Supv Schug - Atty Perkins has reviewed the agreement to make sure it did not destroy the Town of Dryden vr.fl!!nteer youth group and recreational projects. Alice Green - works fi •r the Ithaca Youth Bureau - she has tried to develop a system to do away with the triple fees for Dryden residents. She feels this pilot partnership is a giziod way to test out whether we can jointly cooperate in recreational services for children beginning with children in the Ithaca school system, but live in the Town of Dryden. They hope to work with the local volunteer programs and offer programs in the different municipalities as part of this two year partnership. She would like the Town of Dryden t� � spend the same aril unt that has been spent before to subsidize the triple fees for this partner period. Town of Dryden residents regardless of the school district will have a chance to participate in the recreation programs at the base rate. This does depend on assistance from the county board. The other part of the new partnership is that each of the people who contribute will have representation � �n the .joint commission to look at recreation resr. iurces. 95 �) k n U TB93 20 -94 Page 2 RESOLUTION #177 JOINT_- REC'REAT I ON PARTNERSHIP Clm T. Hatfield offered the following reso1ution and asked for its adoptione RESOLVED, that this Town Board supports the new joint Recreation, Partnership two year project. This resolution is contingent upon the Tompkins County Board of Representatives approval of their funding and the rate will stay the same. 2nd Clm Baker Roll call vi.-ite - all voting Yes Brian Earle - asked the boards ci.-int inued support on the West Dryden Community Center project. He wondered if there was any way the architects could eliminate the painting project completely and only work can the roof and foundation. Supv Schug, - that was recommended by the state. He questioned the bricks of the foundation as being painted. Brian Earle - thought they were painted with latex paint. Supv Schug - w• indered if the town was in a pi.-isit ion to say it would be safe enough ti -.1 wcnrk on the roof and foundation around the lead paint. The preliminary bids the architect put out were for a breakdown of all different categories. Brian Earle - reported there are slats falling out of the steeple and are worried since there are children on the play ground. Supv Schug - wanted to know the boards opinic.in abr.iut repairing the building and do the painting at a different time. Clm T. Hatfield - thought the building shi.nuld be fixed and worry about the painting later. There might be some funding at a later i date that would become available. Clm Roberts - one of the concerns about the paint was the procedures might become a l is more difficult next year. V7 • I AMENDMENT NO. 1 TO AGREEMENT DATED AS OF THE 3RD DAY OF OCTOBER, 1994 THIS AGREEMENT is dated as of the 3rd day of October in the year 1994 by and between Town of Dryden (hereinafter called OWNER) and Bat -Con, Inc. (hereinafter called CONTRACTOR). The parties hereto hereby agree that subparagraphs 19.1, 19.5 and 19.7 of the General Conditions forming a part of the above Agreement are amended to read as follows: 19. PAYMENT TO CONTRACTOR 1901 At least ten (10) days before each progress payment falls due (but not more often than once a month) , the CONTRACTOR will submit to the ENGINEER a partial payment estimate filled out and signed by the CONTRACTOR covering the WORK performed during the period covered by the partial payment estimate and supported by such data as the ENGINEER may reasonably require. If payment is requested on the basis of materials and equipment not incorporated in the WORK but delivered and suitably stored at or near the site, the partial payment estimate shall also be accompanied by such supporting data, satisfactory to the OWNER, as will establish the OWNER' S title to the material and equipment and protect the OWNER'S interest therein, including applicable insurance. The ENGINEER will, within ten (10) days after receipt of each partial payment estimate, either indicate in writing approval of payment, and present the partial payment estimate to the OWNER, or return the partial payment estimate to the CONTRACTOR indicating in writing the reasons for refusing to approve payment. In the latter case, the CONTRACTOR may make the necessary corrections and resubmit the partial payment estimate. The OWNER will promptly pay after presentation of an approved partial payment estimate the CONTRACTOR a progress payment on the basis of the approved partial payment estimate less the retainage. The retainage shall be an amount equal to 5% of said estimate of the work completed. Upon substantial completion of the work the CONTRACTOR shall submit to the ENGINEER a partial payment estimate for the remaining amounts due the CONTRACTOR. The Youth Commission is currently reviewing the 1994 programs and will begin to review 1995 requests for youth programs at our September 15th meeting. One program we feel is necessary and beneficial to continue is the Family and Children's Service contract that enables us to have a full time youth coordinator. The total expense for 1995 will be $26,979 of which 50% would be reimbursed. At our August meeting, the Commission unanimously voted to continue with Family and Children's Service as our provider for 1995. The budget figures for 1995 are as follows: State and county funds available for 1995 include: $3,584 $17 4?1. $20,655 in state aid for DFY for Youth Services in county youth service funds In addition, the Villages are eligible for: $1,050 in DFY Youth Services - Village Dryden $1,050 in DFY Youth Services - Village Freeville $5,964 In County youth services - Vill Dryden $51964 in County youth services - Vill Freeville $14,028 Total state and county eligibility Fw5Yw, a To: ! Keep-ortoss�D If the Town wants to assure that the Youth Commission can take full advantage of all available state and county funds, the Town would need to appropriate an amount twice the total revenue or $20,655 + $14,028 = $34,683 x 2 = $69,366 The Town would show offsetting revenue of $34,683 leaving a maximum net expenditure of Town funds of $34,683. The actual amounts needed from the Town may be somewhat less since the Villages usually do provide the local match for some of their locally planned youth service programs; however, we do not yet have firm figures from them.
