HomeMy WebLinkAbout1999-02-03PH 2 -3 -99 TOWN OF DRYDEN 0 PUBLIC HEARMG - SCOTTIES AUTO REPAIR FEBRUARY 3, 1999 Supv Schug opened the public hearing at 7:301 p.m. and explained ghat Scott and Judith Adams have applied to put an auto repair shop in the building at 2171 Dryden Road. Scott Adams - They plan. to move their business presently located at the four corners in the Village of Dryden to Gene Rotunda's building where there was previously a cellular phone company. Supv Schug explained that the State will be working on Route 1.3 in the future and although they plan to keep traffic going, there will be some disturbance. He then inquired if anyone had any questions. Scott Adams - We have two portable lifts. It does not require any drilling into the ground. They have wheels and anchor themswhrrc Supv Schug - You have a disposal program to get rid of the oil? S Adams - Yes. ZO Slater - In his application he states he has a contract with an authorized hauler for fluid removal. • R Beck - This property is on its own well and septic system. It is on '/4 of a acre, so it would be grandfathered if they had to do repairs. ZO Slater - Any lot that was in existence before January 1. 1970, is grt3ndfat tiered or considered a non- con£ormuig pre - existing lot, therefore any system that is an acceptable system that will physically fit upon the lot is allowed to be used. Supv Schug - Inquired how many parking spaces there are. S Adams - Showed Supv Schug where the parking spaces are on the plan submitted, indicating there are eight. ZO Slater - I believe that there is at least room for eight, if not more. Plus he has one storage building in the back of the offices that would hold several more if necessary. S Adams - We %vill only use that storage space if we need it. We only work on three to five cars a day. We try to get cars right in and out. Supv Schug asked if they would be storing any junkers and Mr. Adams replied that they would not. Supv Schug asked if anyone in the audience had any questions and they did not. ZO Slater stated that he felt the appropriate thing to do would be to use the standard conditions of approval of 9 -8 -98, plus only vehicles awaiting repair be kept on the lot and of course his own vehicles, and assure access to the Elizabeth North property to the west because they share the driveway. Pagc I of 2 N Ift PI-I 2 -3 -99 Anthony Hamilton - presented an agreement: between Elizabeth North and Scott Adams regarding the use of the driveway and the use of the well. Elizabeth North - She has asked Mr. Adams to agree that he would not use the well for business and that he will drill a well v%%dthin two years. Air. Adams has agreed to this. The Board then discussed with Mr. Rotunda (oa*ner of the property at 2171 Dryden Road) whether drilling a well on the property x+ms possible. It was decided that was possible. Cl `l' Hatfield - Inquired about the hours of operation and whether there would be any operation on Saturday or Sunday. S Adams - We don't work on weekends. Supv Schug - That's really up to them, in there if you agree to do it within two years. and a copy brought in to Elenry's office. You should find out if Gene Rotunda - It should not be a problem. Supv Schug inquired if there were any other questions. There were not and the public hearing was closed at: 7:50 p.m. Page 2 of 2 TB 2 -3 -99 TOWN OF DRYDEN • TOWN BOARD MEETING FEBRUARY 3, 1999 Supv Schug opened the Town Board meeting at 7:50 p.m. Board members and guests participated in a moment of silence followed by the pledge of allegiance. Roll call by Town Clerk Bambi L. Hollenbeck showed the following in attendance: Cl Seek, Cl T Hatfield, Supv James Schug, Attorney Mahlon R. Perkins. Cl C Hatfield and Cl Grantham were absent. The Board reviewed the short environmental assessment form for Scotties Auto Repair. It was accepted as presented (retained in zoning office file). RESOLUTION f#86 - SEQR NEGATIVE DECLARATION - SCOTTIES AUTO REPAIR Cl Beck offered the following resolution and asked for its adoption: RESOLVED, that this Town Board issue a negative declaration based on the SEQR review for Scotties Auto Repair's special permit application. This is an unlisted action and the Town of Dryden is the lead agency in uncoordinated review. The supervisor is authorized to sign all necessary documents. 2nd CI T Hatfield Roll Call Vote Cl Beck Yes C1 T Hatfield Yes Supv Schug Yes RESOLUTION #87 - APPROVE SCOTTIES AUTO REPAIR SPECIAL PERMIT C1 T Hatfield offered the following resolution and asked for its adoption: RESOLVED, that this Town Board approve the special permit application of Scotties Auto Repair to operate a motor vehicle repair facility at 2171 Dryden Road subject to the following: (1) Standard Conditions of Approval (9 -8 -98) shall apply. (2) Hours of operation shall be 7:00 a..m. to 6 :00 p.m. Monday through Friday. 