District 2 which is part of City Ward 2 and City Ward 5. Legislator Pillar presented a brief
report on the following: Congrats to Mayor Elect Cantelmo, Newly Elected and Re-elected
Council; A new Chair and Vice Chair was elected at the County's First meeting of the
Year, Dan Klein replaced Shauna Black as Chair, Shauna Black replaced Dan Klein as
Vice Chair. Thanked the City for sharing the Opioid Settlement Funds. MOU City Care
Team; the County is exploring further sheltered options to reduce sheltered
homelessness; the City is going to be an important partner in that exploration, and the
County is looking forward to collaborating with the City. There were questions or

the public for their suggestion on a Ceasefire for Gaza. Mayor Cantelmo
responded to the Floral Ave Project by informing the public the matter is currently
going through a departmental review and is expected to come before Council in
February. Council also encouraged the public to talk to their Town Officials as well
pertaining to the Floral Ave Project. Ward 1 Council is looking forward to having

Dear Erin,
l'm pleased to submit this letter of support for the City of
Ithaca's Floral Avenue Multimodal Design and Construction
project, and the related Transportation Alternatives
Program/Carbon Reduction Program (TAP/CRP) application
am excited that the City of lthaca is doing this project in
response to the widely circulated petition from neighbors
requesting safety improvements to Floral Avenue.
The plan which includes sidewalk improvements, a place for
people to bike, better crosswalks, and traffic calming, will make
FloralAve. a better place to live and travel. I live nearby in the
Town of lthaca in the Amabel Housing development which has
added 31 households that would benefit from this improvement.
I look fonvard having a safe corridor for all of our neighbors in
the FloralAve area to be able to walk/bike/drive safely to
Downtown lthaca, to shopping, to the Cayuga Waterfront Trail,
etc.

FloralAve redesign
Your Comments I am writing to express my support for the FloralAve
Multimodal Design and Construction project. I am a resident of
134 and have been involved in efforts over the years to make
the road safer for all users. I believe this proposal has the
potential for significant positive impacts for both residents and
the thousands of people who use 13A as their daily commuting
route (5,000-6,000 cars per day in 2019 according to the NYS
Traffic Data Viewer). The portion of the 134 served by this
project is currently terrifying-not only for walkers and bikers,
but also for motorists who fear hitting someone.
I wanted to share two observations from my perspective as a
resident of 13A:
First, some people have questioned why this is needed when
the Black Diamond Trail connecting the Waterfront Trail to
Buttermilk is underway. The BDT is a welcome resource, but it
does not serve people who are living on FloralAve between the
community gardens and the edge of the city, as there will be no
access point available to them (the BDT is planned for the
other side of the inlet).
I also wanted to highlight that 13A is not served by TCAT. This
means that residents of 134, Glenside and other adjacent
neighborhoods who do not have a car have no alternative but
to walk or bike on this road to get into town. This project would
help them be able to do so safely.
I hope that the FloralAve Multimodal Design and Construction
proposal will have the city's full support.

2.3 million Palestinian people trapped in Gaza are living
through genocide in realtime, as lsrael bombs, starves, and
displaces them. The lsraeli military has been bombing Gaza
since Oct. 7,2023. lsrael has killed 30,000+ Palestinians,
including 11,000+ children and 104 journalists, the latest figures
reported by Euro-Med Human Rights Jt/onitor. Another 56,000+
Palestinian people have been wounded. lsrael has bombed
multiple hospitals, refugee camps, schools, mosques, and the
oldest church in Gaza, while forcing out Palestinian people
from their homes amid bombings. lsrael has displaced 1.9
million Palestinians, 85% of Gaza's population. I am hoping

local governments cannot directly impact foreign policy, I
believe that the more people and local governments speak out
against what is happening, the more pressure will be put on the
federal government to stop supporting lsrael's military.

I support the design of and construction of a sidewalk where it's
missing on the west side of Floral Ave. (Route 13A in the City of
Ithaca)and a 10'wide multiuse path on the east side of Floral
Ave. I live on lnlet Rd, in the newAmabeldevelopment, which
is off of Route 134, about a mile from the intersection of Floral
Ave. and W. State St. Right now, there is no safe way for me or
my neighbors to walk or bike to town. We would have to walk
along the shoulder of Route 13A, which is not very wide. A
sidewalk and path reaching Amabel would provide safe, green
ways for us to be paft of the lthaca community. Thank you.

