MONDAY, DECEMBER 12, 1995, AT 7:30 P.M.

Moved by Mr. Sovocool, seconded by Mr. VanBenschoten, to approved minutes of
November 7, 14 and 18 as mailed. Ayes - Sovocool, VanBenschoten, Robinson.
Claim Nos. 203 to 221 of the Highway Fund in the amount of $20,415.35 and
Claim Nos. 279 to 319 of the General Fund in the amount of $64,256.16 were
presented for audit. Moved by Mr. VanBenschoten, seconded by Mr. Sovocool,
that the bills be approved for payment. Ayes - Sovocool VanBenschoten,
Robinson.
LIZ BRENNAN - BOOKKEEPER - Handed out monthly report for month ending November
31, 1994. Also handed out detail of expenditures and revenues for month
ending November 30, 1994. We need a resolution to transfer funds and another
resolution to encumber funds for Youth Services. As part of our highway funds
we have $10,000 on a line item to transfer to capital reserve. I recommend
that we don't. It really looks like there might be a shortage there. Rather
than have a shortage in the fund balance or add to the shortage, we probably
should transfer the $10,000 in the general fund, I think that's probably okay.
We're putting in a new fixed asset program. There is a lot of cards that
have very small amounts on them which we will be pulling out. I'd like to
recommend that the amount of purchases be raised to $200 or $250. It really
should be for major equipment items. Calculators are getting cheaper and they
don't last as long. We can group smaller items together.

RESOLUTION NO. 78 - APPROVAL TO ENCUMBER FUNDS

encumbered for Youth Services.
GEORGE SENTER - CODE ENFORCEMENT OFFICER - Year -to -date building permits
issued:
1993 - 95 15 Homes 15 Mobile Homes 65 Misc.
1994 - 87 5 Homes 13 Mobile Homes 69 Misc.
All life safety inspections are current. Motor Vehicle Repair Shops will be
complete in December. Joe Allington's place in McLean has been cleaned up.
LELAND CORNELIUS - HIGHWAY SUPERINTENDENT - The gravel bank has been
completed............
KARL HECK - TOMPKINS COUNTY PLANNING DEPARTMENT - Updated board on new HUD
rehab project that has a deadline date of Feb. 21. It has a one, two and
three year funding up to a maximum of $400,000.00. The environmental review
for the current project is in the paper. We have to have justification for
second grant. We will have to schedule a public hearing for January.

RESOLUTION NO. 79 - AUTHORIZATION TO APPLY FOR GRANT FROM THE
U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT 9 (HUD) SMALL CITIES COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAM

Whereas, the Town of Groton is an eligible applicant for U.S. Department
of Housing and Urban Development Small Cities Community Development
Block Grant (CDBG) program, and
Whereas, the Town of Groton has shown an interest in applying for funds
through this program, and
Whereas, surveys of the Town have determined that housing rehabilitation
is a necessary and the best use of HUD funds, now therefore be it
Resolved, that the Town of Groton authorizes the submission of a HUD
Small Cities Community Development Block Grant, and further
Resolved, that Supervisor Teresa Robinson is authorized to sign all
necessary documents on behalf of the Town.
RESOLUTION NO. 80 - SCHEDULE HEARING FOR HUD GRANT

Resolved, that the Town Board does hereby schedule a public hearing to
be held on Monday, January 9, 1995, at 8.00 P.M. on the 1995 Small
Cities Program and Comprehensive Housing Affordability Strategy.
RESOLUTION NO. 81 - 1995 STATE REGISTER SUBSCRIPTION

Resolved, that the Town Board does hereby desire to subscribe to the
1995 State Register.
All those planning to attend the Annual Association of Towns Conference in NYC
should be thinking about making reservations. It is being held on February 19
- 22. The Business Association is having their Party at 5:00 P.M. on December
21st. The Village Christmas Party is on December 15 from Noon til 6:00 P.M.
Walpole's party is December 29th from 3:00 P.M. on.

Moved by Mrs. Robinson, seconded by Mr. VanBenschoten, to hold the 1995
Organizational Meeting on January 9, 1995, at 7:30 P.M. Ayes - Sovocool,
VanBenschoten, Robinson.
Supervisor Robinson reported the following:
1.Town Board Members to meet with Planning Board Members on Thursday,
December 15th at 7:30PM to review proposed Land Use and
Development Code prior to holding a public hearing.
2.Sound System - Several ways to go. Do you want to have microphones
built into these desks or do you want something that you could set
on them or something that hangs? Price ranges: The Calf Company
is very professional - includes elaborate sound system and taping
of all meetings and hearings. I lean towards Calf because I think
they know what they are doing. Calf will be less than $10,000.
Another one will be $3,000 or $4,000 and the other one $2,000. Do
you want me to start? Councilman Sovocool said $8000 for a sound
system is a lot of money. Councilman VanBenschoten said he would
like to see it first. Do you want me to see if they have
something they can set up? Consensus of two Board Members present
was yes.
3.Diversified is doing fine. They are keeping their payments of $500
right up...........
4.Have written letter (not sent) to the trucking companies using Old
Stage Road. Sent it over to Attorney Casullo to have it checked
out. Do we want trucks stopped on that road or do you want them
to follow regulations that we now have on that road? We have four
ton per axle or 20 tons for the 18 wheelers. Milk trucks weigh
more than that. Attorney Casullo said we could lower weight or
close road to through truck traffic. Leland said he needs a
couple weeks to get signs up. After that, letter can be sent to
truckers with copies to all law enforcement agencies.
RESOLUTION NO.82 - APPOINTMENT TO TOMPKINS COUNTY CABLE TV
COMMISSION

Resolved, that the Town Board does hereby appoint Ronald Weins to the
Tompkins County Cable TV Commission.
There being no further business, Mr. Sovocool moved to adjourn meeting,
seconded by Mr. VanBenschoten, at 9:10PM.