210 Cl Beck Roll Call Vote Cl Beck Yes Cl T Hatfield Yes Supv Schug Yes Minutes of the meetings of January 6, 1.999 and January 13, 1999 were then reviewed. One change was made. The wording with respect to the Telergy application was changed from special permit to site plan review. On motion of CI T Hatfield, seconded by Cl Beck and unanimously carried, the minutes of the meetings of January 6, 1.999 and January 13, 1999 as Samended were approved. Page 1 of 11 TB 21-3-99 CITIZENS PRIVILEGE OF THE FLOOR Supv Schug commented that: since the meeting in Ellis Hollow to talk about the NESTS 1qW program, some citizens have become alarmed believing that a four lane highway may come near their home. He suggested that an_v questions should be directed to Fernando De Aragon at County Planning, 274 -5560. No roads have been built and they have not decided where to put a road. They are doing an exploratory review of the project. David Chernoff, 264 Hunt Hill Road - Concerned about the conditions under which cable is offered to citizens. He has questioned Time Warner about getting cable several times since he built his house 10 years ago. After a complaint to the Public Service Commission he received a response from Time Warner stating that their franchise agreement with the town precluded them from having to provide service because of density requirements. He understands that the franchise agreement is up for renewal and asked that the Town consider this in their negotiations. C1 T Hatfield assured him that they would raise the issue. Robin Seeley, 332 Hurd Road - She called the highway department in the middle of the recent storm to tell them what a super job they were doing plowing. They are always there early in the morning and get it plowed right out.. COUNTY BRIEFING Mike Lane -They have had a report from Stu Stein, who heads the power committee, regarding the alliance for purchase of electric power that has been done for Tompkins and Tioga County. The group went out to bid for those customers which are allowed to bid for • electric. There were three bidders. The most reasonable Nvas a subsidiary of NYSEG. The evaluation of the bids was done by the County consultant. It looks like there is some savings. Remember this is only on the electrical generation portion of the electrical bill. The transmission and distribution is not affected. Low to moderate income people are allowed to purchase at this discount. They have probably the lowest decrease in rates, about l 11M. The rates of discount: increases over various users. Wi icipalities have a little higher rate and the biggest ones are the big users, such as TC3 which might qualify for as much as a 4% decrease. You will soon be receiving notification of this. If the Tourn elects to go uith this it will receive whatever discount you are given notification of by the energy company. You «Mil receive a separate bill for the provider of the electric generation. I would like to thank Jim Schug for coming out last. week to a meeting of municipal officials regarding the recreation partnership. It was a terrific meeting and very well attended regarding the potential renewal of the agreement between all of the municipalities in Tompkins County with the exception of the Towns of Newfield and Lansing, which could not participate. There are a lot of issues. Basically that group will have a smaller group move forward with some drafts of contracts and further discussions. It is hopeful the partnership will continue. The County's portion of the fiuid.ing for that which has been about $35,000 a. year expires at the end of this year with the expiration of the contract. That money has basically gone to offset the cost to the Towns and Villages. If there is not strong support come County Budget time for renewal of that funding, it probably won't be there. If you would like the County to be able to continue-that, you municipal organizations need to let us know that you feel that it is important to you. The cable consortium has held two public hearings regarding the cable renewal. • Page 2 of 11 TB 2 -3 -99 • There %sU be another meeting with respect to the Northeast Area Study on February 11 for pre -final recommendations. They are looking for another public meeting on February 25. If you get calls you can let people know that that meeting is going to happen. By March 4 they expect to take revisions from that public input and put into their recommendations and have final recommendations in late March. These are recommendations from a citizens committee to a sponsoring group. Ultimately municipalities will make any decisions as to whether to implement any recommendations, change them or reject them. With respect to the leachate treatment on Caswell Road, they (the County) are going ahead with having their consultant do some more work to reconfigure the leachate collection system and a cap upgrade which will include some more test wells, about a $26,000 study. This past week a representative from the Solid Waste Department visited the demonstration unit up at the Cortland