COUNTY BRIEFING
I
Co. Rep. Watros - reported they had a marathon meeting on the i
budget. 5s30PM to 2mO(:)AM. The county budget was adopted with a
6.4% increase. There were people on the beard that wanted an
increase of 11.2% and others who wanted no increase. He wanted to �
clarify his position can the budget since it was not clear in the
newspaper. He did not vote in favor of the budget because it was
above a 5% increase. He felt the 6.4% was too much of an
increase. He felt the future years will be a challenge for the
. board when they work on the budget.
Co. Rep. Watros - wanted to express his pleasure i n working with
the board members and the association he has had with the
individuals over the years. This will wrap up his 30th year to an
elective office. It wound up with a bang with the budget
hearings. It was the longest and latest meeting he had attended
in his career. He thinks this is saying something that will
happen in the future. He is not sorry he is leaving t hose issues
behind, but he does regret the personal interaction �n he won't have
in the future. The interesting thing is Jim SchUg will have to
listen to him as a resident now instead of him listening to Jim. �
Co. Rep. Evans - as Bob pointed out, it was a budget that nobody �
was happy with on either side of the issues. He does think this a
a start for the future.
CITIZEN PRIVILEGE OF THE FLOOR
Supv Schug - a resident on Kimberly Drive was interested in
chipping services to be available in the town. In years past the
town has always leaned their chipper for Christmas trees to the
Village of Freeville who takes everyone's trees. In the spring
the town will probably do the chipping on Johnson Read again. He

a copy of their proposed budget. She wo=uld like approval of the
recommended programs.

agreement to be signed regarding the Wilcox Press fire hydrants

agreement between the Town of Dryden, Tompkins County Trust
Company and First Chicano � Trust Company of New York. This
requires the Trust Compariv to pledne certain amounts of their Own
assets as additional security for funds of the town held by the

As you are aware I've been participating in a project with
the Cornell School of Landscape Architecture which would
result in, what is known as a, "Echo Village ". This village
is a cluster housing project, similar in concept to that of a
Mobile Home Park. These projects are established as
retirement home communities for the elderly.
Elderly housing appears to be the movement of the nineties.
• Ted Marshall, the Project Developer with the assistance of
the Cornell School of Landscape Architecture, is proposing
such a housing project on a 12 acre parcel which Ted owns
near Varna.

• The December 89 1993 session, which I attended was a review
of various plans developed by students within the School of
Landscape Architecture. Ten (10) various site plans were
reviewed. Each project stressed use of existing land
features to promote resident interaction and a relaxing life
style.
Since only 5 — 7 acres of the project site were found to be
developable, the units, ECHO Homes of 600 — 1000 square feet
of living space were proposed in 2 — 3 various cluster
configuration. Total !snits with the project vary between
22 — 36 total units for the completed project.

As was discussed in Mahlon Perkins's office on November 30th
we have prepared an outline for you to take to your board for
consideration. If your board would agree to a contract as per
the enclosed we would appreciate having this information no
later than December 13th to discuss at our town board meeting on
December 14, 1993. Although there may be no decision made at
that time we do have another meeting scheduled for December 29th
as the board would like to have their decision in place by the
end of the year.

OUTLINE FOR CONTRACT FOR DOG CONTROL SERVICES
• TERM. The Tompkins County SPCA will provide complete dog
control services for the Town of Dryden for the 5 year period
beginning January 1, 1994.

CONTRACT AMOUNT. For 1994 the Town will pay the SPCA
$131500. For 1995 the Town will pay the SPCA $13,500 plus an
additional amount equal to the percentage change in the Consumer
Price Index (from September 1993 to September 1994) times the base
contract amount of $13,500. A similar adjustment will be made for
1996, 1997 and 1998. There will be an annual cap of 5% for any
change in the CPI.
REOPENER. The contract will contain a provision so that
any time after the second year and during the first 6 months of the
third year, either party may terminate the contract at the end of
the third year by giving written notice to the other party to that
effect. The notice must be received within the first 6 months of
the third contract year. In the event that that notice is
received then the contract shall be deemed to be ended at the end
of 1996.
PAYMENT. The annual contract amount shall be paid in 12
equal monthly installments on or about the 15th of the month
following the month in which services are rendered. SPCA will
voucher the contract amount for the preceding month. Monthly
reports by the SPCA are required in such form and shall address
such issues as are deemed necessary by the Town. Monthly reports
must be received by the 5th of the month or the voucher submitted
for the preceding month will not be approved.
IMPOUNDMENT FEES. The SPCA will remit to the Town all
impoundment fees collected.
ADOPTION FEES. The SPCA will be entitled to retain all
adoption fees. Adoption fee schedule shall be consistent with
those for other municipalities served by the SPCA.

