TOWN OF DRYDEN
TOWN BOARD MEETING
JULY 13, 1999 �1
Supv Schug called the meeting to order at 6:40 P.M. Members and guests participated
in a moment of silence followed by the pledge of allegiance.
Roll call by Town Clerk Bambi L. Hollenbeck proved the following in attendance: Cl
Thomas Hatfield, Cl Charles Hatfield (arrived at 6:45p.m.), Cl Grantham, Supv James Schug,
Attorney Mahlon Perkins. Absent: Cl Ron Beck
Supv Schug - Normally we begin with citizens privilege of the floor, but tonight we have
a guest. Rick Erb, the 'Tompkins County Administrator is here with Mike Lane.
Mike Lane - Rick Erb is our new County Administrator. He began the job in the Fall.
He comes from the State of Maine inhere he was a Town Manager, and so is quite familiar with
Town government. We are pleased with the job that he has been doing for us. He is interested
in all phases of our government. With the retirement of Bill Mobbs, Rick has stepped right in
and assumed the roll, temporarily, of coordi iating the entire public works division on top of
everything else. Rick has been invited to the nest Tompkins County Municipal Officials
meeting. It is important to encourage communication between the towns and the county.
Rick Erb - For the last thirteen years before coming here I was at. Town Board meetings
every second and fourth Tuesday of the month. The Country did very little in Maine, that is why
the Towns had to do so much.
Mike Lane - I wanted to tell you about a couple of things. I went out to the bridge at
Lake Road last weekend to see how they were coming. I was pleased to see that the girders are
in place. It looks like it will be a good solid structure that will last a long time. Of the 106
bridges in the County, 30 are in the Town of Dryden. Money from the State and Federal
authorities in the past couple of years, the County has been able to do more bridge projects
and there is only one closed bridge (in Caroline) at present. It is scheduled to be done next
year.
The jail study is progressing. They are taking a look at various configurations: (1) do
nothing, in which case the waiver for double bunking would no longer be in effect and we
would have to board out. (2) Mork on operations and administration, which would result in no
improvements to the jail. (3) Expand the jail in phases, a pod a year or so. (4) Build the
whole thing now, because it may cost more to build in phases. All those things are being
studied. We are probably looking at a capital project for the jail. Surrounding counties and
some of the further adjacent counties have been contacted to find out if they would have any
interest in a regional concept for a facility to house prisoners or a regional or joint youth
facility. A youth under 14 years of age cannot be put in a regular jail and there are no facilities
in the area that they can be confined in. We now have to send them to Long Island and provide
transportation. One county would not have enough call for a special facility such as this, but a
joint facility could solve this problem for several counties in our area. The concept of a halfway
house is also being discussed. This would be a facility for prisoners toward the end of their
term who could be out during the day looking for a job or getting appropriate counseling. It
could also be used for those persons sentenced to weekends. This presently presents a
problem as it increases the jail population on weekends, sometimes causing board out
situations.

The library initiative is moving along and is scheduled to open next summer. No use
has been determined for the old library building. A space needs study is being conducted to
determine what future space needs will be. Currently the Department of Motor Vehicles pays
approximately $30,000 in rent. There may be a. need for office space for the Work Force
Development Center. We rent space for the TC3 office. downtown and the assigned counsel
office. Eventually the court system will need more space in the courthouse. The location of the
office for the aging is inconvenient for the people it serves because the courthouse is now a
secure facility (as mandated by the State).
Supv Schug - inquired if anyone would like to speak under citizens privilege of the floor
and there was no one.
ATTORNEY
Attar Perkins - With respect to Snyder Hill Court, we finally received the deed back from
the folks (Slipper & Carroll) at the end of Snyder Hill Court who we wrote a rather strong letter
asking them to live up to their previous agreement. The Supervisor has this evening signed the
deed to them and to Kathleen Kraft. He was previously authorized to do that.
I su bmitted to you a, three page and a one page document called a record and a non -
record on the Lueente matter. Since this looks like it: is going to have to come to some decision
making soon, I thought it would be helpful if you had in one place a list of what you have. I
have asked Henry Slater and Dave Putnam to review the completeness of the record based on
what they have, so there may well be additional information that they have that should be
before everyone. 'Chen well revise the list of what constitutes the record in contemplation of a
decision on the environmental significance of the project and the special permit application.
With that in mind, I would like to remind you that it is the function of the Town Board '
to act on the SEQ12 document, not the Planning board. It is required that that determination
of significance be made as soon as possible in the project. We now have the third
environmental assessment form which is dated June 4 and it is appropriate to consider
meeting to act on the SEAR and to reschedule a public hearing on the revised application of
Mr. I.ucente now with all of the documents which constitute the record. I am assuming that
what happened last May 21, 1998 was that the public hearing was continued to allow the
applicant to submit materials to address the issues that were raised at that time. Those
apparently have now been at least adequately addressed so that your work under SEQR can
commence and your work on looking at the special permit application itself can commence.
Suln Schug - Mahlon also points out in his letter that you really should be looking at
setting a meeting and we did promise the people in Varna that we would try to hold the public
hearing down there. We'll meet tomorrow night with the Planning Board, but seeing it is our
responsibility... August 10 is the next Town Board meeting. How about August 17?
Atty Perkins - The determination of significance is due within twenty days of the time
that you receive the EAF or all of the information necessary to make that determination. So
theoretically it is overdue at this point. If you put it: off another 30 days you probably should
have the consent of the applicant.

