HomeMy WebLinkAbout2012-03-08 • TB 3-8- 12 TOWN OF DRYDEN TOWN BOARD MEETING March 8, 2012 Present: Supervisor Mary Ann Sumner, Cl Stephen Stelick, Cl Joseph Solomon , Cl Jason Leifer, Cl Linda Lavine Elected Officials: Bambi L. Avery , Town Clerk Other Town Staff: Dan Kwasnowski , Director of Planning Mahlon Perkins , Town Attorney Supv Sumner opened the meeting at 7 : 30 p. m . The agenda order was changed and Supv Sumner said that Atty Perkins would be arriving at 8 : 00 p . m . to be available for an executive session . Supv Sumner shared the rules and procedures used by the Town of Ulysses for board meetings . She asked the board to review this and be prepared to discuss adopting some rules and procedures for Town of Dryden board meetings . TCCOG Shared Services Grant - TCCOG wants to apply for a grant for exploring the feasibility of shared highway services . The deadline is coming up and they want member municipalities to pass resolutions of support of the application . Jack Bush told Supv Sumner that from conversation with other superintendents this would further alienate them from TCCOG . Supv Sumner said she is okay with participating or not participating, and asked the board to think about it. The study will evaluate county and local systems and identify areas where intermunicipal cooperation , shared services , or redistribution of responsibilities could result in a more efficient system of providing quality highway services at a lower cost for repair and maintenance of existing roads . She said the Highway Superintendents already do this to a certain extent . A 10% match will be allocated among the participating municipalities. This will be on the agenda next week and she will get something more explicit for next week. Cl Leifer provided board members with a draft resolution for towns expressing an interest in forming a consortium to negotiate with Time Warner for renewals of franchise agreements . He said if there is enough interest they will move toward re-forming the intermunicipal cable commission . This will be on the agenda next week . Maternity Leave Policy - The Personnel Committee will have a proposed resolution next week. They looked at neighboring municipalities and came up with a blend . Some municipalities have nothing for maternity . Our short term disability pays $300 after a one week waiting period . Their proposal is to pay the full salary amount during the waiting week. Disability insurance benefits can be supplemented with accumulated vacation and personal time . The employee would continue to accrue vacation and sick time while on maternity leave . Cl Stelick said this is a middle of the road approach. Supv Sumner said she is pretty happy with that recommendation . Continuing to accrue benefit time is a good idea. Cl Stelick noted there is no additional expense to the town . Next week 's agenda includes hearings on the two unsafe structures. Supv Sumner said the board does not have to take action . She added that when this was done in the past, the board worked with the people involved based on their reasons and plans. In the case where no one responded, the building was demolished . Page 1of4 11.1 34- t2 • The board has information with respect to a dog enumeration and the supervisor will ask for authorization to sign the contracts next week. Cl Stelick asked about the status of the CEAs . D Kwasnowski said the Conservation Board will be discussing it this month . He will provide a written procedure of what he thinks should be done . It will likely be ready for discussion at the April meeting. Cl Lavine asked about the status of road ordinances . Supv Sumner said Delta did a training here a few weeks ago. The next step is to modify the road use template to our particular needs . There was some discussion about this and the board agreed to put the model law on the website for the public to view. Only new projects will be affected . Existing businesses are already in the background level of road use calculations . Supv Sumner asked about progress on the aquifer protection law. 0 Kwasnowski said he now has the map . He said the report has to be published by USGS . Now that he has the map , he can begin working on the law . They have a good template . Supv Sumner said Bolton Point 's new bargaining unit and the commission have approved a contract. Each municipality must now also approve it. She will forward it to personnel committee for review and it will be on the agenda for next week. The State Comptroller's office has scheduled a limited audit, and will be meeting with the Supervisor on. March 15 . Supv Sumner said a public comment session is not required . B Schickel said there doesn 't seem to be any formal process for other boards and commissions. Supv Sumner said we have tried to open comment period over the past few years , but she is beginning to realize we need to streamline those expectations . B Schickel said it seems that the smaller the meeting, the greater the opportunity that ought to be provided for public input . Supv Sumner said she understands the logic , but it takes up a lot of meeting time and perhaps we should create other opportunities for comment . B Schickel said it seems there should be an opportunity for the public to speak. Supv Sumner said it is up to the advisory boards . B Schickel asked whether Supv Sumner had looked at the County 's road use agreement. Supv Sumner said she has reviewed it. She wouldn't have written it that way, and doesn 't like that approach . With respect to the budget, B Schickel asked whether the budget modifications are tracked if there is a way to see the budget versus the actual . Supv Sumner said there is. You can always compare the adopted budget with the modified budget. Cl Stelick moved to go into executive session at 8 : 30 to discuss the employment history of a particular individual and litigation strategy , and asked the clerk and attorney to stay. The motion was seconded and carried . No action was taken and the board moved to regular • session at 9 : 42 p . m .
