TOWN OF DRYDEN
SPECIAL TOWN BOARD MEETING HELD JOINTLY
WITH DRYDEN VILLAGE TRUSTEES
May 20, 2009

public hearing for the
annexation of a
parcel of property (Crispell) from the Village
to the
Town
was not held because
the petition was withdrawn.
Cortland Road Water District
Supv Sumner said she understood there was a problem with an old water line along Cortland
Road. The Town is generally is in favor of forming r.i water district in that area. A report: by
Hunt: Engineers a few years ago looked at bringing municipal water to the Cortland Road Sewer
District. Recommendations in the report included drilling a well in that area, purchasing water
from the Village or bringing water out: from Bolton Point. Hunt's recommendation in the report
is to buy water from the Village. The report is outdated in that since it was written part: of the
area addressed in the report has been annexed to the Village.
The Town has been working with USGS on the Virgil Aquifer Study. There will be a new
test well on the Jim Sehug Trail near Keith [ -.arie and will presumably result in a well that can
be developed as a municipal well to serve the Village.
Mayor Sterling said he has had discussions in the last few days with Ron Moore and the
Village's engineer about moving the water reservoir al: the end of Lee Road toward Route 13 and
the entrance to TC3. The Village will need to replace the old 1892 line and they are thinking of
installing a 12" line from 1,ee Road to the TC3 entrance. That would enable the Village to flush
hydriu►ts without having to shut off the old line (it cannot withstand the pressure). Perhaps
the Village, the 'Town and TC3 could share the expense of this. Mayor Sterling has asked the
engineer for an estimate of cost.
Supv Sumner would like to include the high school and TC3 in a new wager district.
Hydrants along Route 1.3 and 38 and a little bit of Mott Road would be a significant advantage
to those users for fire protection. The cost estimates in 2004 were just over two million dollars.
Mayor Sterling said he would like to get the old water lines replaced first so they are prepared
for any future development at the college or elsewhere. it could be installed as part of the
distribution system to be used for the district when it is formed.
There was discussion about the quality and pressure of the water at the Town Hall
because it is at the end of the line, and how to loop the water lines in the north Strect, Lee
Road, Ellis Drive areas to avoid the problems associated with dead end lines. The engineer for
the village is currently looking at getting the old line along North Street replaced.

Montgomery Park
® An email sent from the Town's Recreation Director, Melissa Bianconi, to Village officials
was discussed.
M Bianconi had asked about the possibility of locking the gages of the basketball court
at night at Montgomery Park. The Village doesn't feel that will stop bottles being thrown over
the fence and broken on the court. There are kids that play ball until after dark and are there
much earlier than the skateboarders. R Moore was concerned about who would lock it at night
and unlock it in the morning. It is not practical.
Margaret: Ryan, Village Police Chief, noted that broken glass is a problem in the whole
park. People also don't respect the hours that the park is closed. The Police Department
issues tickets in the park at all hours of the day and night. R Moore said they do clean up at
the park on a weekly basis.
Chief Ryan said the large piece of skateboard equipment (that is too heavy to put away
every night) has been a problem. They have found kids using it inappropriately. When the
skaters are there and supervised there are no problems. Problems occur on the off hours.
Village representatives indicated fencing between the skateboard area and basketball area
down the middle, as originally planned, is fine. Not all the skateboard equipment is put away
every night. Pieces in addition to the large piece are sometimes left out.
R Moore said two of the basketball backboards were replaced two years ago and have
brand new metal nets on them. The other two basketball hoops are in the way of the
skateboard equipment:, so they have not repaired them.
Mayor Sterling said the Village will be placing a video ccunera in the park so the police
can monitor activity in the park.
There was discussion about whether removal of the hedge between the park and hotel
parking lot would deter vandalism and inappropriate behavior in the park. it was noted that
one original reason for the hedge was that it served as a noise barrier for residents of the
apartments above the hotel.
Adding a few more trash receptacles may help cut down on trash in the park.
Cl Stelick said enforcement is the key to deterring inappropriate behavior in the park.
There will be problems in the park whether or not it is used for municipal programs. The
atmosphere of the park needs to be changed, and he believes they are moving in the right
direction. It was suggested that different groups could help clean up the park. There needs to
be an effort to enhance the park. Perhaps a "Friends of the Park" group could be formed.
P Rachetta said he had asked M Bianconi to keep the Village Police Department
informed with respect to activities they plan in the park, so they know what is legitimate
activity.
Supv Sumner said she will talk with M Bianconi and she will talk with the Dryden
Recreation Commission about spearheading a "Friends of the Park" volunteer activity. The
Town will be using the park on Wednesday nights for Music in the Park.
Repair to the basketball court: was discussed. It needs to be resurfaced and lines
painted on it. Difficulties of using the area for ice skating in the winter was discussed. Supv
® Sumner said perhaps i:hey could get some estimates on what material needs to be used in
order to use the area for ice skating.

