Rowell at 7:30 P.M. on July 17, 1968 to review his report on the County Sewerage Study, there is to be a Eeeeting of other members of this Study Committee on July 25th to cover their Preliminary Study. Stearns & Wheler, Engineer's plan to present copies of this study to the various municipalities when completed. A question and answer period followed with Mr. Rowell explaining details as far as the report shows at this time. This discussion was closed and Board proceeded with the 2nd meeting of the month at 8 P.M. Minutes of July 3rd meeting was read by Deputy Clerk M. Brookins, and they were approved. Attending this meeting were Board members, Supervisor Taylor, Councilmen S. Griswold and H. Wadsworth, Justices Don Eaton and Ron Fish, Town Attorney J. Gardner, Town_Engineer Wm. Rowell, Town Sup't's of Highway and Water and Sewer,Departnents, Harry Cooper and Fred Walker,and Book-keeper for Supervisor's accounts, R. Krauklis. Others attending were as follows: Jerre Dexter, reporter for Cortland Standard, Don Morton, Mr. Butler, Morris Fitts Attorney representing Pinehurs.t Project for Don Morton,Mr. Cole, realestate broker, Attorney Paul Yesawich, James Yaman, Bill Burd- ick, Wm Halstead, W.G.Heaslip ,Lyle Smith, Engineer John MacNeil and Mayor of the Village of McGraw, Mr. P. Macomber. Present also, Mrs. Rita Sinram, election inspector, dist.3. Town Attorney read the application of Don Morton and H. Cleveland in the matter of the extension of Sewer District # 1 in the Town of Cortlandville of lands of H. Cleveland and a portion of lands of D. Morton. See Resolution on following page. 2 r A petition_ dated June 11, 1968, having been pre�ented by Donal L. Morton, Pinehurst Development Corp. and Harold J. Cleveland and Lucile B. Cleveland, requesting an extension of the boundaries of Sewer District No. 1 in the Town of Cortlandville, and it appearing that a portion only of lands of Donald L. Corp. presented a certificate of resolutions taken from the minutes of said Corporation of June 4, 1968 ,to be filed in the Town Clerk's Office. The proposed apartment buildings are to be Colonial type with brick veneer. Motion was made by Mr. Fish seconded by Mr. Wadsworth that the following becre-appointed as democrat election inspectors., Dist. 1, Loretta Burden & Thelma Jacobi, substitute, 0 Mary E. Gilbert. Dist 2. Pearl Burt & Florence Truman, substitute, Betty Doty. Dist. 3 Margaret Scudamore & Rita Sin -ram, substitutes, Verna Bryan & Ann Planck Dist. 4, Eva Kendrick & Susan Zingaro. Dist. 4, Jenette Russell & Jessie White This motion was carried, In regard to the election inspectors for the Republican party, due to changes in District 3, Chairman Yesawich wishes to take more time, therefor.:-- this was tabled again until the next Board meeting, J1� IVA note of resignation was read from the dog warden, M. Race, Motion was made by Don Eaton seconded by H. Wadsworth that the resignation be accepted, this motion was passed. motion was made by H. Wadsworth seconded by D. Eaton and unanimously carried by the Board that the Supervisor i3hould explore the possibility of making some arrangement with S.P.C.A. or Mr. Floyd Hughes or others and perhaps hire an available person as dog warden. The supervisor reported that a Mr, Robert Glave on Kellogg road has a dog problem which the Town Clerk will be instructed to look into Thursday A.M. (Town Clerk investigated and brought the dog in to Turner & Peterson, also checked on a complaint from a Mr. Henry In the Blodgett Mills area. l\�Supervisor Taylor informed the Board that the Telephone Co. 1' 2611 is asking an easement to the present easement from the Niederhofer/ Don McKee lands.Not less than 30" in depth and 7 feet east of the water line is recommended. Motion was made by Don Eaton seconded by Sherm Griswold that the above request be granted,as above,,leaving the Town harmless. This motion was passed unanimously. The Deerfield Heights Load problem and the Niagara Mohawk Power Cable Line easements were discussed. Town Attorney is going to study the easements and report to the Board. Letter was read from the Mayor of McGraw Village, Mr, Macomber asking that the Town of Cortlandville include $2000.00 in their Budget for 1969 to help supplement the Village Recreation Budget. Motion was made by Don Eaton seconded by H. Wadsworth that this letter be accepted and