MONDAY, MARCH 13, 1995, AT 7:30 P.M.

Minutes of previous meetings were not available.
Claim Nos. 18 to 36 of the Highway Fund in the amount of $16,478.81; Claim
Nos. 51 to 77 of the General Fund in the amount of $12,504.47; and Claim No.
111 of the Building Fund in the amount of $3,320.50 were presented for audit.
Moved by Mr. Haynes, seconded by Mr. Sovocool, that the bills be approved for
payment. Ayes - Sovocool, VanBenschoten, Robinson.
LIZ BRENNAN - BOOKKEEPER - Gone home sick. She has closed out the year.

GEORGE SENTER - CODE ENFORCEMENT OFFICER - Year -to -date building permits
issued:

Life safety inspections are being monitored monthly. I will be doing an
unlicensed vehicle check in April. Anderson is about as he was.
LELAND CORNELIUS - HIGHWAY SUPERINTENDENT - Leland is on vacation.
COLLEEN D. PIERSON - TOWN CLERK - We have a letter from Stonehedges Country
Club indicating that they intend to renew their liquor license. Does the
Board have any objections with this? Board didn't have any objections.
Received annual report from Tompkins County Comptroller indicating 1994
payments made to the Supervisor as follows: Mortgage Tax - $43,579.01;
Surplus Dog Monies - $1,153.03; Snow Removal and Mowing - $87,212.73;
Emergency Funds - Blizzard - $3,211.06 for a total of $135,155.83.
JEFF CRONK - SPOKESMAN FOR BOSSARD ROAD RESIDENTS - Sent letter and petition
to Town Board Members on February 13th requesting that the north end (1/2
mile) of Bossard Road be paved in the 1995 budget year. The road has rapidly
deterioration due to the increase of traffic. Two new homes were built on
Bossard Road this past summer. The traffic increase resulted from a lot of
construction vehicles.
Supervisor Robinson read copy of prices that Leland Cornelius, Highway
Superintendent, had left with her. An 18' road would cost approximately
$12,000 to build. A 20' road would cost approximately $15,000 to build. Both
would have a 3 1/2' base with 1 1/2" topping and cold mix. We set our budgets
up a year ahead. The money budgeted for this year is all ready spent. We
have a project going on Brown Road as well as a bride project on Walpole Road
and Sovocool Hill Road. Lee will be doing maintenance on dirt roads in the
Spring.
Councilman Haynes said the Highway Superintendent develops his schedule for
the following year at budget time and suggested that those interested should
be here in early November for input and

discussion of preliminary budget. Fifty to sixty percent of the budget is
highways including snow plowing, grading, salting, etc. in addition to new
roads. What we usually do for new roads is usually pretty limited. You
should be in touch with Leland since he prepares information on road repairs
to be done the following year.
The Village of Groton will be using one of the Town's voting machines for
Village Elections to be held Tuesday, March 21st. Consensus of Board was to
let them using machine.
RESOLUTION NO. 19 - AUTHORIZE HIGHWAY SUPERINTENDENT TO
PURCHASE ON STATE BID
Moved by Mr. Sovocool, seconded by Mr. Haynes

RESOLVED, that the Town Board does hereby authorize the Highway
Superintendent to purchase oil and related products from State Contract
Bids as appropriate.
RESOLUTION NO. 20 - AUTHORIZATION TO PARTICIPATE IN COOPERATIVE
PURCHASING OF HIGHWAY SERVICES WITH TOMPKINS
COUNTY

WHEREAS, the Office of the State Comptroller has ruled that counties may
no longer extend their bids for public work (services) to political
subdivisions, and
WHEREAS, General Municipal Law Section 119 -0 provides for municipalities
entering into cooperative purchasing agreements to jointly bid needed
services, and
WHEREAS, General Municipal Law, Article 5 -G Section 119 -0 states that
"any agreement entered into hereunder shall be approved by each
participating municipal corporation or district by a majority vote of
its governing body," now therefore be it
RESOLVED, that the Town of Groton be hereby authorized to participate
with Tompkins County in the cooperative purchasing of various highway
services.

Supervisor Robinson received a letter from the Town of Caroline regarding
summer homes being built on seasonal roads and then changing to year round
homes and requesting that the roads be maintained and plowed by the Town.
They don't have a zoning ordinance. They have found other people in other
areas with the same problem. He has some kind of law going to the State. He
is looking for our support.
Supervisor Robinson said that we were going to have to think of a company to
do alcohol and drug testing. This must be in place by January 1, 1996.
Currently employers with over 50 employees have to comply with the CDL law.
Discussed ADA (Americans with Disabilities Act) . We have to come up to
requirements. We have paper work in file showing our intent. We should have
our audio visual in place soon. We also have a revised 1995 -1996 ADA
Paratransit Plan Timetable (System Name: IT TRANSIT, ITHACA, NY.
Letter from Solid Waste - The County has received an unexpected $8,000 revenue
surplus from sale of transfer facility permits. This surplus is available to
provide credit for disposal of illegally dumped material from your
municipality. The amount of credit is based on population for this pilot
program. Your municipality would have $236 available for disposal of
approximately 4 tons of illegally dumped material.
Board Members decided to wait until next month to set date for annual road
inspection tour.
Municipal Officials are having a meeting on March 16, 1995, at 7PM at the
Danby Town Hall.
Annual Grievance Day is Tuesday, May 16th from 3:00 - 6:00 P.M. Teresa will
sit from 3:00 - 6:00 P.M.; Dutch will sit from 3:00 4:30 P.M.; Lewie will sit
from 4:30 - 6:00 P.M.
RESOLUTION NO. 21 - APPROVE HUMAN SERVICES COALITION CONTRACT
Moved by Mr. Sovocool, seconded by Mr. Haynes

RESOLVED, that the Town Board does hereby authorize the Supervisor to
sign 1995 Human Services Coalition Contract.
The Groton Business Association is have a party on the 18th of March.
Discussed proposed Local Law No. 1 for the year 1995. Tracey Smith sent over

corrections that were to be made after the hearing. The map has not been
completed. Tracey is going to complete road lines and add road names plus put
footage on for better definition. Colleen would like to see West Groton
remain a residential area since the community is closely knit. Fran said that
quite frankly some people at meeting last Thursday night were under the
impression that this was going to get passed tonight. As Attorney for the
Town, let me explain to you why that couldn't happen. Number one, the whole
idea of Thursday night was to allow the town's people to have input into the
zoning ordinance. If you're going to allow people to have input, you're
obviously not going to have your zoning ordinance in it's final form. The
final form has to go before the Board as a Local Law. My idea is that you
can't anticipate what is going to happen at a public hearing, so you wait to
get all the comments that came in. Colleen brought up probably the most
significant comment and that is there is a problem with the Mobile Home
Ordinance. Then you make your editorial changes and few substantive changes
during the month of March and vote on it in April. Some people wanted to
move this right along at tonights meeting and you just can't do that. It's
not legal. You have to follow legal procedures.
Councilman Haynes said that there always seems to be this feeling that runs
along the Planning Board that we don't do anything. It's got to create some
really hard feelings if you get that thing here next April and can't approve
it because of so much technicality. I didn't hear anything from the community
the other night only that we needed to clarify some things. Nobody was really

There being no further business, Mr. Sovocool moved to adjourn meeting,
seconded by Mr. Haynes, at 8:45 P.M. Unanimous
