He appreciates the funds and efforts of the Town Recreation Department this year. lee rink - There is an anonymous donor willing to purchase a temporary rink (around $4,000) and gift it to the Village. The Village's insurance through the Bailey Agency does cover that activity. When there was skating in the past: at the park, the only rule was that ice hockey was not permitted. • Things to consider include: storage (where), location of the rink (not on the basketball court), who is responsible for putting it up and taking it dawn, water, whether it should be lighted and how to do that, supervision, signage. Chief Ryan noted that there local ordinances that apply, such as no glass beverage containers on any public property owned by the Village. Her Department and the Village DPW do a lot of follow up, particularly in the summer months, because of misuse of the park. M Armstrong noted that at a recent meeting about the park, neighbors stated if something were done with the park, they would be more inclined to use it. The play equipment and old fence need to be replaced. M Bianconi said the height of the fence should be increased. P Rachetta said he appreciates everything the Town Rec Department: has done and suggested that there be a clear expectation up front: with respect to who is supposed to do what when. There has been some confusion in the past. There may be opportunities for grant funding for this joint municipal recreation project. P Rachetta will check with Thoma Development. There needs to be a meeting prior to March to rewrite the Memorandum of Understanding. M Bianconi said she had a meeting %vith the Youth Commission and there has been some discussion about sharing the administration of the day crunps in the Village of Dryden and Village of Freeville. Perhaps there could be one director to take care of the administrative duties of both camps, having centralized registration, sharing supplies, etc. There would still be two locations for the camps, but there could be some cost savings to sharing the administration. M Armstrong and P Rachetta volunteered to mec;•t with the J Leifer and S Stelick as a subcommittee to work on the Memorandum of Understa-riding and discuss other matters. Cortland Road Water District Formation of a wager district was discussed. Mayor Sterling suggested meeting with a third, neutral, attorney. Supv Sumner has a proposal from TG Miller for a map, plan and report for a. water district. Mayor Sterling stated he is in favor of a water district or a water company. Ile thinks it would be beneficial to both the Town and the Village and especially the people within a half to three - quarter radius of the Village. There may be water available: closer to the Village than the well the Town drilled at Keith Lane. Supv Sumner provided Mayor Sterling with a copy of the report by the Town's Environmental Planner with regard to that well. USGS didn't think there was a good location closer to the Village. A recent report indicates the water quality in the Keith Lane well is good and could be gravity-fed to the Village along the Town's right -of -way on the old railroad bed. Both the Town and the Village are interested in forming a water district or water company. There needs to be further discussion about hoer this will work. The Town needs to supply water to areas north of the Village, and the Village needs an alternate or additional water supply (Keith Lane well). Page 2 of 3 TB t -27.10 Mayor Sterling suggested again that: a third attorney be retained to handle this for both . municipalities. Supv Sumner will gather more information on formation of a district and writer supply and get back t:o the Village next month. Code Enforcement Agreement The Town currently provides code enforcement services to the Village at a cost of $1700 per month. When the Town estimated the actual expense last year it was closer to $2600 per month (all staff included). The Town is happy to donate a portion of the expense, but wants to be clear just what that is. The Village requested an itemization of time spent in a. weekly or biweekly report (X number of hours on a particular project) be provided going forward. It was acknowledged that larger projects will mean more hours of necessary w=ork. Chief Ryan said the Code Officers have begun to share what they are doing as far as enforcing village ordinances so that there is not a duplication of efforts. If her Department knows what the code officers are working on, it will help with cohesively enforcing the village ordinances. Supv Sumner will ask the code office to keep track of their time, and also provide an estimate of the past few months in order to gauge what might be appropriate for the agreement for next: year. The Montgomery Park subcommittee will meet Tuesday, February 2, at 5:00 p.m. at: the Community Cafe. The first things they will address: fence, signs, portable backstop and playground. The playground can be done in stages. The next meeting of the Town and Village boards will be February 23 at 6:00 p.m. • C Becker suggested the following items for future discussion: He has been told that a lot of the time when their police department makes an arrest, they cannot get either of the town justices for an arraignment. Chief Ryan said yes, this is an issue they deal with locally. Tonight on her way here, there was a sheriff deputy trying to find someone to do an arraignment, and had to try three different towns before he found an available judge. The Village would like to know how the revenues generated by the Village police department are disbursed and what. kind of revenue they are generating for the Town Court.