landfill and also fall Trunity Micro regarding a new filtration process they have for leachate. That seems to be a. process that is better for an open landfill rather than a closed landfill. Public comments seem to be toward having a cafe at the library in the old Woolworth building. Mike Lane then introduced John Lampman who presented plans for the bridge replacement on lake Road. The bridge will have an area wide enough for pedestrians, striped for pedestrian traffic and Mike would like to see a pedestrian railing on it. The County did not feel there was enough pedestrian traffic there to merit a sidewalk. Supv Schug - We like the bridges to be wider so you have ten or twelve foot driving lanes and then another 5 feet on one side or the other so that the snowplow can plow the • sidewalk area. We don't have the equipment, manpower or time to clean sidewalks on. rural bridges. I would like to see a pedestrian walkway striped on, but a railing would interfere with plowing. John Lampman - The new bridge is longer than the old bridge, for hydraulic reasons. Some emergency repairs were done on the exisling bridge recently because of scour from the creek flow. The new bridge will be more than double the length of the old bridge which will lower the water level by a foot or two at the designed flood of 50 years. They are also filling through the little sag that exists in the road slightly to the north of the bridge. The road will be raised about a foot through there. The longer span of bridge will require a thicker slab going across the creek. There is a little bit of stream work to try to realign the creek. It makes a sharp turn at the bridge now and they are trying to soften that. They will armor the banks with heavy stone fill that there are no erosion problems. It is not considered a protected stream by DEC. They have been consulted a couple of times regarding the project and everything is fine with them. The existing bridge is 22' from base of rail to base of rail. The new bridge will be 30', so there will be 11' driving lanes, plus a four or five foot: shoulder on each side. The project is a $248,000 project. The cost of the repairs already done was about $4,200. Work will begin this year and the road will be closed for about 3 months, June, July and August. The contract calls for the work to be completed by the end of September, but the County is requesting that the bridge be reopened by Labor Day. Residents of the area will be notified of the road closing. Mike Lane - We are trying very hard to improve our communication about our projects. There will be more meetings with the public and more opportunity for public input so that folks don't feel ignored in the process. Supv Schug - With respect to the Game Farm Road project, we are looking to put a ®walkway or wider roadway the entire length of the road. John and 1 talked about doing one Page 3 of 1.1 TB 2. -3 -99 side, Ward Hungerford would like to do both sides and is putting in for federal and state • money. There is money available for a bridge as long as it is not on the county's five year plan. The lady engineer, Andrea, who lives in Freevillc has asked if I would sign off if necessary on a project for NU Street in Freeville near Mill Street Park. They will also apply for federal and state money to improve that area. John Lampman - They would like to add a pedestrian ,%"c kway to that bridge. It is a similar scope to the Game Farm Road project and there is history of vehicular accidents. We did hear beck from the region on the Freeville project and they seem favorably impressed with the plans for that. Supv Schug - We have investigated with John the Red Mill Bridge situation. John Lampman - We also applied for funding as a bridge project for that with the same program. We put in an application for a $765,000 project which would maintain the existing bridge as well as build a new one. We1.1 sec if it: goes anywhere, but: we are also looking at working with Historic Ithaca to put together an enhancement. project. They were very enthusiastic about the possibility of the project. Supv Schug - This would preserve the old bridge for historic value and provide a new bridge for vehicular travel, including fire trucks, etc. Dave Weinstein - Inquired if the County had contacted the fisheries group regarding the proposed work on the Lake Road bridge. John Lampman - Yes, they have talked with the fisheries people in Cortland the memo of understanding outlines from standards of procedure for work and that is what they will try to implement. 