26 at the Varna

Atty Perkins - He could bring an action to force us to make a determination. I don't
® think there is a problem as long; as we move forward, but certainly you cannot put it off until
September and you shouldn't put it o$ any longer than is absolutely necessary.
Cl Grantham - At the last planning board meeting he agreed to the schedule that they
proposed. I know what you are saying, but I'm saying that he did agree to some postponement.,
to the schedule that the planning board set up.

thoughts because within a couple of days of
that I heard
from his
attorney complaining that
that was too long.
Supv Schug - He has talked to his attorney, so hopefully well have no repercussions.
Att y Perkins - I'll talk to -his attorney tomorrow and see if we can get some assurance of
where we are. I don't know why the Highway Superintendent issue is here again, but I'm
prepared to discuss it again if anyone wants to.
With respect to Telergy, I have been in touch with the Association of Towns, but the
person I need to talk to has been unavailable. I'm still working on it and will have a report for
you next time.
With respect to the Zoning Ordinance, I have talked to Kevin briefly about the mapping
capabilities and that is where we are with the whole thing right now. He is becoming more
familiar with the program.

After discussion, the Board agreed to close the Clerk's Office on Saturdays except
during January and one Saturday in August for the sale of sporting licenses. The Board also
agreed to close the Zoning Office on Saturdays.
RESOLUTION # 152 - NO SATURDAY HOURS FOR CLERK & ZONING OFFICES
Cl Grantham offered the following resolution and asked for its adoption:
RESOLVED, that the Zoning Office is no longer required to be open on Saturdays and
that 'Town Clerk Office shall be closed Saturdays, except during the month of January for tax
collection purposes and one Saturday in August. for the sale of sporting licenses.

Supv Schug - )iambi applied for a grant for a microfilm grant in connection with the
records management program. It was approved for $30,181. The State has asked that the
town pick up the maintenance contract for the reader printer, which last state contract as
$590.00 per year. I have the acceptance foray to sign, so we should do a resolution for both.
RESOLUTION #153 - SIGN GRANT ACCEPTANCE & COVER COST OF MAINTENANCE
CONTRACT FOR READER/ PRINTER
Cl T Hatfield offered the following resolution and asked for its adoption:
RESOLVED, that this Town Board hereby authorizes the Supervisor to execute the
acceptance of $30,181 grant obtained for a microfilm project, and it is further
RESOLVED, that the Town shall cover the cost of the maintenance contract for the
microfilm reader /printer obtained in connection with such microfilm grant.

B liollenbeck - The copy machine in the front office was purchased under a three year
contract which included supplies excepting paper. That contract is due to expire in September
so we need to decide whether to continue to with the same machine or purchase a new one.
Information was distributers shoving the estimated expense of keeping the present copier and
quotes from two vendors. Copiers are available that are much faster than the one we have. A
seven hour job recently done by the Zoning Office could have been accomplishers in about an
hour and a half on another machine.
Supv Schug - requested that the Clerk make a recommendation.
ENGINEERING
D Putnam - The main water and sewer lines are in at Pleasant Mountain Subdivision,
but the system is not yet complete. The road will be oil and stone, to town specs.
Supv Schug - They would like to change the name of the road to Observatory Drive.
That's up to the Town Board.
ZO Slater - I've cleared that they can do that with 9111
Supv Schug - Would it make more sense to call it Observatory Circle?
ZO Slater - I'll run that by them. I think "Observatory' is the important thing to them.
Supv $chug - We don't have to act on it at this point, until we adopt the road. Jack,
are you pleased with the road?
J Bush - So far.
Supv Schug - Asked Tom Lobdell if he had received a copy of the letter from Dave
Putnam regarding the dry hydrant. Within half a mile there are active hydrants that you can

