Co. Rep. Evans - reported ed the county tax w i l l be increased
between 11 to 1E percent. It will be more than likely 1E percent.
Most � � f this involves state mandates. Cast of medicaid is up !
$900,000.00 from last year. There is a new program for
handicapped children ages 0 to 3 which is mandated by the state
and will cost Tompkins County over $500,000.00 next year.
Requirements in the Jail w i l l cost $300,000.00. The county chase
to give the City of Ithaca $825,000.00 in sales tax over and
above what they gave the ether towns.

Co. Rep. Evans - if he didn't he apologized, but it went through
very quickly. More importantly they were told that our state
assemblyman would not approve the sales tax unless the city
agreed to it. The Town of Ithaca was also � involved in that.
Supv Schug - the Town of Ithaca doesn't share in that.
Co. Rep. Evans - he knows they didn't, but they finally agreed.
Initially they wanted to and were insisting on it. They finally
agreed and he doesn't know what compromises are between the city
and town of Ithaca. It was a negotiated agreement between the
county and the city for the $825,000.00. Originally the agreement
the city was asking for was rejected by the county. When it came
to a vote he had assumed that it would fail. The Groton
representative voted for it so it passed 8 to 7. His reasoning �
was the county taxes would be higher if he didn't vote for it and
secondly he didn't feel he wanted to give his town any money
because they would squander it.
Supv Schug - the Town of Dryden did not have a chance and he
personally .ly w• old rather have his personal property tax go up then
. to see all of the towns held up by the city.
Co. Rep. Evans - would have preferred a 50/50 split with the
towns and city. He was very surprised when the $825,000.00 deal �
passed.
CITIZEN PRIVILEGE OF THE FLOOR
Toni Miller - He is representing the Grange as a member t• � the
Tompkins County Soil & Water Conservation District. They Put in
for extra money last year for a technician and was turned down.
The last technician they had was in 1968. At that time there were
3 SCS employees in the county, right now they are back to � one.
This is a county wide position �n to serve the county. The
technician is employed by the district and not the county. (copy
in minute book.) . They are looking for the towns support. They are
going to the BNA committee tomorrow and hopefully it will be
passed on to the full board.
C1m Corrigan - wanted to know where the money comes from to pay
the technician?
Toni Miller - most of the money will carne from the county. This is
the initial start up which will help them. They have asked for
$319000,0o this year. It will allow them to have a half time
secretary and a full time technician with benefits. They want

someone with experience so there w i l l not be any problems. There
is a good chance they will get $229000.00 from Congressman Walsh.
Cortland County gave up their $12,0 00.oO to Tompkins County if
this program goes through because their program is going fine.

The following determination and resolution were respectively
made and adopted by the Town Board of the Town of Dryden, to wit:
DETERMINATION
WHEREAS, the Town Board caused notice of public hearing to be
published in The Ithaca Journal, the official newspaper of the Town
of Dryden on October 16, 1993, to consider the advisability of
adopting a resolution, in accordance with the provisions of Section
209 -b of the General Municipal Law, authorizing the SLATERVILLE
VOLUNTEER FIRE COMPANY, INC., to furnish general ambulance service
for all of the residents of the Town of Dryden, and
WHEREAS, a public hearing pursuant to such notice was held on
• October 26, 1993, and which said notice of hearing described: (1)
the general ambulance service which is proposed to be furnished;
(2) the area to be served; (3) the names of the fire company
affected; (4) the time and place within the Town where such hearing
will be held; and (5) that all persons residing within the area to
be served or persons, firms and corporations owning real property
within the area to be served, or persons, firms and corporations
whose business interests or employment would either be benefitted
or adversely affected, whether or not a resident or owner of real
property within the area to be served shall have the right to be
heard in person or by representative at the public hearing,.and at
which public hearing it was pointed out that the Town of Dryden was
served by several other Fire Companies which did not provide
general ambulance service to the area proposed to be served by the
Slaterville Volunteer Fire Company, Inc. and the understanding
between the Town and the Slaterville Volunteer Fire Company, Inc.,
was that the fire protection contract is to be entered into
principally for the furnishing of general ambulance service in the
area to be served by Slaterville Volunteer Fire Company, Inc. in,
the Town of Dryden, and

it is in the public interest to authorize the furnishing of such

residents of the Town of Dryden, and it is further

Soil and Water Conservation District.

RESOLUTION #192 DRYDEN AMBULANCE INC. CONTRACT
Clm Hatfield offered the following resolution and asked for its
adoptions
RESOLVED, that this Town B� ward authorize Suov Sch un and Town
Clerk Lloyd to sign the contract for 'Dryden Ambulance Inc. for
the calendar year 1994. The amount of the contract is $89.055.00
payable :in rr about FebrUary 1, 1994. This has a provision that
the Town will reimbut%se Dryden Ambulance Inc. 50 percent of the
artiount spent for traininq of its members, with a maximum
reimburnsement of $5,000.000

members, with a maximum reimbursement of $5,000.00

Atty Perkins - the changes which the legislature made to Section
267b of Town Law effective 7 -1 -92 basically codify much of the
existing case law with respect to the subsequent requirements for
Zoning Bayard of Appeals to grant use variances and area
• variances. Under the codification of the case law it was felt
that the use variance was almost impossible to obtain because the
applicant had to show he could derive virtually no economic
benefit at all from the property. He had t• � have clear and
convincing economic proof. This legislative change has changed
the requirement of all economic use. Now the applicant can not
realize a reasonable return provided the lack of return is
substantially demonstrated rated by confidential evidence. It has eased
the standard by which the Zoning Beard of Appeals must Judge

The attached report details third quarter sales tax revenues
received from the state.
Total distributions to Tompkins County during the period were
$69895,596 as compared to $4,584,193 in 1992. The iperease
is primarily a tributable to the additional 196 tax which
accounted for 981,302 of the rowth in tax revenues. The
new tax generated an additional 255 85 for the Towns &
Villages, and 00 for the Ci y o thaea.
During the period the county also benefited from several
circumstances which distort the distribution patterns for
compa ativgurposes, For exam le rior period adjusforr� s

$511,850 of receipts. Factoring out these receipts suggests
real
that in th aggregate, business activity is stable, but
growth would appear to be limited.

RESOLUTION #200 AGREE TO FLOW AND SALT ABBOTT ROAD
Clm Hatfield offered the following resolution and asked for'its
adoption:
RESOLVED, that this Town Board authorize Supv Schug to sign all
necessary documents required for the town to plow and salt Abbott
Road for one more winter season. Date is 11 -12-93 to 6- 30 -94.

adoption:
WHEREAS, this Town Board has met at the time and place specified
in the notice of the public hearing in the preparation of the
Assessment Rolls of parcels of land included i n Varna Water Dist.
#1., Snyder Hill Water Dist. #2, Monkey Run Water Dist. #3, Hall
Road Water Dist. #4, Turkey Hill Water Dist. #5, Sapsucker Woods
Sewer Dist. #1, Varna Sewer Dist. #2. Cortland Road Sewer Dist.
#3, Monkey Run Sewer Dist. #4, Turkey H i l l Sewer Dist. #5, Varna