0 Cl Beck - Trout Unlimited also does work in creeks and might be able to offer some input. Robin Seeley - Has heard rumors about widening Ellis Hollow Road. Is that going to happen? Mike Line - There are plans to do some more work on Ellis Flollow Road, but there is also a commitment to having a public meeting before that: happens. We did meet with some of the residents in Ellis Hollow, but there will be another meeting. COUNCIL PRIVILEGE OF THE FLOOR Supv Schug - Deb sent a memo regarding the Cayuga Lake Intermunincipal Organisation and she wants Mahlon to take a look at the proposed resolution and we can act on it at the March meeting. Cl T Hatfield - Cable negotiations are moving forward. We have a meeting scheduled again for next week. We are looking at density and I am confident that we will be able to improve on that. We have a number of decisions. There has been a lot of work done by the commission and we will build on that. We will bring what we can to the Towm of Dryden and part of the deal will be that anything that comes out of the ongoing negotiations with the intermurucipal cable commission may be incorporated into our franchise agreement. We seem to be moving in a positive direction and I look forward to having something for the board to look at in April or May. Dryden School and TC3 will be wired for road ruiner. • Page 4 of 1. 1 TB 2 -3 -99 Mike Lane - Fire departments will be able to access training opportunities through fiber optics. He pointed out that the connection to Road Runner is not the connection to the INE.'T which gives the capability to broadcast on the public access station. That is an area that Time warner does not especially want to expand too much because it does not generate a lot of money. For communities, however, it would be extremely helpful. INET is basically another backbone of the cable system. ATTORNEY Atty Perkins - Last December I met with the Supervisor and Steve and Lisa Stelick to discuss some continuing issues in the delivery of the Dryden Youth Sports services. Since that time I have been asked to take a look at the whole question of recreation in the Town of Dryden, and that is the title that it should come under, whether it be the sports program, summer program, or whatever. The General Municipal Law contains a provision allowing the creation by the Town of a recreation commission if it decides that the commission should have the power to equip, operate and maintain playgrounds and recreation centers, etc. It doesn't seem to me that that is really where we are, but I think that under the provisions of the Municipal Home Rule, the Town could adopt a local law establishing its own recreation commission. My suggestion is, and this is a preliminary outline and suggestion, that by local law the Town establish the Town of Dryden Recreation Commission. We would set forth in the local law the powers of that commission. We would have between 5 and 7 members, appointed by the Supervisor with the approval of the Town Board. They would have staggered terms, 7 years, 6 years, 5 years, etc. We would require that they be residents of the Town of Dryden. From their own merubership they would elect a. Chairman and Secretary for one year germs and they would have the power to adopt their own rules of procedure. When the commission was formed the charge to them in the local law should be to identify what services in the Town are now delivered and how they are delivered. For example, we have an agreement with Cornell Cooperative Extension of Tompkins County to provide program and administrative services for Dryden Youth Commission. We have the Youth Conservation Corps which is a joint project with the City of Ithaca Youth Bureau. There is the recreation partnership board which we are a member of. There has been the American Fled Cross summer swim program. There is the Town of Dryden Recreation Program, Youth Football, Youth Basketball, Youth Wrestling and so forth. It seems that there are all of these youth recreation senxces and there is no cohesive overseeing structure to make recommendations to the town board about how they are delivered. The Commission could identify who is responsible for providing the services currently being delivered, identify sources of funding for each of the services, both from the town and from outside. The Commission should identify what other municipalities it could partner with to deliver these services, such as the existing recreation partnership. The Commission should develop a structure to advise the Town Board and oversee the delivery of all recreational services within the Town. The ultimate responsibility would still continue to reside within the Tours Board. If that is something that you are interested in pursuing, that is sort of an outline of where %ve are and how we could proceed. Supv Schug - Because of our school system being split between the towns as it is, it makes it difficult to get those youngsters out here to do sports, so I think we will still need to belong to the Recreation Partnership Board. The Youth Commission we presently have is ® youth at risk kids. It has nothing to do with recreation. The Town currently only pays into the football program. Kiwanis does baseball and Sertoma does soccer. Page 5 of 1.1 TH 2 -3 -99 Cl T Hatfield - There is a wealth of programs out there: and for someone just moving • into