The board has an application from Tracy Kurtz who is interested in serving; on the youth commission. She has previously served on the commission. RESOLUTION #99 - APPOINT T KURTZ TO YOUTH COMMISSION ® Supv Varvayanis offered the following resolution and asked for its adoption: RESOLVED, that this Town Board hereby appoints Tracy Kurtz to the Youth Commission. 2nd Cl Stelick Roll Call Vote Cl Hatfield Yes Cl Stelick Yes Supv Varvayanis Yes The Board briefly discussed a letter received from the Village of Dryden informing the Town that the Village had passed a moratorium on future hookups in the Cortland Road Sewer District until collection system and plant upgrades have been done. A report from PLS Engineering provided by the Village indicates a total cost attributable to the Town of $1,579,200. Supv Varvayanis said he disagrees with the computation, that it should have been based on flow, not on units. I-Ie said that according to t:he engineering report prepared last October the Town is not sending over its allotted capacity, and they are now including the High School and TC3 in their computations. The board will discuss this further at its meeting next week. Atty Perkins presented the Board with proposed amendments to the Dog Control Ordinance to reflect the changes in licensing fees the Board had suggested and the increasing the impoundment fees charged by the SPCA. A public hearing needs to be held on the matter. With respect to the effective date, NYS Agriculture and Markets needs a couple of months notice to change the fees on renewal notices. Atty Perkins suggested the public hearing be ® scheduled in August and it could be effective November 1, 2003, Page 1 of 3 T13 7 -2-113 0 RESOLUTION #100 - INTRODUCE AMENDMENT TO DOG CONTROL ORDINANCE AND SET PUBLIC HEARING Cl Stelick offered the following resolution and asked for its adoption: RESOLVED, that the following amendment to the Town. of Dryden Dog Control Ordinance is hereby introduced and a public hearing on the amendment shall be held on August 6, 2003, at 7:00 p.m., at the Town Hall., 65 East Main Street, Dryden, New York: The Town of Dryden Dog Control Ordinance enacted June 13, 1978, and amended October 2, 1979 and December 11, 1984, is further amended as follows: 1. Section 11 is hereby renumbered to be Section 10 and to read as follows: Section 10. License fees. (A) Pursuant to the provisions of Agriculture and Markets Law §1 1.0(4)(x) the additional fee to be collected by the town clerk, in addition to those set by Agriculture and Markets Law §110(1) shall be: (a) $9.50 for each unspayed or uiuieutered dog; and (b) $7.50 .for each spayed or neutered dog. 2. A new Section l l is hereby enacted to read as follows: Section 11. Impoundment Fees. Pursuant to the provisions of Agriculture and Markets Law §118(4) the impoundment fees to be paid by the owner of any dog in the Town of Dryden seized by any Dog Control Officer, police or peace officer shall be: ® A. Twenty -five dollars ($25.00) for the first impoundment of any do owned b g Y that person. B. Fifty dollars ($50.00) for the first twenty -four hours or part thereof and ten dollars ($10.00) for each additional twenty -four hours or part thereof for the second impoundment, within one year of the first impoundment, of any dog owned by that person. C. Seventy -five dollars ($75.00) for the first twenty -four hours or part thereof and ten dollars ($10.00) for each additional twenty -four hours or part thereof for the third and subsequent impoundments, within one year of the fist impoundment, of any dog owned by that person. 3. Section 1.0 is hereby renumbered to be Section 12 to read as follows: Section 12. Effective Date. This ordinance shall take effect upon adoption and publication as provided by law. 2n11 Supv Varvayanis Roll Call Vote Cl Hatfield Yes Cl Stelick Yes Supv Varvayanis Yes Supv Varvayanis said that he had spoken with Cathy Valentino and the Town of Ithaca ® will be going with the "no increase option" for the Recreation Partnership. This will probably result in cutting some programs. Page 2 of 3 TB 7 -2 -03 Supv Varvayanis said that Highway Department employees receive the fourth of July week off and last year the town hall employees were given equal time off last year. He asked if the board would like to do that again for the town hall employees. After discussion, the board decided to do that, but would like to revisit the employee handbook and the holidays and vacation days allotted to town employees. RESOLUTION #101 - ADDITIONAL VACATION DAYS Cl Stelick offered the following resolution and asked for its adoption: RESOLVED, that this Town Board hereby authorizes four additional vacation days for the year for town hall employees. 2nd Cl Hatfield Roll Call Vote Cl Hatfield Yes Cl Stelick Yes Supv Varvayanis Yes Atty Perkins said that R Wawak is finishing up his townhouse apartments in Varna. In connection with that project he had to move a town owned water line and one of the conditions of the permission was that he would have to provide the Town with a new easement map. He is almost ready for a certificate of occupancy on three of the four buildings. Atty Perkins suggested that before a certificate was issued Nlr Wawak should provide the Town with a new easement map and the existing easement should be modified to make it clear that it is still 20 feet wide, ten feet of either side of where it is now located. There is no reason to hold the certificate of occupancy for the first three buildings, but the fourth should be held until the map and document is received. An annexation petition was received for a parcel north of the village. That will be discussed at: next week's meeting. Joyce Gerbasi said the environmental review committee of the Environmental Management Council is reviewing the draft CIS on the intermunicipal sewer agreement. She said there is a lot of stuff on Dryden in it, but states that at this point Dryden is not planning on following through with any of it. She asked if any board members had read it: yet. Supv Varvayanis said he has read it and Cl Grantham has read it. There is no plan for a new sewer district for the affected area in the Town of Dryden.
