Slater Absents Clm Corrigan Supv Schug appointed Clm Roberts to audit the highway fund bill in the absence if Clm Corrigan. COUNCILMAN PRIVILEGE OF THE FLOOR ACC Atty Perkins - reported that ACC Would like to meet with the Clm Roberts and Clm Corr i gan :in either Feb 3rd or Feb 4th to go over the remaining items for negotiations Clm Roberts said Feb 3rd was go od for him. Clm R• Ebert s- Red Cross swim program - reported that he is still working with Gary Cacell at the high school, Dave Innerst Our recreation director, and Janice Rose at the American Red Crass for the Summer swim program. • ATTORNEY Atty Perkins - reported that the Dryden Fire Department has formed another not for profit having as its members and formation the same membership as Neptune Hose Co. #1 of Dryden Inc., the same bylaws and the same basic way � •f operating. A new corporation was formed and its corporate existence began on January 6, 19924 It is the same entity that Neptune was and this should facilitate your contracting in the future. No public hearing is necessary and we have the same basic form of a contract as in years past. We need a resolution for the Supv to sign the contract on behalf of the Town. RESOLUTION #66 AMBULANCE CONTRACT Clm Hatfield offered the following resolution and asked for its ad o pt i on no RESOLVED, that this Town Board authorize Supv Schug to sign the contract for Dryden Ambulance Inc. for the calendar year 1992. The amount if the contract is $80,775.00 payable on or about February 1, 1992. This has a provision that the Town will reimburse Dryden Ambulance 50 percent of the amount spent for training of its members, with a maximum reimbursement of $5,000=00 L'.nd Clm Roberts Roll call vote - all voting Yes Utility Drive - Atty Perkins - reported that he sent a contract to the County attorney, which was prepared under highway law Section 115b on Jar-. 6th and has not heard from the attorney yet. i l� 0 i i a • • RESOLUTION NO. 68 - 1992 Councilperson Hatfield offered the following resolution and asked for its adoption. WHEREAS, the Town Superintendent of Highways has presented to the Town Board a written description of certain Town highways (or portions thereof) that in his opinion appear to have not become wholly disused, but for the previous two (2) years have not been usually travelled along the greater part thereof, by more than two (2) vehicles daily in addition to pedestrians and persons on horseback, and WHEREAS, portions of Canaan Road, Redman Run Road, Hammond Hill Road and Star Stanton Road may provide or be access roads to state forest preserve lands or lands now owned by the state and held under the jurisdiction of the Department of Environmental Conservation, and WHEREAS, the Town Board has satisfied itself as to the accuracy and completeness of such description of those Town highways and that they appear to the Town Board to be appropriate for a qualified abandonment thereof, and WHEREAS, Highway Law Sections 205(2) and 205 -b(1) prescribes the procedure to be followed to effect a qualified abandonment of certain Town highways, NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 10 It appears that the following Town highways are eligible for a qualified abandonment thereof: CANAAN ROAD: Beginning at a point in the centerline of Canaan Road approximately 1200 feet more or less northerly from the.south line of the Town of Dryden; Thence, northerly along Canaan Road 1286 feet more or less to the centerline of Redman Run Road; thence continuing northerly along the centerline of Canaan Road 7191 feet more or less to the centerline of Star Stanton Road. The total length of road so effected is 8477 feet. REDMAN RUN ROAD: Beginning at the intersection of the centerline of Redman Run with the centerline of Canaan Road, Thence, northwesterly along the centerline of Redman Run, 5800 feet more or less, to the terminus of Redman Run. HAMMOND HILL ROAD: Hammond Hill Road a intersection of the centerline of'Star centerline of Hammond of Caroline. Beginning at a point in the centerline of pproximately 3050 feet southerly from the centerline of Hammond Hill Road with the Stanton Road; Thence, southerly along the Hill Road approximately 6100 feet to the Town e r STAR STANTON ROAD: Beginning at the point of intersection of the • centerline of Star Stanton Road with the centerline of Canaan Road; Thence, westerly along Star Stanton Road 2530 feet to a point at the easterly end of the presently maintained section of Star Stanton Road, MINEAH ROAD: Beginning 2693 feet southerly from Thence, southerly along point 200.feet north of at a point in the centerline of Mineah Road the centerline of New York State Route 13; Mineah Road 5280 feet more or less to a the centerline of Pleasant Hollow Road. 2. The village is still in the process of putting together an agreement. Supv Schug - North East sewer - It has been accepted by the Town and City of Ithaca, and the sewer board. The sewer board has set up a special committee to review the possibility of doing this and there is more work to be done from the engineering standpoint. The people who are going to benefit are from the Town of Dryden, Cornell University and the Village and Town of Lansing. Cornell University will participate in E5 percent costs The Village of Lansing has passed a resolution that w i l l share in E5 percent of the engineering cost. . The Town Lansing will pass their res� �lUt ion later on this month. WHEREAS, all levels of government are experiencing difficulties in balancing their budgets and providing sufficient funds for appropriate governmental functions, and WHEREAS, the general economic conditions now experienced by taxpayers make it extremely burdensome for taxpayers to be saddled with any additional taxes given the high level of taxes which currently exists at all levels of government, and WHEREAS, the growth of government disproportionately large in relationship taxpayers to fund the same and such growth is the need for services but adds to an alre number of government employees, and I n recent years is to the ability of not commensurate with ady exceedingly large WHEREAS, all governments whether they be Federal, State, County or local must exercise considerably more fiscal restraint, and WHEREAS, County government has grown at an especially alarming rate and the County tax burden has become excessive, unfair and burdensome to all County taxpayers, NOW, THEREFORE, be it resolved by the Town Board as follows: 10 That the Town Board is strongly opposed to the implementation of an additional sales tax on residents of the County of Tompkins and urges the County Board of Representatives to re -think such a proposal, cut the level of County programs, personnel and budget in order to balance the County budget without the need for additional sales tax increases or additional real property tax increases. 2. That if the County decides to ask the State Legislature for an increase in the County.sales tax, that any such increase be shared (after the first full year of collection of the same) between the local governments within the County according to the same ratio and formula as presently exists. 3. That the County Board of Representatives adopt a policy of conservative fiscal restraint and stem the continued growth of County government, personnel, departments and programs and learn to live within the means and ability of the taxpayers of the County and not increase the burden on the already overtaxed individuals, businesses and property owners. Seconded Hatfield Roll call vote - all voting Yes a i • RESOLUTION NO. 76 - 1992 Councilperson Roberts offered the following resolution and asked for its adoption: WHEREAS, County, City, Town and Village governments are continually struggling with the problem of funding State mandated programs, and WHEREAS, it is fiscally irresponsible for the State to mandate programs required to be implemented by local governments without providing the necessary funding for such programs, and WHEREAS, the citizenry regulations and controls and government and a reduction government, and and taxpayers cry out for fewer a decrease in the rate of growth of in the overall size and cost of WHEREAS, taxpayers, whether they be individuals, businesses or property owners, are presently extremely overburdened with taxes and need relief from the ever increasing tax burdens imposed by the State and by local governments in order to meet State mandated programs, NOW, THEREFORE, be it resolved by the Town Board of the Town of Dryden as follows: 1. The Town Board goes on record as being opposed to the imposition of any new State mandated programs or requirements unless adequate and fiscally responsible sources of funding are provided by the State in connection with such mandates. 2. The State Legislature all due speed to reduce the size the annual budget, and eliminate not funded in their totality by Second Councilperson Baker and the Governor should move with of State government, the size of State mandated programs which are the State.