fill tankers on. I don't mind spending the money or doing it., but Dave says they tried it in
® Freevi.11e and the creek is so shallow there that it keeps silting up. It would be a constant:
maintenance problem and there are only certain times of the year, per DEC, that you can go in
there.
D Putnam - There is a possibility of negotiating with NYSEG for the use of their intake
facilities for then old water plant. Someone put a lot of thought and effort into the location and
construction of that. Even after several years of non -use it is still good.
T Lobdell - We have filled trucks there in the past. 'There is plenty of room to turn
around. The only problem with that would be wintertime use. How would we get in there if we
have a heavy snow?
D Putnam - The road is
in
pretty
poor shape, the brush needs to be trimmed back. It's
only about 6 feet wide now and
it
needs
a little grading.
Supv Schug - Would it be cheaper to fix that up than put in a hydrant?
D Putnam - Much cheaper.
Supv Schug - We could probably handle the road plowing on a last -come basis.
T Lobdell - We have enough members in the department with plows that that could
probably be taken care of
Supv Schug - Well get in touch with NYSEG and see what we can do. It can be pretty
expensive to gel into the stream.
® D Putnam - It is for sale, they've been trying to sell it for 11 years.
ZO Slater - It's a useless, unusable piece of land because of flood plain status. The
chances of them ever selling it are slam to none. If we can make a reasonable agreement with
them I think we'd be in a position to get it for next to nothing.
D Putnam - The color of the water tank needs to be determined. We could try to match
the green.
The board decided green was appropriate.
ZONING OFFICER
ZO Slater - The zoning office issued 34 building permits last month. This is a record.
Things are going smoothly. Kevin has been working diligently on getting the mapping program
up and running. There have been a few glitches with the equipment, but things seem to be
progressing now. Project Impact is moving along and the first draft (pre - disaster portion) is
being written by the State Emergency Management Organization and Cornell. University's City
& Regional Planning Department. Cornell is very enthusiastic about working with
communities. They feel it better prepares its graduates for work once they leave school and it
benefits us. The next Project Impact: meeting is August 4 at the Town Hall at 1:00 p.m. More
and more people are getting involved. 'They anticipate having the plan done before the year
ends. It consists of both a preventive plan and a reactive plan. Doug Robertson of the Village
Police, who teaches disaster readiness at OCC, will head up the reactive group. The State has
offered a grant of $10,000 for implementation of the programs. Ultimately the pilot program
iswill be submitted to FEMA and could provide matching funds for the program.

With respect to Martin Ottenschot, we established a time schedule which required him
to submit to Miller Engineering by not later than July 1 a sensible plan. Dave has looked at •
the plan, I have looked at it and I'm not sure if Jack has had a chance yet or not. The things
that we asked them to consider, such as fences and buffering and engineering out the under-
ground drainage, manholes, storm drains, etc has all been done and submitted. Dave reports
that in concept he has no problem with it. They have given us a time schedule and anticipate
having half of it done by October 1, 1999 and the remainder by not later than May 1, 2000.
They originally asked for a couple of years and 1 suggested that if they could be done by May 1
of next year with everything and show some good faith by continually working on it, the board
might be receptive to that. On May 18, 1999, we said that when we saw the plan that the
board would determine the time schedule. The benefits to the town and the Varna community
probably warrants working with this schedule in terms of mitigating the presence of this
project.

that they have come real close to meeting the various targets
that we

time we
discussed this.
Atty Perkins - I'd like to see Mr. Ottenschot's signature somewhere saying that if we
approve this that he agrees to this. The Board should make its approval conditioned upon Mr.
Ot:tenschot signing a statement that he will perform the work outlined.
Cl T Hatfield - We can adopt a resolution continent upon him signing a statement
accepting these conditions and endorsing what his engineers set forth.
ZO Slater - What they have done so far is a big improvement and the trees he planted
are surviving.
RESOLUTION # 154 - ACCEPT PLAN & SCHEDULE SUBMITTED BY OTTENSCHOT •
Cl T Hatfield offered the following resolution and asked for its adoption:
RESOLVED, that this 'Town Board hereby accepts the plan and schedule of work
submitted by Martin L. Ottenschot in connection with his special permit to operate a materials
storage yard on Preese Road, subject to Mr. Ottenschot signing a statement that he will
perform the work outlined in the plan and according to that schedule.

