HomeMy WebLinkAbout1998-11-05TOWN OF DRYDEN BUDGET HEARING NOVEMBER 5, 1998 Supv Schug called the meeting to order at 7:15 p.m. and explained that we started with a preliminary budget. The town tax planned reduction in the tax rate was 9.601/o, and we were down to 2.043. We have had some changes in that preliminary budget and now the reduction in the town budget is 8.44 so the tax rate is 2.069 for 1999. That is down from 2.260. The special districts pretty much stayed the same. The board members have reviewed the proposed budget. Supv Schug inquired if anyone in the audience had any questions or comments. Chris Easton - My question relates to special districts. My name is Chris Easton. I am chief of the Varna Fire Company and reside at 10 Freese Road. With respect to the fire companies I think I saw about a 2% increase across the board. Supv Schug - There is a two percent increase for any fire company whose budget is over $100,000. It was 3% for one fire company that had a budget of under $100,000. Next year probably everybody will get the 2% because everyone will be over $100,000. That is what we did last year. You know, Chris, that we separated out the $5,000 sharing money that doesn't get included in the budget. It's over and above what is in your budget. What we are doing this year, and I haven't had a chance to talk a lot with you and the other fire chiefs, but when Jack Miller came and talked with us about radios. People ask why the fire rate goes up and one of �- the reasons the fire rate goes up is that most of the money we get in is turned around and turned over to the fire companies. There is no money that is not spent. Anyway, what we are doing is putting away $25,000 for up to three years. It will stay Town money, fund money. We are doing that in case Jack gets his dream wish. As you know, the County goes so far and then they say well if you want a radio in your truck you'll have to pay half or whatever. So anyway, all we are trying to do is hedge our bet. Chris Easton - This is one of the reasons that I like working with the Town of Dryden. You guys have good foresight and that is just another prime example of it. Supv Schug - What we are trying to do is pay for it a little at a time so that nobody gets killed on the rate. And if we need the $75,000 three years from now, well have it. If we only need $25,000 three years from now, then the fire rate will go down accordingly. We don't want to see the fire companies work short on anything. That's where the sharing money came from. We don't want anybody hurt. Chris Easton - Great. No more questions. Supv Schug asked if there were any other questions concerning the budget and there were none. The hearing was closed at 7:30 p.m. • i ek TB 11 -5 -98 TOWN OP DRYDEN SPECIAL BOARD MEETING NOVEMBER 5, 1998 Supv Schug opened the special board meeting at 7:30 p.m. Board members and guests participated in a moment of silence followed by the pledge of allegiance. Roll call by Town Clerk Bambi L. Hollenbeck proved the following in attendance: Cl Ron Beck, Cl Thomas Hatfield, Cl Charles Hatfield, Cl Deborah Grantham, and Supv James Schug, Supv Schug explained that the first order of business concerned the 1998 budget and the transfer of $1,950 to the tax collector in order to purchase stamps for tax bills. RESOLUTION #227 - TRANSFER FUNDS FOR STAMPS Cl T Hatfield offered the following resolution and asked for its adoption: RESOLVED, that this Town Board transfer $1,950.00 from A1990.421 (Contingency) to A1330.4 (Tax Collector)for the purchase of stamps for the tax bills 2nd Cl Grantham. Beck Yes T Hatfield Yes C Hatfield Yes Grantham Yes Supv Schug - The next thing is to increase the tax collectors postage account by $1,000 for 1999. 0013 aKI TB 11 -5 -98 RESOLUTION #229 - INCREASE TAX COLLECTOR POSTAGE - 1999 Cl C Hatfield offered the following resolution and asked for its adoption: RESOLVED, that this Town Board increase A1330.4 by $1,000 for tax collector postage. 2nd Cl Grantham Roll Call Vote Cl Beck Yes Cl T Hatfield Yes Cl C Hatfield Yes Cl Grantham Yes The Town Clerk explained that the principal reason for this increase has to do with the new taxpayer's bill of rights. It is now necessary to mail a receipt to each property owners whose taxes are paid through an escrow agent. In the past receipts were forwarded to the escrow agent in postage paid envelopes provided by them. Supv Schug - We need to decrease account A1490.001 by $3,999 and increase account A1490.112 by $3,999 for the public works department.. This is a change in the public works supervision, the reduction and the pay, based on what happened with the election. It stays in the same department, but it goes away from the supervision from the public works department. Cl Grantham - I don't have a category 112 in mine. What is 112? Supv Schug - 1490.112. Cl Grantham - Right. I have 111 and 113. Supv Schug - It is taking it out of the supervision and putting it into the ... Cl T Hatfield - It is a separate line item. It is creating 1121 Cl Grantham - OK. What will 112 be for? Supv Schug - For payroll in the department, not for supervision. We went over this when we did the preliminary budget. Cl Grantham - I don't remember you telling me this. I did a separate session with you. Supv Schug - No, I'm sure I went over this with you. What it is is with the vote changing, like we talked about, the highway superintendent is supposed to get the money for being supervisor for the public works department. We are reducing that from $4,000 to $1 and the other money is going back into public works. Cl Grantham - OK. Normally we have about $1,500 or $2,000 in that account. We haven't fixed any machines in a good number of years so I wouldn't doubt that a couple of them need work, so that is what this is for. It is an increase in the funds. It was included in the water and sewer districts when they were drawn, and we are asking that the Town Board relieve this property from water and sewer assessments for the year 1999. RESOLUTION #234 - RELIEVE PARCEL #52 -1 -28 FROM WATER AND SEWER ASSESSMENTS FOR 1999 Cl T Hatfield offered the following resolution and asked for its adoption: RESOLVED, that this Town Board relieve parcel #52 -1 -28 from water and sewer assessments (Turkey Hill Water & Sewer Districts) for the year 1999. 2nd Cl Beck Roll Call Vote Cl Beck Yes Cl T Hatfield Yes Cl C Hatfield Yes Cl Grantham Yes Supv Schug - reminded Board members of a meeting at the Ramada Inn on Triphammer Road on November 7 at 9:00 a.m. regarding new members to the Ithaca Area Wastewater Treatment Plant and the grant funds which are now available. There is a lot of money at stake, and if we can put the coalition together and bring those other people in, what will happen is Tompkins County will be a real leg up. We are also working on our water as you know, which isn't involved in this thing, but by Cornell and Bolton Point getting together and taking on the City of Ithaca and Cornell University as partners in Bolton Point, then we would have two plants but one water service for all the towns involved. This meeting will help to bring you up to date on what is happening. At 8:15 p.m., on motion of Cl T Hatfield, seconded by Cl C Hatfield, and unanimously carried, the board adjourned to executive session for personnel matters. No action was taken.
