The 911 should be in effect by August 3rd. PUSLIC HEARING VARNA FIRE DEPARTMENT Minutes of the public hearing called to order at 7:45PM Supv Schug - there was a request for a public hearing to be held by the Varna Fire Dept, because they want to barrow money to purchase a pumper tanker and a heavy rescue vehicle. Alan Berger, from Varna Fire Dept - this hearing is to qualify for financing terms in order to qualify for tax exempt £i nancing and a better loan rate. This loam will be about a 6 percent rate. The fire department has about. 5200,000.00 in savings most of which was saved for the tanker pumper. The financing serves to give us a little bit of a safety margin so that we can keep some of our operating capital as opposed to spending it all at once and provile a small amount of extra income on whatever difference we can get the financing rate and our investments. Closed public nearing Members by Clp and guests participated in a moment of silent meditation followed the town board by the Pledge of Allegiance. Slater APPROVAL OF THE MINUTES Motion was made by Clp C. Hatfield and 2nd by Clp T. Hatfield that the town board minutes of 4 -8,97 be approved. Carried CITIZEW PRIVILEGE OF THE PLOOR Jim Manson, Tompkins County Planning - discussed the open space program - {copy in minute book} - board members have copy. DEC has set up an open space program. This relates the local situation to the overall open space master plan that DEC puts together. In 1991 we notified the muricigalities that we were going to be involved in this program and we invited their input as well as the input of 46 agencies that hava. some relationship to open space planning, reczeation planning. There ars some projects located in the Town �3 TB7 -a -97 Page of Dryden. The process is that anybody can nominate sites they think DEC should know look at in terms of preserving and/or acquisition. The final determination is made by the municipality. The townlvillagi�t them would have to agree and so would the property owners that it would be workable with them. Katy Borgella due to the lack of time we went to the Environmental Management Council and asked them to prioritize sites within the county. Their #1 site was the Beaver Brook complex. The last meeting before the finalization of the sites we asked them to add this site to their list because of the rare floral on the site and unique bog and glen complex. Lime Hollow nature site was already approved so trii$ would be contiguous grouping of wetlands. The plan gets updated every three years and the munioipalities will be informed. To nominate a site you need a sketch map and a little narrative about it and what makes it unique. Beaver Brook does not make the top ranking for DEC or State Parks and Recreation priority. Unless the town or some group wants 'to push for a state acquisition form nothing will happen. You get extra credit points if a site is on the list that you are trying to acquire or get grant money for. A group of people on a regional level felt that this area was very important for regional open space and if the town or some group wanted to go ahead with a grant application it would be given higher rating. Supv Schug - wanted to know if these sites that are on the list are just that. Katy Borgella � correct Supv Schug - I am sure that people who own the land don't even know they are on this list. There was some discussion about a post -a -john and was decided that hi� would not have one. Rep. Evans - t_ha� county board has finally passed a code of ethics law. Co. Rep. Evans - there will be an issue coming before the county board to change the Chanter. They are considering to change the number of board members 15120 to 11119. The reason for doing this is because when we reapportioned last time it was questionable that the city could maintain 5 representatives or have to coo to four. When we reapportion the next times it is pretty clear that either the city will have to go to 4 or the size of the county board will have to increase. Co. Rep. Evans - GIS is finally under control. We have a plan and will know what it will take to finish, We wX-11 not be able to implement the total electronic mapping for the county before we look at the reassessment that we are proposing to do in the year 2000. Co. Rep. Lane - reported a Supervisor the Rural Urban location of its meeting pl transit center. They plan part of what they consider meeting in Danny and have in the different towns. t the urging of the Town of Dryden Coordination Committee has changed the ace. Lane - they are starting to work on their budget program. qPThey have told the department heads and program committees they will not accept a budget with any increase. Any increases apply for the grant incc:Iudinq This would additional cost for labor cost or continuing cast will have to be brought: forward as a special request. The reason for this is to get rid of all of the fat. We want the department heads to tell us what they can do without. Co. Rep. Lane - Commercial Canter revitalization grant program from