VanBenschoten, Councilman Donald E. Cummings, Councilman Carl E. Beldon Marlette, Frank Satterly. Pledge of Allegiance Moved by Mr. Haynes, seconded by Mr. VanBenschoten, that the minutes of October 4th and 14th be approved as mailed. Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson. Claim Nos. 188 to 198 of the Highway Fund in the amount of $8,392.17 and Claim Nos. 252 to 275 of the General Fund in the amount of $19,206.67 were presented for audit. Moved by Mr. Haynes, seconded by Mr. Sovocool, that the bills be approved by payment. Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson. Supervisor Robinson congratulated George Totman on the award he received from the State Planning Council. 7:45 P.M. - Bid opening for new Pickup Truck. Clerk read Legal Notice for Bids for a new Pickup Truck. There were three bids received: 1)Walters Chevrolet -Olds, Inc Main Street Groton, NY 13073 A 1993 Pickup - $16,502.00 less trade allowance of $4202 TOTAL NET BID - $12,300.00 2)Walters Chevrolet - Olds, Inc. Main Street 1 Groton, NY 13073 A 1994 Pickup - $16,976.00 less trade allowance of $3076 TOTAL NET BID - $13,900.00 3)Northtown Dodge 2020 Niagara Falls Blvd. Tonawanda, NY 14150 A 1994 Pickup - $14,097.00 less trade allowance of $3000 TOTAL NET BID - $11,097.00 Attorney and Highway Superintendent reviewed bids. Paperwork appeared to be in order. Leland Cornelius would like to see what the State Bids are for a pickup. Moved by Mr. Haynes, seconded by Mr. VanBenschoten, to table taking action on bids until next months meeting. Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson. 8:00 P.M. - Board meeting recessed for 1994 Budget Hearing. (Refer to Minutes of Hearing File for minutes of all hearings.) 8:55 P.M. - Fire Budget Hearing 9:08 P.M. - All hearings closed and Town Board Meeting reconvened. LIZ BRENNAN - BOOKKEEPER - Handed out monthly reports for month ending October 31, 1993. There are three transfers this month. Transfer from Contingency A to Cemeteries A in the amount of $8.28; transfer from Retirement DB to General Repairs DB in the amount of $1,807.52 (that was for the remainder of the oil for the roads); and transfer from Contingency A to Garbage A in the amount of $12.14. RESOLUTION NO. 53 - ACCEPT BUDGET TRANSFERS Moved by Mr. Haynes, seconded by Mr. Cummings Ayes - Sovocool, VanBenschoten, Cummings Haynes, Robinson RESOLVED, that the Town Board does hereby authorize the following transfers: FROM: Retirement - DB9010.8 in the amount of $1,807.52 TO: General Repairs - DB5110.4 in the amount of $1,807.52 FROM: Contingency - A1990.4 in the amount of $8.28 TO: Cemeteries - A8810.4 in the amount of $8.28 FROM: Contingency - A1990.4 in the amount of $12.14 TO: Garbage - A8160.4 in the amount of $12.14 GEORGE SENTER - CODE ENFORCEMENT OFFICER - Year -to -date building permits issued are: 1992 13 houses 11 mobile homes 56 other 2 1993 14 houses 15 mobile homes 53 other Betty Sperger asked about Wilbur case. Mr. Senter indicated that it is in the hands of the ZBA who will be holding a hearing on it. Mr. VanBenschoten asked if there was anything new with Anderson. Mr. Senter said there will be a meeting on the 3rd of November to discuss matter. BETTY SPERGER - I would like to know about the speaker system. Supervisor Robinson replied that we are in the process of having it checked and they are surveying it and they left this over here for us to use. Mrs. Sperger asked "What about the electric in the garage? Has it been started? Supervisor Robinson replied, "Not that I know of." Mrs. Sperger asked "Do you have any idea of when this might get under way ?" Supervisor Robinson replied, "Just as soon as he completes the job that he is on. He started that before he started ours." BOB BERNHARDT - Was this a decision of the Board or yours, Teresa, to allow him to waive the fact that he was supposed to have started within five days ?" Supervisor said that he came and talked to us about it. Bernhardt - Oh, so he talked to the Board, so the Board agreed? Supervisor - Well, we more or less accepted, he won the bid and we accepted the bid. Mr. Bernhardt asked the Board if waiving the starting time also waived the 120 days completion time and also waived the penalty of $250 per day? Supervisor - I believe we discussed that and I believe when he starts the job he will finish it within the 120 days. FRANKLIN MOTT - I would like to know if he is a certified electrician. Does he have a license? I want his certification number. Supervisor Robinson replied "Yes, I'm sure he can bring it up to you." Supervisor