town it is difficult to find the opportunities that are there. Atty Perkins - Right. And this would he kind of like a clearing house. Supv Schug - The Town Board does not want to run the recreation program. We would like to have people be involved and do it %%hth the idea. of working with the schools and the County and their programs. We pulled out of the recreation partnership in the past because the City controlled all the funds and came back to us and said we need more. Several other municipalities pulled out also. We weren't sure of where the money was. going. Cl T Hatfield - There is some real opportunity out there for folks who are interested and have the time and the effort and the energy, if we can get them a structure that will allow them to have a voice. I think we should organize and pursue it. 'I'he only question I have is about a member being a resident. Could they be employed in the Town? We have never been real particular about borders when it comes to kids. We need to consider those people who live outside the town and whose children attend Dryden schools or are otherwise connected to the community. Mike Lane - We are unique in Tompkins County because the city school district goes outside of city boundaries and makes all this recreation planning very difficult. There is not another area in the state that has that same problem, so gelling this many municipalities to come together is quite a feat. Cl T Hatfield - But it is very necessary in order to deliver youth services. It becomes a struggle because young people want to play sports with the kids they go to school with. We need to design services that addresses that. is Supv Schug - In Tnimansburg, they have kids in their school from Covert, Seneca County. We have the same thing here. If a kid from Harford wanted to go to the City programs because we are part of it and they go to Dryden School I have no problem with that. One of the things we did mention was transportation for these kids. Can they get a bargain pass to ride the bus, because the bus gets expensive. Cl T Hatfield - TCAT is revising their schedule and visiting more rural areas. It uvas decided to move forward with this. Atty Perkins - I have talked briefly with Jack regarding Quarry Road. We are going to search all of the Town. 'Highway files for any evidence or proof or reports or observations that we may have so that we might make a case before we commence that action. We are not sure what kind. of proof actually exists. We do have a cost estimate and the authority to proceed, but we certainly want to make it cost effective and be sure that we can make a case before we start.. Jack and I will be taking care of that. Well have a report at the next meeting. TOWN CLERK B Hollenbeck reported that to date $3,081,615.37 in property taxes has been collected. She has completed a. microfilm grant application for over $40,000 in connection with our records management program. She suggested that the town. consider contributing some money to this project in next year's budget to demonstrate a commitment to records • preservation and management. Page 6 of 11 TB 2-3-99 ENGINEERING Supv Schug - I have distributed a Cortland Road Water Map, Plan & Report marked draft: copy. It has been gone over and somewhat revised so that there is only a couple more changes hopefully to make. Please take a look at it, review it, and well talk about it at: our April meeting and move forward. With respect to the Yellow Barn Drainage District, Supv Schug asked D Putnam to go over the long form EAF with Henry prior to the March meeting. At the March meeting we will go over the long form EAF and set: the public hearing for April. Residents will be notified once the public hearing is set. The board will hear comment from the public then. A copy of the map, plan and report will be available at the Clerk's Office. ZONING OFFICER ZO Slater - I wrote a letter to Advanced Moving and Storage and sent them copies of the appropriate mapping of their area relative to their connecting their driveway to Abbott: Road. I explained to them that the board had discussed the situation and that engineering had been involved and once they had plans we wanted to have a pre - construction meeting between our highway department, Miller Engineering, myself, and their contractor. I haven't heard back from them yet, but anticipate no problems. I advised them that we did not feel that March would be an ideal time to construct the driveway, but would like completion by June 30, 1999. I expect that it will go smoothly. With respect to Ottenschot, I told you that we had suspended their special permit and notified them by certified mail. As I suspected, being it was from the Town of Dryden, Mr. Ottenschot failed to pick it up and we have the letter back. Atty Perkins will discus.