HomeMy WebLinkAbout1997-10-14ltd TOWN BOARD MEETING OCTOBER 14, 1997 Supv Schug called the meeting to order at 7230PM Members and guests Lloyd Present: participated Schug, Clp Grantham, Hatfield, in a moment of silent meditation followed by the Pledge Site Plan of Allegiance. minutes Roll call was by Town Clerk Lloyd Present: Supv Schug, Clp Grantham, Hatfield, Atty Perkins, Z.O. Slater APPROVAL OF THE MINUTES: Clp T. Hatfield, was Clp C. and Hwy Supt Gilbert Hatfield Motion was made by Clp T. Hatfield and 2nd by Clp Grantham that the Site Plan Review minutes of 4 -8 -97 be approved. Carried Motion was made by Clp Grantham and 2nd by Clp C. Hatfield that the Site Plan Review minutes of 7 -8 -97 be approved. Carried i Clp Grantham - SPR 8 -12 -97 on page 3 under the condition of the resolution SPR #4 condition #1 the word installed be added after local delivery. Motion was made by Clp Grantham and 2nd by Clp T. Hatfield that the Site Plan Review minutes of SPR 8 -12 -97 be approved after inserting the word installed after local delivery. Carried Clp Grantham - delete the words Town Board meeting on the first two public hearings held 8 -12 -97 and put Special Permit Hearing for HUD and Bell's Auto. Also change spellings of names, Reed to Redd, Healy to Huling and Bower's to Bauer. On page 17 and 18 change 3/4 to 3 to 4 years. Clp Grantham - questioned resolution #155 on town board meeting 9 -2 -971 thought that should be in the 8 -12 -97 minutes to continue the special permit hearing to 9 -2 -97. Town Clerk Lloyd checked the tape and the resolution was made at the meeting held on 9 -2 -97 and only was mentioned on 8 -12 -97 to continue Bell's Auto on 9 -2 -97 along with the HUD hearing.. Motion was made by Clp Grantham and 2nd by Clp T. Hatfield that the minutes of town board meeting 8 -12 -97 be approved after the corrections have been made. Carried Motion was made by Clp Grantham and 2nd by Clp C. Hatfield that the minutes of SPR 9 -2 -97 be approved. Carried Clp Grantham - heading should be special permit hearing instead of town board meeting held 9 -2 -97. Motion was made by Clp Grantham and 2nd by Clp T. Hatfield that the minutes of town board meeting 9 -2 -97 be approved after ' heading has been changed from town board to special permit hearing. Also, on page 6 L nserting the words all board members agreed and accepted item #17m Carried CITIZEN PRIVILEGE DF THE FLOOR Erica Evans - read the following statement - I have asked to coam before you to express my thoughts regarding your decision to grant the zoning variance for the old fire hall in Varna. I want to tell you right from the start that I don't have any axes to grind and with anyone in Varna, nor the fir%emen. I am aware like you are that there isn't a unan). "OUs voice in Varna. Some people who have worked verzy hard to keep the center open But hav€ used it as their own bailiwick denying access to youth groups. You ina.y remember that in the 50's and 50's and early 70's the Varna Community Cey -ter was least 1 LL with activities of all kinds. We had one of the outstanding boy scout troops, Troop #45 of Varna and yes evert Forest Home and Ellis Hallow chase to be part of it. We had a going girl scout tromp as well and there was home bureau, art clubs and a senior group to name just a few, all working together. It w,�asrr't just a hamlet of Varna, it was the entire district, the trailer parks, Turkey Hill, Baker Hill, Route 366 and lilt. Pleasant. Then some of the children as it is bOUnd to happened grew up and went to college or to other JObS or cities_ Then there are the young people who got their start and training at the Varna Community Center continue to work with youth and use their training to go farther for their selves or tiD the communities in which they moved. But, there weren't any new leaders and very few fermi1ie with young children and the community center became more of a senior center, a goad use at the time, donr t get me wrong but not necessarily what ought to be the stile functir,nm When the person who schedules the center was approached by another person wanting to start a 4 -H group she was repeatedly turner:) down. The yl�un erg residents were discouraged. Now with this new crisis there seems to have been a rebirth of spir ;it Of courage Xn Joining of the old and of the young. I am a member of the Dryden, Town Planning Board and I feel very ft�ktstrated_ I am not speaking for the ,ether members of the plav) ping board. I am only speaking for myself. If the Town Bnar^dd can not see the future, if the Town Board can only see the immediate prOblem, not what they COUld accomplish by looking ahead a few yew's and how they could help a Community rebirth I wonder what good a Planning