Chairperson Weitzel called the meeting to order at 7 : 38 P . M .
Miscellaneous Reports :
Chairperson Weitzel reported that Kenneth Thompson , Assistant
Manager of Tompkins County Division of Solid Waste is scheduled to
speak to the Planning Board at the April 21 , 1993 Planning Board
Meeting regarding the Reclamation Plans for the Hillview Road
L andfill .
Correction to February 17 , 1993 Public Hearing Minutes :
Motion to Close Public Hearing - delete 2nd " seconded by " .
Approval of February 17 , 1993 Public Hearing Minutes :
A motion was made by Arch Dotson and seconded by William Kelley to
approve the February 17 , 1993 Public Hearing Minutes as corrected .

The Planning Board discussed the West Jersey Hill Acres proposal
and the memo from Harriet Moore and the requirements for realty
subdivision with respect to requirements of Articles VI and VIII of
t he Tompkins County Sanitary Code and New York State Sanitary Code .
After lengthy discussion the P anning Board would like to be
informed of any status changrto be advised of changes in the
proposal .
Response to Harriet Moore and Phinney ' s Authorized
A motion was made by Arch Dotson and seconded by Ken Horst that the
P lanning Board authorize Code Enforcement Officer , Susan Beeners to
respond to Harriet Moore and the Phinney ' s regarding any status

change and whether they will be pursuing the West Jersey Hill Acres
subdivision further .

Mark Bristol and Ray Mayo Proposed " Clustered " Subdivision
Mark Bristol and Raymond Mayo have submitted a proposed " Clustered "
S ubdivision of 9 . 89 acres into four ( 4 ) lots , Town of Danby Tax
P arcel No . 3 . - 1 - 9 . 5 and No . 3 . - 1 - 9 . 6 located on Troy Road .
The Planning Board reviewed the proposal of the Hypothetical
Conventional Subdivision Plat and the Preferred Cluster Plan .
Mr . Bristol and Mr . Mayo explained that their request is for the
P referred Cluster Plan and that they plan to build their own homes
o n the back lots ( lot # 2 and # 4 ) . The properties may possibly
share a pond . They explained that they can not share access
without disturbing the wooded area they wish to preserve .
D iscussion followed regarding the steep slopes on the back of lots
# 2 and # 4 and the wilderness areas in the nature preserve areas of
n eighboring properties that are in the Town of Ithaca .
S usan Beeners said that technically the Preferred Cluster Plan for
t he two properties would comply with the requirements for cluster
and allows for various design controls . For public hearing it
would be helpful to have some form of a site plan to show that the
boundaries have sufficient buffers and set backs .
N ancy said that in this cas e'the rear lots and a pond in the back
w e are already assured there will be some kind of a buffer . The
buffer is already there .
Arch Dotson asked Mr . Bristol what he was going to do on his
property and referred to a previous request for a special permit to
e rect an accessory building to operate a small carpentry and doll
shop .
Mr . Bristol said that he is proposing to build only a house at this
t ime .
Mr . Mayo said that they are asking for permission to subdivide the
property and to put single residence dwellings on each property .
Motion to Request Information for Land Use - Bristol / Mayo Cluster
P lan for Subdivision
A motion was made by Arch Dotson and Seconded by Ken Horst to
✓ equest Mark Bristol and Raymond Mayo to submit a rough site plan
( sketch ) showing the placement of buildings to be constructed in
t he cluster , the location of the proposed pond , and to disclose all
o f the intended uses of the buildings and land included in the
proposed Preferred Cluster Plan for subdivision .
A roll call vote on the motion resulted as follows :

Mr . Mayo asked that a list of instructions / directions be sent to
h im in writing .
P roposed Subdivision - Rudy Laurenson
Rudy Laurenson has submitted a request for a proposed clustered
subdivision of 51 acres into two ( 2 ) lots : one ( 1 ) lot for an
e xisting house , and a lot for a three ( 3 ) unit building . The
subdivision is for the Town of Danby Tax Parcel No . 13 . - 1 - 8 located
o n Danby Road near South Danby Road .