Supv Schug - would appreciate it if the county representatives
could push to have this done. The town would like the mapping
program for the town because they have several maps we would like
to put together and have access to the digitized informat ion. He
would like to know how much it is going to cost the town.
Co. Rep. Wat ros - did not think it was going to cost the
municipalities anything. It is .just a matter of setting a control
so that it isn't available to anyone world wide who wants it. He
will check on the status of this.

the Town of Dryden. The SPICA employees 6 full time and 6 part
time employees. They have 2 full time and 1 part time animal
control officers. They operate a full service monitored state
approved and inspected animal shelter that is located in the Town
of Dryden. They are currently providing some service to the Town
of Dryden residents by impounding their Downer surrendered dogs
and cats through their contract with Tompkins County for stray
cat control, cruelty investigations and rabies testing. The SPCA
has a professional staff to handle stray and surrendered animals,
adoptions and euthanasia. A 1 1 in coming animals are vaccinated
for distemper and worms and of any age get a rabies vaccination.
All stray dogs are licensed before they leave the shelter.
Glen Grossman, animal control officer - the part time officer
works Sundays, holidays, weekends and nights. The full time
officers works the rest of the time. The 2 full time officers are
school trained as peace and animal control officers. They are
also cruelty investigators and certified by New York State
Conservation ion Dept. For the Town of Dryden they would pick up
stray, injured and vicious dogs. They would investigate
complaints if there is a violation of the dog control law. They
usually talk to the people first and if the people do not comply
they would be issued a ticket to appear in town Court. Once a
month they would visit the town clerk to get a list of the

the SPCA shelter.
Pam Stonebreaker - the SPCA is dedicated to helping
municipalities maximizing their revenues from dog control. They
believe the dog owner should pay for the service and not come out
of the general tax payer. The three ways they help to do this are
impoundment fees, collections of dogs that are redeemed at the
shelter and fines levied from the issuance of appearance tickets
due to violations ions ref the dog control law. Over the last few years
the SPCA has been involved in a detailed study of their cost
related to their animal control functions that they provide. They
feel it is necessary for these services to pay for themselves, i n
that they are not supported by donations they receive. Their

they are currently serving. They have conducted detailed time

last few years and calculated percentages for the number of dogs

against. When you talk about the CPI we don't mean your CPI we
mean the national . The fact that You might have to buy new
equipment and pass the distribution casts around to the towns,
that is what gave the town the bad taste in its mouth in the
first place was the :jacking up of the fees without very much
notice. We want to � prot ect ourselves and she felt 5 percent was

contract with Cornell Univ. to share half of the cost r �f tapping
into the transmission main on Caldwell Rd. Half of the cast was
$48,292.16. In the mean time Cornell Univ. finished their project
with the connection �n and they are asking for the cost breakdown,
payment. The town has now been informed that the line has been
turned over to the Town cif Ithaca and Cornell Univ has signed a
contract with them and no place in the contract did it address

At this time, the Board is about to offer an approval or a
rejection of the DEIS. These Plans are submitted by the

the Board will get on with the Subdivision Project review.

The Board also must consider the comments and concerns of
area residents and adjoining municipality, Town of Ithaca.
Dave Putnam has been working very closely with the Planning
Board and has been particularly helpful to them. The Board
Will meet in a Special Session on Thursday, January 13th at
8:00 PM at the Town Hall.

7:45 Lara Litchfield - Kimber of 52 South Knoll Drive, the fourth owner
Of this pr'oper'ty, found out at the closing of her purchase, was
about to become the owner of a single family home with attached
private garage which violated the front yard set back by four
feet. The Bank who holds the mortgage, has urged
Ms. Litchfield- Kimber to, if possible, resolve this issue.
To the best of my knowledge and Town Records, this violation has
existed since the original. construction, some 21 years ago and
remained undiscovered until now.
