September 15 , 1993 PRESENT : Chairperson Weitzel Planning Board Members : Eloise Greene , Joel Gagnon , Ken Horst , Don Schaaf , Bill Farrell ABSENT : Arch Dotson Others Present : Carol Sczepanski - Secretary Code Enforcement Officer - Susan Beeners Members of the Public : Mary Lou Hardesty , Michael Tierney , Lily Newton , Kenneth Newton , Diane Sherwood , Paul Norton , Andrew Richardson , Donna Inman Chairperson Weitzel called the meeting to order at 7 : 40 P . M . Corrections to July 21 , 1993 Minutes 1 ) Page 6 - Add motion seconded by Paul Viscuso Approval of July 21 , 1993 Minutes A motion was made by Joel Gagnon and seconded by Ken Horst to approve the July 21 , 1993 Planning Board Minutes as corrected . Carried Unanimously Approval of August 5 , 1993 A motion was made by Joel Gagnon and seconded by Bill Farrell to approve the August 5 , 1993 Planning Board Minutes . Carried Unanimously Approval of August 18L 1993 Minutes Postponed : A motion was made by Joel Gagnon and seconded by Ken Horst to postpone the approval of August 18 , 1993 Planning Board Minutes until the next meeting . Carried Unanimously H iliview Terrace Subdivision & Mobile Home Park Expansion General S ite Plan Review The following items were presented to the Planning Board for H illview Terrace Subdivision & Mobile Home Park Expansion for review and discussion . 1 ) General Site Plan 2 ) Preliminary Water and Sewer Mains - with topographical lines 3 ) Alternate Access to Cluster Planned Development 4 ) Full Environmental Assessment Form ( EAF ) Part I S usan reported that it is possible to have a subdivision within a mobile hone park planned development . N eighbor Notification for a public hearing will be sent to all surrounding land owners within one thousand ( 1 , 000 ) feet . E nvironmental Assessment Form Review Mary Lou Hardesty explained that the total acreage in the site plan includes their own residence , the proposed cluster subdivision , the existing park and the proposed park . Suggested changes by Planning Board to EAF : 1 ) Page 4 - No . 21. - Increased energy use - add heating oil ; 2 ) Page 5 - to C - 3 add - - or other uses allowed in PD zones ; 3 ) Page 5 - C - 6 - discussion resulted in a straw vote with 156 2 Planning Board Minutes September 15 , 1993 five members voting to leave as is and one opposed . Section B . Review of Project Description B - Project Description - No . 23 - Current usage of water - average o f 163 gallons per day per unit . Figure of 7800 gallons is high - e xisting park has a holding tank of 13 , 000 gallons . lg - cross off day and add " peak hour " and insert 13 trips for e xisting and sixteen in the proposed , total of 33 . Parking - 1 . 3 spaces are required but two ( 2 ) are allowed in the project ( 125 total ) . G arages and / or Carports - none proposed at this time S tatus of Geologists Reports : Mary Lou reported that the testing for available water on the property was done by a geologist and a written report was submitted t o Tompkins County Health Department . The Health Department has g iven preliminary approval for the design of the septic system . Approval of the water supply and sewage system must be obtained from Tompkins County Health Department before the project can be built . Motion to Schedule Public Hearing - Hardesty Proposal A motion was made by Chairperson Nancy Weitzel and seconded by Don Schaaf that in the interest of obtaining public comment early in t he process , the Town of Danby Planning Board schedule a public hearing for Wednesday , September 22 , 1993 at 7 : 30 P . M . Purpose of hearing is to consider a recommendation to the Town Board with respect to a request for Site Plan Approval of a General Site Plan for Planned Development Zone 2 . Such plan is proposed to include a Mobile Home Park Planned Development , a Cluster Planned D evelopment , and enlargement of the owners ' adjacent residential lot . The involved properties are located southwest of the intersection of Danby Road ( Rte . 96B ) and South Danby Road , on Town of Danby Tax Parcels # 20 . - 1 - 4 . 2 and 20 . - 1 - 4 . 5 . Paul and Mary Lou H ardesty , Owners , Mary Lou Hardesty , Applicant . D iscussion followed regarding the necessity of a public information h earing . Chairperson Weitzel reported that the public hearing was requested for September 22 , 1993 so that Tom Niederkorn will be available to address any questions the public may have about the proposal . Susan said that this is a public informational hearing for the public to review and comment early in the process . An official public hearing will be held when the SEQR Part II has been completed and the application is complete . Mary Lou reported that she mailed a letter ( dated September 10 , 1993 ) of Neighbor. Notification to all the neighboring properties within 1 , 000 feet of the proposed project . Only one neighbor has responded to her personally . K en Horst said he understands the reasoning for having public h earings but we already have a lot of information relative to the water and some of the other issues . D on Schaaf said that with adequate notice people who live within t he 1 , 000 foot boundaries and others who are concerned will attend t o express whatever concerns or interests they may have . Mary Lou asked the Planning Board to set a public hearing date for as soon as possible . Motion - Tentative Date for Public Hearing - Hardesty Proposal A motion was made by Ken Horst and seconded by Joel Gagnon that the P lanning Board tentatively set October 27 , 1993 for a public h earing for Hillview Terrace Subdivision and Mobile Park Expansion with a special meeting of the Board to follow . Carried Uninamously O ther Items : H illview Road Landfill Committee Update Joel Gagnon reported that he attended the Hillview Road Landfill Committee Meeting and inquired about the Reclamation Plan for the landfill closure and capping .
