hold a public meeting on. November 1 , 1993 at 1 : 00 P . M . at the Town Hall . County Representative Report : Supervisor Oltz reported that Representative Proto was unable to attend tonight . Members of the Public : Joel Gagnon reported that the Republican and Democratic Parties will host a joint " Meet the Candidates " night on October 28 , 1993 7 : 30 P . M . - Danby Fire Hall on 96B . Carl Seamon - reported that he would like to clarify a rumor that he made a statement at the Democratic Committee Meeting stating that he was the only one at the Town Highway Department that could operate the equipment . The statement was " I am the only worker that can operate everything " . He said the word got twisted around and he would like to apologize to the Town Board and especially to his fellow workers if he said that . COMMUNICATIONS : 1 ) Tentative Budget for Fiscal Year 1994 - received on 9 / 30 / 93 Other Reports : 1 ) Community Council Report - September 1993 from Judy Tagliavento 2 ) Highway Report - September 1993 from Bill Hall 3 ) Zoning Report - September 1993 - from Susan Beeners 4 ) Dog Control Report - September 1993 - Lorraine Bard. 249 2 Town Board Minutes October 11 , 1993 Code Enforcement Officer - Report S usan reported that she is very busy with fall building . A lot of her time is spent on one ( 1 ) lot subdivisions . As she has previously mentioned , the one ( 1 ) lot subdivision approval process might need to be made easier . Planning Board N ancy Weitzel reported that on September 22 , 1993 the Planning B oard held a public information hearing on the Hardesty Proposal t hat was well attended . The Planning Board will make a recommendation for representative to the Tompkins County Planning B oard at their next meeting . S olid Waste Advisory Committee J oel Gagnon reported that SWAC met on September 13 , 1993 . The committee discussed tipping fees for the County . Councilperson Schwartz asked if the committee discussed ways to cut t he Solid Waste Department costs or ways to cut the size of staff . H e suggested reducing some of the routes of recycling trucks and keeping the drop off centers . Joel said that one of the alternatives to cut costs was to close some of the recycling pick - up centers . D iscussion followed on how well used the Town of Danby drop off center is . NEW BUSINESS : Tentative Budget - Fiscal Year 1994 S upervisor Oltz reported that the Tentative Budget for Fiscal Year 1994 has been filed with the Town Clerk . The Town Board will hold work sessions to work on the budget on October 20 , 27 , and N ovember 3 , 1993 at 7 : 00 P . M . , Town Hall , 1830 Danby Road , Ithaca , N ew York . N ew York State Cable Commission Workshop Supervisor Oltz reported that she will attend the New York State Cable Commission Workshop on October 14 , 1993 at Cornell Cooperative Extension . She encouraged other Board Members to attend . RESOLUTION NO . 41 OF 1993 AWARD OF BID - 1967 CATERPILLAR 950 DIESEL POWERED WHEEL LOADER B y Councilperson Schwartz : Seconded by Councilperson Marisa WHEREAS , the Town of Danby advertized and received " Sealed Bids " for the sale of one ( 1 ) 1967 Caterpillar 950 Diesel Powered Wheel L oader with three ( 3 ) cubic Yard bucket , Serial No . 90A2568 , and WHEREAS , all " Sealed Bids " received were publicly opened and reviewed by the Town of Danby Town Board on Wednesday , October 6 , 1993 at 7 : 30 P . M . , 1830 Danby Road , Ithaca , New York , and WHEREAS , R . B . Robinson Contracting , Inc . submitted the highest bid for the wheel loader , now be it RESOLVED , that the Town of Danby Town Board award the bid for one ( 1 ) 1967 Caterpillar 950 Diesel Powered Wheel Loader with three ( 3 ) cubic yard bucket , Serial No . 90A2568 , to R . B . Robinson Contracting , Inc . , P . O . Box 121 , Candor New York for their bid of Sixteen thousand eight hundred ( $ 16 , 800 . 00 ) dollars . A roll call vote on the resolution resulted as follows : Marisa Aye O ltz Aye S chwartz Aye Councilpersons Hile , Miller absent Carried Unanimously ...ILi J 3 Town Board Minutes October 11 , 1993 RESOLUTION NO . 42 OF 1993 RESOLUTION FOR PUBLIC HEARING - TOWN OF DANBY - CONTEL d / b / a GTE NEW YORK TELECOMMUNICATION SERVICES FRANCHISE WHEREAS , a majority of the members of the Town of Danby Town Board being present and said meeting having been duly called and application having been made by Contel of New York , Inc . , d / b / a GTE N ew York , for a telecommunication services franchise for said Town ; n ow therefore be it RESOLVED , that the Town of Danby Town Board will hold a public h earing at the Town Hall , 1830 Danby Road on the 8th day of N ovember 1993 at 7 : 45 p . m . , on the proposition that the Town of D anby grant to Contel of New York , Inc . , d / b / a / GTE New York , its successors and assigns , the right and privilege to use the streets , h ighways , and public places of the Town of Danby for the erection and maintenance of poles , cables and other fixtures and appurtenances for the transmission and distribution of t elecommunication services upon such terms and conditions as may be deemed proper and as may be permitted by law ; and that due notice o f said public hearing shall be given by publication thereof in the Ithaca Journal , the official newspaper of the Town at least ten d ays before said meeting . A roll call vote on the resolution resulted as follows : Marisa Aye Schwartz Aye Oltz Aye Councilpersons Hile , Miller absent Carried Unanimously RESOLUTION NO . 43 OF 1993 APPOINTMENTS - DANBY SCHOOL STUDY COMMITTEE B y Supervisor Oltz : Seconded by Councilperson Marisa WHEREAS , the Ithaca City School District is in the process of creating a committee to help determine the best use of the old D anby school building , and WHEREAS , the school district asked the Town of Danby Town Board to appoint two ( 2 ) representatives from the Town to serve on the committee ; now be it RESOLVED , that the Town of Danby appoint Barbara Fox and Susan Aigen as representatives to serve on the Danby School Study Committee . A roll call vote on the resolution resulted as follows : Marisa Aye Schwartz Aye Oltz Aye Councilpersons : Hile , Miller absent Carried Unanimously O ther Business : Tompkins County Snow Removal Contract Councilperson Schwartz reported the Town of Danby enters in to an agreement with Tompkins County for snow removal on County roads . The Town Board asked our Highway Superintendent to do a cost analysis to determine if the reimbursement amount was sufficient to cover our costs . A roll call vote on the resolution resulted as follows : Marisa Aye Schwartz Aye Oltz Aye Carried Unanimously Miscellaneous : Town Hall Wardrobe Cabinet Supervisor Oltz reported that Susan Hautala , our Town Historian , wants the Town to keep the Wardrobe Cabinet and funds have been donated to have it professionally restored . The Historian would like it to be used for the display of Town Archives and other items related to the history of Danby . ADJOURNMENT : On a motion the Town Board Meeting adjourned at 8 : 55 P .