~ the neat steps to be taken with ZO Slater. ZO Slater - This week Elizabeth North of Dryden Road who has a HUD grant loan, came to me with a sheet to sign off because the NYS DOT is going to be taking some of her front yard for the Route 13 work. Last month we discussed this situation and Atty Perkins advised that the town has no interest in that situation. Cl Beck - Has Ottenschot continued to use the site? ZO Slater - I personally have not observed them using the site. D Putnam - I have seen them use it once three weeks ago or so. ZO Slater - My monthly report is there. We have not had a lot of building permit activity, new permits. But we do have some ongoing work. We have taken the opportunity to step up the public inspections and multiple residence inspections. ZO Slater - With respect to the Varna II project, 1 had previously advised you that I thought: that we had pretty much identified all the players and we had a commitment from all the players except DEC as to what each player's role would be. I contacted Mike Barylski and told him that we needed him to advise us in writing. He sent me a memo that a permit would be necessary. He did not tell me what it would be necessary for, but our discussion was centered on the stream that would discharge from the holding pond and travel to fall Creek, being that Fall Creek is protected. by DEC. I talked to Bob Hamer (Lucente's project engineer) several times in the last few days. I•Ie has been in contact with DOT in Syracuse and in contact: with Mike Barylski. They are working on getting plans that will be satisfactory to both of those Page 7 of 11 T13 2 -3 -99 agencies_ I have also talked with Mr. I•Iarner about making sure that this time their SEAR plans documentation and thou building plans actually match. Before they submit, they will make sure they have matching plans. Once we have comment from all those other involved agencies, then you might have reason to go back into public hearing with recommendations from each of those agencies. David Weinstein - There is also a dam permit group, not part of Barylski's group, who should be involved in that. ZO Slater - The dam permit comes from Syracuse, you're correct, and they will be involved and work in conjunction with each other. Last month the Supervisor met with the Planning Board and formulated a plan for how to approach a long range planning effort. The next meeting is February 18, Atty Perkins - I haven't looked at the mortgage that this release for Mrs. North refers to so I don't know really what it says with respect to the interest of the Town of Dryden, but what this is is a release by the Town of any interest it might have in any award which is made to M. Elizabeth Hamilton for the taking. Really what we should do is take a look and see what the mortgage says and then have the board make a decision on what it wants to do. The problem is that you don't want to set a precedent that you will always just give up any claims you have. 1 will look this over and we can address it next month. Dave Weinstein - Inquired what the reason was for suspending Ottenschot's special permit and ZO Slater advised him it was for failure to install the permanent: access gate by ,January 1 of this year. DEPARTMENT OF PUBLIC WORKS 0 L Carpenter - With respect to the back door replacement.. the masonry work was done yesterday and they will be in Monday to do the steel work. The overhead door has been briefed and I e.\I:)ect it to be done the end of next week. We had four runts in here on Friday and have six new telephone lines installed and working. Supv Schug - Larry would like permission to trade in and buy another backhoe. The cost of a new one with everything we need on it is $46,9741 $40,000 trade in, cost to the Town $6,974. Because of the time we've had it., the hours on it, it comes to about $700.00 per year. L Carpenter - Last time we lucked out and bought the E model for the D price. That cost. us $41,403. It is an upgrade in machine. He explained that they changed models during the bid year and the got the upgraded one for the old price. The Board felt that this was a good decision. RESOLUTION #88 - APPROVE BACKHOE PURCHASE C1 Beck offered the following resolution and asked for its adoption: RESOLVED, that this Town Board hereby authorizes the purchase by the Department of Public Works of a backhoe at the state contract price of $46,974.00, the old backhoe to be traded in for a $40,000.00 credit toward the purchase price. 