filed, motion was carried. The above request will be taken into consideration when the Town makes up a new Budget in September, The decision of the Appeals Board was read in regard to the lands of Wm. Halstead. At this meeting the members of the Zoning Board of Appeals were all present and unanimously adopted a resolution recommending to the Town Board the adoption of this amendment upon the condition that Halstead Canning Co. Inc, acknowledge and record in the Cortland County ClerlK Office its declaration of covenants and restrictions upon this real property, declaring as follow'sa 1. That a row of evergreens will be planted and maintained along the east line of said premises, extending from the north-east corner thereof southerly to a point 25 feet measured northerly from the north righ-of-way line of McLean Road. 2. That a row of Lombardy poplar trees shall be planted and maintained on a line parallel to and two and one- half feet from the east line of said premises and extending from the north line thereof southerly to a point measured northerly 25 feet from the north right-of-way line of McLean Road. ;0 3. That a Bark -On stockade picket fence, or equal, 7 feet high is to be erected on a line parallel to and five feet from the east line of said premises and extending from the north line thereof southerly to a point measured northerly 25 feet from the north line of McLean Road. 4. That the above conditions must be performed and put in operation prior to the issuance of a certificate of occupancy by the Town Clerk and prior to the carrying on of any retail business upon said premises. `RESOLUTION was passed by the Town Board that the recommendation e'4wd. of the Appeals Board to rezone the lands of Wm Halstead"be placed entirely in a Commercial District. This resolution was offered by Justice Donald Eaton seconded by Justice Ronald Fish. Complete description follows: page 56 and 57• This resolution shall not become effective until Halstead Canning Co.:Inc. shall execute, sign, acknowledge and record in the Cortland County Clerk's Office its declaration of covenants and restrictions upon the NMMdescribed parcel of lands as per the request of the Appeals Board at the July 8, 1968 meeting. 56 At a meeting of the Town Board of the Town of Cortlandville, held at the Town Hall, in the Town of Cortlandville, Cortland Count New York, on the 17th day of July, 1968, the following Resolution was offered by Justice of the Peace Donald Eaton, and seconded by Justice of the Peace Ronald Fish, and unanimously adopted pursuant to Sections 264 and 265 of the Town Law, to wit: RESOLVED, That the boundaries of Residential, Agricultural andl Commercial Districts in the Town of Cortlandville, as shown on the Zoning Map of the Town of Cortlandville, be, and they hereby are, changed so that the following described parcel of land be, and it hereby is, placed entirely in a Commercial District: T� ALL THAT CERTAIN PLOT, PIECE OR PARCEL OF LAND, situate lying and being in the Town of Cortlandville, County of Cort- land and State of New York, being part of Lot #73 being bounde and described as follows: Beginning at the center line of Wes :Road (N.Y.S. Rt #281) at the southwest corner of lands of Stat of New York, Department of Public Works; thence N-89 -56'-E along lands of said State of New York a distance of 689.61 f.ee to a, point; thence S-10-39'-W a distance of 637.83' to and alo lands of Cortland Gospel Association to a point in the center line of McLean Road; thence N-89 -44'-W along said centerline of McLean Road a distance of 666.49 feet to a point being the southeast corner of lands of L. It was unanimously resolved by this Board that they recommend these zoning changes to the Town Board of Cortlandville. 1 Motion was made by Ron Fish seconded by Sherm Griswold to ® accept the recommendation of the Appeals Board to rezone the above lands from Agricultural to Residential, all voting aye. Complete description follows on next page. E Town Engineer will take Zoning Map and make corrections to Zoning Map as regards Crestwood Ct., Pinehurst and any others in error. I� There was much discussion about a wheel tractor loader, Spec- ifications will be prepared for Bidders and may be obtained from the Town Clerk at his office 15 Terrace Road, (Fire number of building 3577) These bids will be opened at 10 A.M. on Wed.