oThe park should be spruced up prior to Dairy Day on June 13. The Village will provide
paint and brushes to paint the gazebo if a group of volunteers can get together and do the
work. M Armstrong and P Rachetta said they can get a group to do the painting. R Moore will
get an estimate on repairing the roof. The bleachers in the park need repair and paint. R
Moore said they do that: each year. They have a new picnic table for t:he park. There are two
existing tables that are not in very good shape. Village DPW tries to paint over any graffiti
before concerts on Wednesdays.
Having a Farmers Market during the concerts in the park was discussed. There were
no objections. Vendors who are residents of the Village will need to obtain a. permit from the
Village and pay the associated fee. Dairy Day vendors also obtain pert-nits.
Water /Cortland Road Water District
As part of the Town's continuing aquifer study with USGS, a test will be drilled this
summer on the Jim Schug Trail at Keith Lane to test the depth of the aquifer. The purpose of
the well is to measure the depth of the aquifer and predict the volume of water in the aquifer.
The well will be pumped to capacity to determine the transmissivity of the aquifer material.
The well casing and screen «611 be installed to meet municipal supply well standards. This well
could potentially be used as a wager supply for Village residents, and help resolve the
emergency supply for the Village required by the I•lealth Department. Reservoirs would still be
needed if the wager supply came down the trail from the test well site.
Village and Town representatives will be meeting with TC3 on June 15. They can
discuss the idea of changing the water distribution system at that time. Supv Sumner said she
would like to give the high school as much notice as possible because it will affect their budget.
It was suggested that a joint meeting of the Village and Town be held quarterly. Village
members left at 8:10 p.m.
Clean Communities Memorandum of Understanding
In connection with the Highway Department's commitment to use of biodiesel, the
board reviewed a Memorandum of Understanding with Clean Communities of Central New
York. It essentially says that the Town will join in promoting the use of alternative fuels. The
document asks the Town to promote the use of alternative fuel vehicles and fueling facilities,
etc.
RESOLUTION #99 - AUTHORIZE MEMORANDUM OF UNDERSTANDING
CLEAN COMMUNITIES OF CENTRAL NEW YORK
Cl Makar offered the following resolution and asked for its adoption:
17ISOLVED, that this Town Board hereby approves the Memorandum of Understanding
with Clean Communities of Centrac I New York, and the Town Supervisor is authorized to sign
the same.

Supv Sumner attended a meeting today with the Town and City of Ithaca to discuss
regional cell tower planning. They thought if the Town of Lansing was also interested in
participating, that: would be enough to share the expense. Doing a county plan would be
difficult because of terrain issues. Lansing seems to be interested and Supv Sumner will also
contact the Village of Lansing and Village of Cayuga Heights. She said everyone would like to
get more information in advance and feel more in control of the process when these
applications come before them. Josh Bogdan has prepared a draft map of existing towers and
tall structures in the town, which the board reviewed.
The board reviewed the properties listed for tax foreclosure.
Supv Sumner attended another meeting last night about the health insurance
consortium. They do not have i:he list of actual rates yet, but she shared a document prepared
by the Town of Ithaca comparing the TCCOG plan with theirs. It appears that the TCCOG plan
will save the Town of Ithaca $80,000. The consortium has promised to provide equal or better
coverage to what municipalities already have in place at a lower cost. Supv Sumner noted the
TCCOG plan does not include vision or dental coverage. A big issue is retirees because they
pay their own premiums. The TCCOG plan will not include a two- person plan because when
you do that it makes the family plan more expensive. The best: reason to have a two - person
plan is for the retirees. The consortium needs 2,000 contracts and the City and the County
between them have 1,800, so they really need to have the towns on board.
There was discussion about the septic system problems in Conger Trailer Park.
is Cl Makar said he spoke with Susan McManus who has a task force of citizens in West
Dryden that is concerned with gas drilling in the town. Cl Leifer said he and Atty Perkins have
a lot of information on the tropic and he will work with this community group. There was
discussion about the fracking process and the chemicals used in that process.
There being no further business, on motion made, seconded and unanimously carried,
the meeting was adjourned at 8:50 p.m.