2nd C1 T Hatfield • Page 8 of 11 TB 2 -3 -99 Roll Call Vote Cl Beck Yes Cl T Hatfield Yes Supv Schug Yes Supv Schug - They would like to bid a law tractor from John Deere the same si n ze and type of machine we presently have. John Deere bids used to be 49% off list, they have since lowered that to 28%, which is still a bargain. We have a 1995 machine now. Larry feels we can bid it out at a minimum bid of $4,000 and get probably more than that for it. Over the four years, we've been running that mover for $655.00 per year, not including gasoline. RESOLUTION #89 - PURCHASE JOHN DEERE TRACTOR & SELL OLD TRACTOR AT BID Cl Beck offered the following resolution and asked for its adoption: RESOLVED, that this Town Board hereby authorizes the purchase by the Department of Public Works of a John Deere tractor with mower at the state contract price of $6,623.28, and it: is further RESOLV*F,D, that after delivery of said new John Deere tractor with mower, the Department of Public Works shall put the older tractor /mower out to bid with a minimum bid of $4,000.00 2wil Cl T Hatfield Roll Call Vote Cl Beck Yes Cl T Hatfield Yes • Supv Schug Yes HIGHWAY DEPARTMENT J Bush - Still moving forward with the trucks. Being as it: is such a big purchase he is taking it slowly to ensure that we get what we are looking for. He has visited several truck and equipment establishments, including some of the workers to get their opinion on what the trucks should have. He will spec it out and go ahead with the bidding process, giving several different companies the chance to bid on the tricks. It will be the truck separately from the snowplow and dump body. There will be two different dump bodies, one being a regular box except that he is asking that it have 190,000 psi steel floor in it. The truck will be replacing a truck that is currently used on the ditching crew and from time to time may haul large rocks. The other box will be a sanding box that will spread the sand in front of the tires. Supv Schug - Jack has done a lot: of research and some travelling. He has learned a lot, along with the guys who have gone with him. We are facing the project in the right direction. 1 would like to suggest that as long as we are going to bid the truck and we don't have to accept the bids, that if you get the bid specs ready, that you make copies for all the board members and myself, and we will give you permission tonight to go ahead with the bid process. Jack will be prepared to give us the state price also. J Bush - From what I understand the County would not have a problem with us tagging on to their previous bidding, but there may be a problem with the auditing by the state. I want to slake sure about this. The Town of Virgil recently got a nice truck with a side -tip dump box. I didn't think we were going to consider something like that because we've had some problems with the one we have, but they seem to have made changes to the box which would eliminate ® the problems we have had in the past. One of the other reasons for considering this style box is that with changing the plow routes, I want to make sure that the truck that does that area is Page 9 of 11 TB 2m.1-99 going to have enough sand to do the route in one trip and not have to make two trips. Mike bane - They are changing some of the routes that make it less important that the trucks start from that point. It would require quite a bit of improvement to fix that: up. D Putnam - It is in the Town of Groton and I would suspect that because of the nature of the facility and the age of the facility that there is probably dirt contamination of some sort. Supv Schug - The Town of Groton, Teresa Robinson, asked me to let you know that if any of you are interested in going to the Association of Towns meeting in New York City, February 14 - 17, they are having a bus leave from Groton. If you are interested, let Teresa know. I got a note today from the Dryden Township I-Iist:orical Society and a gentlemen who used to live in the Town of Dryden, a Mr. Charles M. Sandwick, Sr. He did some research on Gee Hill Cemetery which is very interesting. I will write and thank him and turn this over to Bambi to put in the vault. Zorika Henderson is asking that we have every other meeting at the Varna. Community Center. We did agree that when there are items that greatly affect that area of town we will move a meeting over there, and we have. I don't know that we should have every other meeting in Varna. C1 Beck - I agree that when we have an important issue there it's appropriate to move the meeting there, but 1 can't see doing every other meeting. I think we need to have a site for a. meeting and that's where it is and the public 1Qiows that the Town Board is going to meet and where. I think its great to have a meeting someplace different once a year or so, but we need to be basically consistent. Supv Schug - You have a copy of a letter on Telergy from Dick Comi and Telergy he figures will come to the gable and talk to us, but it may be that we have to put a little heat on them. if that is the case, Comi will be writing a suggested letter and forwarding it on to Mahlon. Mahlon will review it and if he agrees, will forward it on to Telergy, Some time ago we talked to the State Police. We were able to keep them in the Town of Dryden. They have asked for some assistance with some materials they need for the new building, and I would ask that we make a resolution that we make a donation of $1,000 to be used toward furnishing the State Police Barracks with materials that they wouldn't normally have at this time.