Susan presented the Planning Board with a map of the area and
explained that Mr . Laurenson is proposing to subdivide a 51 acre
parcel into two ( 2 ) parcels , one of 5 - 20 acres with an existing
h ouse and one of 31 - 46 acres with a three ( 3 ) unit building . It
is intended that the owner will be living in one unit and the other
t wo ( 2 ) units will be rental housing .
Mr . Laurenson described his proposal , the type of unit he would
like to build and submitted a drawing of the proposed area . It is
proposed that the surrounding area of wetlands and undeveloped
lands remain as buffers with no further development . Mr .
Laurenson said that of the plans submitted , Map D is the preferred
plan . He would prefer to build one dwelling of three ( 3 ) units as
opposed to three units on individual parcels in a low density zone .
A survey of the properties must be done before the exact acreage of
the properties and boundariesr§ omed of the area with road frontage
will be sold . It __TO;K be necessary for the DEC to come and mark
the wetlands areas . '
Mr . Laurenson said he would like the Planning Board to look at his
proposal and start the process and have them approve the plan if it
meets the Health Department requirements and it meets the
zoning and building requirements . He understands that a public
h earing is necessary .
P aul Viscuso personally has no problem with the proposal and agrees
t hat he could have three units on thirty - one ( 31 ) acres . It does
not seem to be out of character with the neighborhood .
Code Enforcement Officer Susan Beeners said that this project must
go through the SEQR process . Before a public hearing is scheduled
t he Planning Board needs to review the materials .
Fieldstone Circle Reaffirmation
The Planning Board received updated materials for the Reaffirmation
Subdivision . The project is ready to schedule

P roposed Subdivision - Mosher
The Planning Board reviewed the application for a proposed minor
subdivision ( transfer ) of Town of Danby Tax Parcel No . 8 . - 1 - 12 . 12
and Parcel No . 8 . - 1 - 12 . 2 . This represents a minor a/dustment
( transfer ) of property lines from one parcel to the other .
P roposed Subdivision - Haskins
The Planning Board reviewed the application for a proposed
subdivision of a 1 . 6 + / - acre parcel containing two ( 2 ) single
family homes and a garage apartment into two ( 2 ) lots located near
t he intersection of Brown and Station Roads . Frank and Vivian

H askins applicants . If approved this would be an a non
conforming use . Smaller lots are allowed in the West Danby Water
D istrict .
The Planning Board requested an up to date survey map of the
property to be subdivided before a public hearing is scheduled .
Proposed Subdivision - Richard & Ruth Walker
The Planning Board reviewed a proposed subdivision on two ( 2 )
parcels :
P roposed three ( 3 ) new lots ( conventional subdivision ) on the
north side of Coddington Road , located in part in the Town of
Ithaca and in the Town of Danby .
P roposed three ( 3 ) new lots ( clustered subdivision ) on the
south side of Coddington road , with one lot proposed for
Ithaca Baptist Church .
Susan Beeners described the area for the proposed subdivision and
explained that no road frontage remains for an access to the back

land areas . The existing access to the Walker home and backland is
a permanent easement and not owned by the Walker ' s . Two of the
lots on the north side of the road will require approval by the
Town of Ithaca . The proposed lot for the Ithaca Baptist Church may
be addressed septtrately .
Public Hearings Scheduled
1 ) Pulic Hearing for the Mosher Subdivision proposal is scheduled
for Wednesday , April 21 , 1993 at 7 : 15 P . M .
2 ) Public Hearing for the Reaffirmation for Fieldstone Circle
S ubdivision is scheduled for Wednesday , April 21 , 1993 at 7 : 30
P . M .
A regular meeting of the Planning Board will follow the public
h earings .