ZO Slater - The Planning Board will meet tomorrow alight at 7:00 p.m. The first item on
their agenda is the Lucente project.
Supv Schug - l received yesterday the revised agreement with the Village for code
enforcement. They have made the changes requested and I have signed it. I will be meeting
with Reba Taylor in the near future regarding the Cortland Road water situation.
COUNTY BRIEFING
Charlie Evans - As far as Y2K, we are in good shape. All of our PCs have been checked
out and work. We will be doing a full network test of our system before the end of the month.
We have completed an inventory of the chips. I have every confidence that we will not have any
problems with Y2K. •

® The `Tompkins and `I'ioga County Electric Power Alliance is going to be soliciting
individuals wanting to sign up with them for a reduced electric rate. We have a contract with
NYSEG solutions that guarantees that they will not sell below our price in Tompkins County. If
people are interested I would certainly recommend that they look into that. The County will
receive a royalty from NYSEG for any power being purchased through the alliance. Although
the savings won't: be great throughout Tompkins County, they will be noticeable. Everybody in
Tompkins County collectively can probably save $500,000. We have just signed a contract
with NYSEG Solutions for natural gas as well and will be soliciting municipalities as well.
The plans for the new library are on display at the county library. The project is coming
along, although it is about 3 weeks behind at this point.
Charlie Evans was appointed to represent the Board of Health which will review the
Lake Source Cooling Data on a quarterly basis. Anyone with concerns about this project
should contract him.
ALty Perkins - Feels that the County's agreement with NYSEG Solutions is a
combination in restraint of trade which doesn't let NYSEG Solutions negotiate lower prices.
C Evans - NYSEG will sell anybody power at the rates they are selling now or standard
rate. You don't: have to purchase your power from a supplier. There are advantages to that
because you will end up with one bill. if you purchase your power from the County alliance
which is basically purchasing it from NYSEG solutions, you will probably end up with two bills,
one for the cost of NYSEG's transmitting that power to your home and one for the power used.
It is certainly more convenient to stay with NYSEG. 'There should be a monetary savings in
some form by going with the alliance. The savings is not major, about $.0347 /kilowatt hour.
® Dick Charsky, with NYSEG, a regulated company - When they entered into the
agreement with the public service commission they also entered into an agreement that allowed
them to establish a holding company called Energy East. NYSEG Solutions is an affiliate of
Energy East, just as NYSEG is. NYSEG Solutions is classified as an energy supplier, as are 6
or 7 other companies. The credit: is $.0347 at this time and is scheduled to go to $0371 on
August 1 of this year. If an energy supplier claims to be able to supply your energy for
something less than $.0371, that would definitely be a better deal. The down side is that you
will receive two bills. NYSEG is the delivery company and you receive a bill from them on a
monthly basis as usual. In detail on the bill you will see a credit for the energy. For every
kilowatt hour you use you will receive a credit. At some other time you will receive a bill for
energy. The thing to look at is if you are getting energy for less.
C Evans - Believes the rate for the Alliance is $.034. NYSEG Solutions will not be able
to offer lower than that, but some other provider could. Will let Jim know what the status of
the gas agreement is.
Dick Charsky - What Charlie is talking about is customer aggregation. Customers
combining together is an aggregated form have collective buying power as a big block user.
That should ultimately translate into a lower price. NYSEG will be promoting customer choice
later this month.
I sent the town a letter at the beginning of the year indicating we did a street light
inventory. Of the four districts in Dryden, there was only one that had a discrepancy and
NYSEG was underbillng for one 250w high pressure sodium light. You will see the increase in
price reflected in the bill for that one district. We are going to try to look at street light
® inventories on a more frequent basis. It is NYSEG's practice not to back bill. They will be
trying to inventory on a more frequent. basis.