Robinson said that Howard O'Shea, Recycling Worker, had turned in his resignation effective November 1st. Jim Allen has been substituting for him and will be working in this position until the first of January. I'd like to appoint Donald Brown to fill the vacancy. RESOLUTION NO. 54 - APPOINT DONALD BROWN AS RECYCLING WORKER Moved by Mr. Sovocool, seconded by Mr. VanBenschoten Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson RESOLVED, that the Town Board does hereby appoint Donald Brown as a Recycling Worker at the Tompkins County Recycling Center in Peruville. Supervisor Robinson had some discussion with the Tompkins County Engineer regarding Walpole Road bridge which is closed. There is only one means of egress and ingress out of Dog Hill. The bridge is in bad shape. According to the County, the bridge is not on the agenda for 1994 which means it will be closed for the remainder of this year and all of next year. This is a pretty unreasonable thing, I would think, with about 100 families living up there and only one road out of there. Busses, fire department, ambulance and plows cannot go over it. Being so many people in the area, I think it is something 3 that we should pursue. I think that this is something that the Village, Town and County should cooperate on. The County intends to repair bridge, not replace bridge. RESOLUTION NO. 55 - 1994 HIGHWAY NEGOTIATIONS Moved by Mr. VanBenschoten, seconded by Mr. Cummings Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson RESOLVED, that the Town of Groton Highway Employees be granted the following for the year 1994: 1)A 37 cents per hour pay increase across the board. 2)Add Martin Luther King Day as a regular 8 hour day off or, due to inclement weather, take as a fourth floating holiday. 3)Clarification of Item 9 in contract. Add - It is understood that leave occurring during basic work week of 40 hours per week, 8 hours per day for five days, leave will be 3 eight -hour days; or if leave occurs during work week of four ten -hour days, leave will be 3 ten -hour days. Discussed proposed 1994 Dog Contract with the Tompkins County SPCA in the amount of $8,977. The 1993 Contract amount is $8,674 or an increase of $303. Mr. Haynes recommended the Board approve an increase of three percent over the 1993 contract or $8,934 for the 1994 contract. RESOLUTION NO. 56 - 1994 DOG CONTRACT Moved by Mr. Haynes, seconded by Mr. Cummings Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson RESOLVED, that the Town of Groton will contract with the Tompkins County SPCA for 1994 Dog Control Services in accordance with Ag & Markets Article 1 thru IV in an amount not to exceed three (3) percent of 1993's contract or $8,934 for the 1994 contract. Supervisor Robinson would like to purchase trees from the Village to replace those that we lost. We buy one and get the second one free. It was not known how many we need. Supervisor Robinson asked Lee Shurtleff if he had delegates to the County fire program. The Town recommends to the County Board that these people be re- appointed. Village has one, Town has one and McLean has one. Our two are Lee Shurtleff as a delegate and Willis Sheldon as an alternate. 4 RESOLUTION NO. 57 - APPOINTMENT RECOMMENDATIONS FOR COUNTY FIRE PROGRAM Moved by Mr. Sovocool, seconded by Mr. Haynes, Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson RESOLVED, that the Groton Town Board does hereby recommend to the Tompkins County Board of Representative that Lee Shurtleff be reappointed as Delegate and Willis Sheldon be reappointed as Alternate to the Tompkins County Fire Program. Supervisor Robinson asked Board if they would like to adopt the budget tonight or would you rather wait? Councilman VanBenschoten - I just wonder if there is any way that we can clear the air tonight between Carl and Bob. How do you feel Carl? C. Haynes - I've got an idea he's not going to agree with me and I'm not going to agree with him. I'd be willing to try though. G. VanBenschoten - Well, it's obvious that we've got a lot of people to hear it out. Mr. Haynes and Mr. Bernhardt aired their differences of opinion on current budget figures as well as proposed figures. RESOLUTION NO. 57 - ACCEPT 1994 TOWN BUDGET Moved by Mr. Sovocool, seconded by Mr. Haynes Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson RESOLVED, that the Town Board does hereby accept the proposed 1994 budget as presented at the Budget Hearing as the Town's 1994 Budget. Mr. Mott, Mr. Bernhardt and Mr. Cornelius discussed repairs that are needed to Wickham Road and also hedgerow that will be cut.