b1_iaErd can do. When West Dryden asked TP14 -14 -97 Page 3 for help in refurbishing the historic building to have a community center the beard enthusiastically helped and they helped them have a community center where all of them could meet for youth and old people. Granted the Varna buildlitrig is far from historhic, although it has an interesting history. With the new Pleasant Mok.t 7tain subdivision plarined gust about 1/2 mile from it, a well organized community cer5ter bustle with activities could serve well arid dry a lot to help influence your g farailies who settle there and help the community. A community center would certainly fUnCtion better without a garage at its side. Why did the board igkiore this fact. I believe it is the case of the left hand not caring what the right hard is doing, or to put it more directly of orie board not caring what the other plans, and I really worry about the Town of Dryden. Marshall Taylor, 61 Turkey Hill Road - I also wish to say I wan disappointed in the boards decision for the special permit. Practically disappointed when the hoard saw fit to change from a pu1311'tc Uze non profit organization to a commercial use for a building attached tc, the community center; representing no change in use. Therefore the beard didn't have to consider 1�ts pairticular ruses and regulations in zoning. I arii disappointed in that, but I have a bigger issue in terms of how the bQRrd does land use planning ih this area and I have a partXCUlar question. What is the Dryden Town Board going to dry to make sure Varna, the il]age of Dryden and other hamlets in the Town of DT�yden doesn*t end up like McLean in the Town of Groton and wake up with a strip L oint next to the community center. Ilan Hill, 230 Pinckney Road - wondering when arid if there is going to be some action taken for the flood control. I was flooded 2 years ago, 3 different times. There has been some Work done there. qs you know from the report there is quite a bit to be done. I am very concerned because I don't want to get flooded again and i do have some money which I borrowed,, bUt I don't want to use it until I know what is going to happen with the fled control project. I would appreciate in having some direction, Supv Schug - we have already talked and are corresponding with the county to make arrangements tiz) start work. on drainage along Pinckney Road. The Town Board commissioned T. G. Miller to look at the watershed to see where it came from. It is coming as far away as West Dryden Road. This is a big drainage area, and if the bridges and culverts are changed it should take the water. HIGHWAY SUPERINTENDENT Supv Schug - wanted to know if Snyder Hill Road at Peregrine Hollow is complete_ Hwy Supt Gilbert - the shoulders have to be put on which will be done next week. Clp Grantham - wanted to know if he was going to do the. transitions on to the driveway because they are not very long? Hwy Supt Gilbert - we did 4 or 5 up there last week. Clp Grantham - thought they should be extended back a lot further. Hwy Supt Gilbert - I have had no complaints from the people. Clp Grantham - they have complained to me. Hwy Supt Gilbert - if we can find more money with what we have left I will be glad to do it. Clp Grantham - wanted to know if Genung Road was finished? Hwy Supt Gilbert - for this year it is, next year will be a major pro j ect . Clp Grantham - wanted to know if Genung Circle was finished? Hwy Supt Gilbert - yes, it is with chip seal. Clp Grantham - I walked on it this weekend and there was loose stone and the fabric is sticking up through the asphalt. Hwy Supt Gilbert - will go over and check it out. Supv Schug - told Gilbert to stop and see if the people are satisfied with work done on Snyder Hill Road at Peregrine Hollow, Hwy Supt Gilbert - sealing of all 1997 paving projects - all complete. Supv Schug - such arrangements Should be monitored by the Town Highway Superintendent when they apply to roads. Hwy Stkpt Gilbert - there is ons house on the road and according to the resol"tion there were not to be any houses on the road until it was complete. Gave board members copy of resolution. Suter - it is a subdivision of 19 to 20 lots owned by Doug Sutton which was first reviewed in 198+4 - 1985. Loving it into the 5 year bridge plan means the town would have to spend some money on tamporary repairs. The county also has to do some work 00 5Lkpports under the bridge. We are going to try and have our repair work and their repair wort done at the sarnai time. The road would be closed for at least 2 weeks to get the work corllpletcad. The highway funds have been expendedp but bath the county engineer and Don agrees that the plates at either end of the bridge should bo fined.