Last. week NYSEG was ordered by the New York power pool to go on a five percent
voltage reduction due to record demand. When that happens, if it is not sufficient to relieve the
problem, you go to phase two. Phase two is a `load shed' and municipalities will be notified, as
the Town was last week. Some customers have asked to be exempt for whatever reason, and
that is not possible. Protocol in power pools must be adhered to and you try to maintain the
integrity of the grid so that you don't have a big blackout in one particular region of the
northeast or of the country. The protocol is set up and is mechanical. It depends on the day of
the month. We have thirteen operating districts and we submitted a plan that says that we will
shed low on each one of these operating districts at certain substations. It is supervisory
controlled in Binghamton. There is no recourse. We try to set it up so that it rotates according
to the days of the month, so people that are out on the 611, of the month, will have power on the
711, and others will be without power on the 7Lh .
Supv $chug - The most difficult thing is that when you and I talked, you said it could
happen any time without warning. Maybe you should try to fife re out a better way to notify
people.
f) Charsky - We do the best we can, but we sometimes have no notice that it needs to
be done. A public service announcement can be made, but it may be after the fact. We have a
list of critical customers and try to call and notify them so they can make other arrangements.
Cl Grantham - Suggested to Henry Slater that he build that list of critical customers
into Project Impact,
D Charsky - The County emergency office has looked at this stuff. We work with Jack
Miller and his people.
Supv Schug - Asked Mr. Charsky to check on the status of our lease agreement for the
tank. Also asked him to check on the possibility of the'lbxvn working with NYSEG to get
access for the fire departments to fill their trucks at NYSEG's facility.

HIGHWAY DEPARTMENT
J Bush - Has previously provided board members with a copy of a License to Use
Adjacent Land During Construction and asked that the board do a. general continuing
resolution allowing him to sign. this license on behalf of the town under ordinary conditions.
C1 Grantham - What kinds of construction are you thinking of?
J Bush - For example if we need to access some property to get to a creek to remove
debris blocking a bridge or something like that. This would be an alternative to getting an
easement. We would do the work and once the work is completed the license is no longer good.
It's a one -time situation.
Supv Schug - I think the 'Town Clerk should have an original and keep it on file. When
it is done you can notify her that you are through vrith it and have put the property back in its

original condition. These should be reported on as you sign them for us. That %way the Town
Board will know what it going on and the Clerk will have a record.
Cl T Hatfield - Suggested a report similar to the one ZO Slater uses. It would be a
public record.

RESOLUTION #155 - AUTHORIZE HIGHWAY SUPERINTENDENT TO SIGN
LICENSE TO USE ADJACENT LAND DURING CONSTRUCTION
Cl Grantham offered the following resolution and asked for its adoption:
RESOLVED, that this Town Board hereby authorizes the Highway Superintendent to
sign a license to Use Adjacent Land During Construction as needed in the normal course of
business on behalf of the Town, the original of said License to be filed in the office of the Town
Clerk and a report: on the status of such Licenses to be made to the Town Board on a monthly
basis.

RESOLUTION #156 - AUTHORIZE SOFTWARE PURCHASE FOR HIGHWAY DEPARTMENT
Cl T Hatfield offered the following resolution and asked for its adoption:
RESOLVED, that this Town Board hereby authorizes the purchase of two software
programs by the Highway Department for equipment and job costing in an amount not to
exceed $3,985, subject to said programs being year 2000 compatible.

J Bush - With respect. to Quarry Road, 111 submit a letter recommending what should
be done to Mahlon and let him look at it before I respond to Mr. Dolph or Mr. Novelli. •
No changes on Hunt Hill Road.
The cab and chassis that we. ordered were delivered within the 120 days. The next step
is to get them insured and take them to have the dump bodies and snow plows installed. Next:
month will provide information with respect to sending the old trucks to auction.
Cl Grantham asked to have the resolution for benefits for the temporary benefits for
Mark Sutton explained and was told those benefits are not generally provided for a temporary
position. Cl Grantham asked that in the future when this was done that the position as well as
the person's name be included in the resolution.
Supv Schug - Representatives of the federal government are coming tomorrow to look at
the dam and the problems that have occurred. They will snake some recommendations and
perhaps we can get some assistance from them to fix it up.