the county - the planning committee hopes to see some of the areas of Dryden apply for the grant program, This would be an opportunity for Etna, Varna, McLean as well as Dryden and Freeville. Any of these commercial areas. Co. Rep. Lane - Intermunicipal Cable Commission on July 23rd - the subcommittae on access will bring forth a resolution which will ask the public service commission to commance acting as a facilitator between the city and the cable commission on trying to come iAp with an idea as to how we could work together under the current cable regulations. COUNCILMAN PRIVILEGE OF THE FLOOR Clp Grantham - safety/security program with high school - reported that Don Tromhley has this on his priority list. There is a meeting scheduled 7 -24th and this is on the agenda. They hope to assign someone to work with the town. ATTORNEY Atty Perkins - Cortland Paving (Ottenshot) - they hope to have the discovery completed by the end of the summer and will be moved to the trial calendar, High School Road - acceptance board members have copy of memo. Since our last letter to the Town Board of May 299 1997 we have completed the following work, 1. We have completed the-HauIJn Ash portion of the mitigation worm across from the entrance to Pe regrinc Hallow. This work included, moving the driveway culvert and driveway to the west, planting tea pine trees, supplying topsoil to level old driveway area, raking, seeding and mulching. The mitigation work is 100% complete for Hauling/Ash. We also replaced and moved his damaged mailbox. 2. We have retired the two water services at Snyder Hill Road. This included bringing new water service to 329 Snyder Hill Road and moving the water meter from Snyder Hill Road to the basement of the house at 329 Snyder Hill road. 3. We tried to secure another contractor, because Don Armstrong was tied up with work in Cayuga County at the time, to preform the oil and stone work on the road within the allotted time but was not successful. We went back to Don Armstrong, asked how his schedule was looking now and how we could get this work completed. We have come to the following agreement: 1. He has assured me that his schedule will allow him to complete Peregrine Way and Settlement Road by August 1, 1997. 2. 1 vrill sign a contract with him with!° t';e nrxt sev(,%r days and pay him in advance for this work so that he will not be concerned about when the certified funds will be released. 3. Don will give me the start date has soon as possible so we can ® schedule George Van Vallen to grade, roll and have inspected, by Don Gilbert of the Town Highway Department, just before Don Armstrong is scheduled to start. Don Armstrong of Cayuga Emulsions suggested that we wait until spring again. The same conditions exist this year as last, concerning the installation of the oil and stone, that it would not have time to take before the snow plows were on it. Don has assured me that we could put it in the first thing in May. We have planted trees along the entry and plan to continue, as long as possible, to work on other ,jobs at the entry. (12) Only three (or four) small parcels are proposed to be annexed. The total area is approximately 3.62 acres. All existing parcels are developed. (13) There are no residents in the area proposed to be annexed. (14) None of the owners of the area proposed to be annexed reside in the Village of Dryden, Town of Dryden or County of Tompkins and the owners of only 1 parcel reside in New York State. (15) One owner who did not sign the petition appeared at the public hearing and remains neutral on the question. (16) No petitioner appeared at the public hearing in person or by agent. (17) The area proposed to be annexed would result in a short Village street (approximately 150 feet) which would not be connected to any other Village street. (23) The new proposed boundary between the Town and Village in the area proposed to be annexed does not signal a distinct change in jurisdiction by character, geography, roads or otherwise. (24) The proposed annexation is not part of an overall plan or scheme of future development. (25) The proposed annexation is "creeping annexation" which if approved would set an extremely bad precedent for planning, zoning and development' of the area of the Town. (26) "Piecemeal" or "creeping" annexation of small areas is not good planning and not in the over- all public interest. (27) The effect on both the Town and Village tax base if the annexation were approved would be minimal. (28) The effect on the parcels within the area proposed to be annexed would be to add another level of government and increased tax burdens. (29) No petitioner offered any proof that the proposed annexation is in the over -all public interest. (30) The area proposed to be annexed has a comprehensive zoning plan for commercial development which is more restrictive than the proposed Village zoning. (31) Methods of providing municipal water to the area proposed to be developed are currently being studied by the Town as a part of an overall Town project.