Reallocation of Positions – Assistant Chief Operators
WHEREAS, the Department of Public Works requested a review of the Assistant Chief
Water Treatment Plant Operator and Assistant Chief Wastewater Treatment Plant
Operator positions to ensure they are appropriately graded on the CSEA Administrative
Unit compensation plan, and
WHEREAS, the review determined that a permanent and material growth in the
supervisory responsibilities of both positions has occurred, and
WHEREAS, the Human Resources Department reviewed the point factor evaluations of
both positions and determined that the growth in responsibilities merits an increased point
factor rating, which results in the reallocation of the positions to a higher salary grade,
now, therefore, be it
RESOLVED, that the positions of Assistant Chief Water Treatment Plant Operator and
Assistant Chief Wastewater Treatment Plant Operator be reallocated from Grade 15 to
Grade 16 of the CSEA Administrative Unit compensation plan, and be it further

CITY.
WHEREAS, the capital project hereinafter described, as proposed, has been determined
to be a Type II Action pursuant to the regulations of the New York State Department of
Environmental Conservation promulgated pursuant to the State Environmental Quality Review
Act, which regulations state that Type II Actions will not have a significant adverse effect on the
environment; and
WHEREAS, it is now desired to authorize bonds for the financing thereof, NOW,
THEREFORE,
BE IT RESOLVED, by the aff,rrmative vote of not less than two-thirds of the total
voting strength of the Common Council of the City of Ithaca, Tompkins County, New York, as
follows:
Section l. For the specific object or purpose of paying the cost of the replacement of
the cast iron water main from the reservoir to the Water Treatment Plant, in and for the City of
Ithaca, Tompkins County, New York, including incidental improvements and expenses in
connection therewith, there are hereby authorized to be issued $325,000 bonds pursuant to the
provisions of the Local Finance Law.
Section 2. It is hereby determined that the maximum estimated of the aforesaid
specific object or purpose is hereby determined to be $325,000, which specific object or purpose
is hereby authorized at said maximum estimated cost, and the plan for the financing thereof is by
the issuance of the $325,000 bonds of said City authorized to be issued pursuant to this bond
resolution.

are hereby irrevocably pledged for the payment of the principal of and interest on such
obligations as the same respectively become due and payable. An annual appropriation shall be

due and payable in such year. There shall annually be levied on all the taxable real property of
said City, a tax sufficient to pay the principal of and interest on such obligations as the same
become due and payable.
Section 5. Subject to the provisions of the Local Finance Law, the power to authorize
the issuance of and to sell bond anticipation notes in anticipation of the issuance and sale of the
bonds herein authorized, including renewals of such notes, is hereby delegated to the City
Controller, the chief fiscal officer. Such notes shall be of such terms, form and contents, and
shall be sold in such manner, as may be prescribed by said City Controller, consistent with the
provisions of the Local Finance Law.
Section 6. The powers and duties of advertising such bonds for sale, conducting the
sale and awarding the bonds, are hereby delegated to the City Controller, who shall advertise
such bonds for sale, conduct the sale, and award the bonds in such manner as he shall deem best
for the interests of the City; provided, however, that in the exercise of these delegated powers, he
shall comply fully with the provisions of the Local Finance Law and any order or rule of the
State Comptroller applicable to the sale of municipal bonds. The receipt of the City Controller

including amendments thereto, and including any instruments (or amendments thereto) in the
effectuation thereof, in order to effect the financing or refinancing of the specific object or
purpose described in Section t hereof, or a portion thereof, by a serial bond issue of said City in
the event of the sale of same to the New York State Environmental Facilities Corporation.
Section 8. The intent of this resolution is to give the City Controller sufficient
authority to execute those agreements, instruments or to do any similar acts necessary to effect
the issuance of the aforesaid serial bonds without resorting to further action of this Common
Council.
Section 9 The power to issue and sell notes to the New York State Environmental
Facilities Corporation pursuant to Section 169.00 of the Local Finance Law is hereby delegated
to the City Controller. Such notes shall be of such terms, form and contents as may be
prescribed by said City Controller consistent with the provisions of the Local Finance Law.
Section 10. All other matters, except as provided herein relating to such bonds,
including determining whether to issue such bonds having substantially level or declining debt
service and all matters related thereto, prescribing whether manual or facsimile signatures shall
appear on said bonds, prescribing the method for the recording of ownership of said bonds,
appointing the fiscal agent or agents for said bonds, providing for the printing and delivery of
said bonds (and if said bonds are to be executed in the name of the City by the facsimile

the City not to impose and collect from registered owners of such serial bonds any charges for
mailing, shipping and insuring bonds transferred or exchanged by the fiscal agent, and,
accordingly, pursuant to paragraph c of Section 70.00 of the Local Finance Law, no such charges
shall be so collected by the fiscal agent. Such bonds shall contain substantially the recital of
validity clause provided for in section 52.00 of the Local Finance Law and shall otherwise be in