an open house at the dam because it was rained out last

SUPERVISOR
June Paramedics report, Justice report and Investment report were distributed to board
members.
Supv Schug - We have an update on Scott & Susan Adams who had asked us to •
subordinate our lien in order for them to obtain a mortgage. It seems that once the lending
institution understood the situation, they agreed that they would take second position.
Supv Schug - Jim Ray Mobile Homes has asked for a credit on his sewer bill. It's $1.60
per thousand, and he's only asking for partial credit. We gave Karel Westerli.ng credit, cash
money, $12,104.58. Jim Ray figures he lost 10,000,000 gallons. He is asking for credit
covering 3,313,500 gallons, which would be $5,301.60. His most currently quarterly sewer bill
was $4,300.00. We don't have a firm policy and he's not asking for the full amount. My
recommendation is to allow him $5,301.60 which will go across two more quarters by crediting
his sewer bill.
Cl Grantham - We need to establish a rule with respect to this.
C1 T Hatfield - We can do it without prejudice. There is no way to measure that actual
outgoing other than by the meter of what is coming in. If we authorize this credit against the
bills, he has in essence prepaid and prepaid a lot more than the relief he has requested. Given
that set of circumstances there is a logical reason to offer this sort of credit against his future
bills because he has already paid. But we should try to come up with some guidelines because
this will come up again.
RESOLUTION #157 - CREDIT JIM RAY MOBILE HOME PARK SEWER BILL
Cl C Hatfield offered the following resolution and asked for its adoption:
RESOLVED, that this Town Board hereby grants Jim Ray Mobile Homes a credit on his
sewer bill of $5,301.60, without prejudice, and authorizes the Supervisor to write a letter
advising him of the credit and fta ther asking him to attempt to keep better track of his losses.

Cl Grantham - Gordon Rowland has sent an application to Wendy Skinner to serve on
the County Public Information Advisory Board. He has not heard anything yet, but will let us
know when he does. He currently chairs the Department of Organizational Communication,
Learning and Design at Ithaca College. His work focuses on the design of social systems.
Chuck Gisler may be interested in serving on the Recreation Partnership Board,
Supv Schug - I've sent you some information with respect to soil and water mitigation.
These people who applied needed engineering help. It seems that the soil and water people
haven't done all they could. They went around and told people that the County had money to
fix flood problems and then asked the people whether the project had been evaluated and
prioritized by the municipal watershed for funding. The applications have been filtered out and
additional information has been requested of some. I told Mrs. Chen that I feel their water
problem will be solved by the Varna Il project if it goes forward because they have to fix the
dam up above and then the water coming down behind her place and the community center
should be taken care of by that project.
Cl Grantham - The Chen* foundation is almost: exposed now from the stream eroding.
D .Putnam - In order to get the County money, you have to get the Town or Village to
commit a third of the cost to work on private property. There is money there that I don't
believe will be spent unless it is a big project with easements, etc. It is not going to work for
the homeowner here and the little project there. Dryden is not the only place this has
happened.
Supv Schug - I have talked to these guys and they have come back now to help the
people do the paperwork. I did put in for funding for the Yellow Barn Drainage District
because maybe we can get some of the money back for the Town and help pay the bill for
engineering.
Cl Grantham - A couple of months ago I asked about the Bethel Grove parking lot and
lighting.
B Hollenbeck - I didn't realize that I was supposed to write the letter. I'll do it.
Supv Schug - Mahlon has reviewed the MOU from DOT. We have asked for a few
changes before we sign it. Needless to say, when they get all the changes from t:he City of
Ithaca, the County, Cornell University, it will take some time for them to make the changes. I
will get a copy to you as soon as the revisions are received.
Cl Grantham - Asked Jack Bush what equipment we store at Randy Crispell's for
$300.00 aye ar and do we normally do that.
J Bush - We store our roller, sometimes a backhoe and the mower tractor. We have
done that two or three years. I knew the equipment was stored there, but had not seen a bill
for it.

Cl Grantham - inquired as to the status of the union matter.
Supv Schug - We are going to get together with our attorney tomorrow if possible and
try to set up some dates to start negotiations.
Joyce Gerbasi - Wanted the Board to be aware that Senator Libous and two other
senators have introduced a bill in the Senate which is also to be introduced in the Assembly
that says that any cell tower which is located or camoflaged cannot be controlled by
municipalities and they also cannot contxol any cell towers on public land. It is called the
compromise bill. It is something that municipalities should probably be reacting to very
strongly. Barbara Blanchard has introduced it to the County saying that we don't have to go
with all these restrictive bills, they've got this compromise one in and it sounds fine.
Supv Schug - Mahlon, would you see if can get copies of them and well see what's
going on. We have a Tompkins County Municipal Officials meeting on the 27th and we can
discuss it there. If the intent is to take control away from Towns, we need to do something
about it.
There %711 be a meeting tomorrow night with the Planning Board, and the 2611, will be
the hearing in Varna on the Lucente project..
