The regular meeting of the Town of Danby Planning Board was called
t o order at 7 : 30 P . M . by Chairperson Weitzel .
Corrections to September 16 , 1992 Planning Board Minutes :

Motion to Approve the September 16 , 1992 Planning Board Minutes :
A motion was made by Arch Dotson and seconded by Bill Farrell to
approve the September 16 , 1992 Planning Board Minutes as corrected .

Corrections to October 21 , 1992 Planning Board Minutes :
1 ) Page ,1 - under Discussion insert " for the area stripped for
t op soil " and delete [ that is being stripped ] ; . _
2 ) Page 2 - under Motion - - delete " west " and insert " north " side
of landfill ;
3 ) Page 4 - delete " charge " and insert " CHANGE "
Motion to Approve October 21 , 1992 Planning Board Minutes :
A motion was made by Joel Gagnon and seconded by Arch Dotson to
approve the October 21 , 1992 Planning Board Minutes as corrected .

Tompkins County Planning Board Report :
Paul Viscuso reported that the County Planning Board met on
November 11 , 1992 at the new transportation -_ facility . Bill Wendt ,
Barbara Blanchard , Dwight Mengle and John Gutenberger were in . `
attendance . bill Wendt gave a brief history of transit in Ithaca
and Tompkins County . Dwight Mengle spoke on the history and of the
concepts of funding for transportation . Barbara Blanchard gave
detail about a committee that was formed to oversee the issues of
public and private relationships regarding public transportation .
Review of Proposed West Jersey Hill Acres Preliminary Plat
H arriet Moore , agent for the Proposed West Jersey Hill Acres
P roject presented the Planning Board with aQnew Preliminary Plat
for their review .
D iscussion followed on the following :
1 ) the seventy - five foot peripheral requirement and the
possibility of Planning Board waiving the seventy - five foot
peripheral requirement ;
2 ) possible preliminary approval of the subdivision by the Health
D epartment ;
3 ) Final Approval of the two ( 2 ) lots that are on an existing
road ;
4 ) reducing the back buffers to fifty ( 50 ) or sixty ( 60 ) feet on
t he peripherals near the gorge or twenty - five ( 25 ) feet around
t he remaining periphery ;
Motion to Waive Buffer Requirement :
A motion was made by Arch Dotson and seconded by Bill Farrell that
Planning Board of the Town of Danby waive the seventy - five ( 75 )
foot buffer requirement for the Proposed West Jersey Hill Acres
P roject and approves a buffer of fifty ( 50 ) feet on the west side
and twenty - five ( 25 ) feet for all other buffers .
A roll call vote on the motion resulted as follows :

The following items are requested before a public hearing can be
scheduled for the Proposed West Jersey Hill Acres Project .
1 ) adjust the lot lines and buffers ;
2 ) have Health Department septic field approvals ;
3 ) some preliminary engineering on road grades and overall
site drainage ;
Motion to Authorize Chairperson Weitzel to Schedule a Public
Hearing for the Proposed West Jersey Hill Acres Project :
ill A motion was made by Joel Gagnon and seconded by Arch that the
P lanning Board of the Town of Danby authorize Chairperson Weitzel
� .� to schedule a public hearing on the Proposed West Jersey Hill Acres
P roject for Wednesday , December 16 , 1992 if the requested
information is received by Wednesday , December 2 , 1992 .

N EW BUSINESS :
S ubdivision Proposal - Medgyaszay
S usan Beeners reported that she has received a request from Mr .
Medgyaszay for a subdivision of a one ( 1 ) acre lot from Town of
D anby Tax Parcel No . 3 . - 1 - 27 . 1 located on Nelson Road . ( Request
was received from Gail Fish . )
Motion to Schedule a Public Hearing :
A motion was made by Joel Gagnon and seconded by Arch Dotson that
t he Planning Board of the Town of Danby schedule a public hearing
for Wednesday , December 16 , 1992 at 7 : 15 P . M . - - the Medgyaszay
S ubdivision request .
A roll call vote on the motion resulted as follows :

Finger Lakes Land Trust :
J oel Gagnon reported that he serves on the Finger Lakes Land Trust .
H e said that although many landowners may be willing to sell the
development rights to their land , New York State and
municipalities do not have money to purchase the rights . He
suggested that an alternative would be for the State to pass
legislation enabling municipalities to grant partial or complete
tax exemptions for property on which permanent conservation
easements are placed .
