adoptions
RESOLVED , that this Towr, Board grant the special permit to
WHCIJ / WXYL to relocate their existing general offices and
broadcast facilities to a location at or about 1751 Hanshaw Road
with the following condition that if any other use of the
building is proposed that an additional permit will he required
for that use . Also under the SEDIR provisions that the
E nvironmental (Assessment Form prepared in connection with the
project will have no adverse environmental impact and that if
applicable , the Supervisor or hit designee prepare and file a
N egative Declaration .

To Whom It May Concern :
The management of WHCU / WYXL asked me to write a letter addressing
the issue of television and radio interference in the vicinity of
the new TAHCUJWYXL offices and studios on Hanshaw Road in the Town
o f Dryden .
By way of introduction I am presently a technical consultant to
WHOLE and WYXI and in years past I was the chief operator both
u nder Eagle Broadcasting and Cornell ownership .
Eagle Broadcasting is meerly conttucting new studios and making no
changes to its transmitter facilities en Mt . Pleasant or in Newfield .
I can see where no case of television or radio interference will
arise . The new studio facility will have no high power transmitter
o f other hi - power NO generating devices .
Construction of the new studio facility will use state - of - the art
e quipment and installation practices that will naturally preclude
any causes of television or radio interference . The construction of
the new plant will De done under my supervision and will meet all
present industry accepted standards .

Telersion interference is unlikly in the audio environment . It
would be necessary to supress any spurious interference arising
during construction to come into line with FCC requirements re -
. garding audio performance .
It should also be noted that if a case of interference were to
actually arise out of this construction and its cause traced to the
new studio installation it would he up to Eagle Broadcasting , under
present FCC rules , to correct the problem at the stations expense .

As the installation will be under my supervision Y see no case where
any of the residents in the area will be affected in any way by
television OT radio interference . Again WHCII /TdYXL is not installing
transmission equipment . The move concerns new studios and business offices .

WHEREAS , the Town Board of the Town of Dryden , Tompkins
County , New York , has duly caused to be prepared a plan and

estimate of cost relating to the increase and improvement of
D ryden Sewer District No . 2 and Monkey Run Sewer District within
said Town , consisting of the construction of a new pump station
t o be located at the northwest corner of the intersection of
Forest Home Drive and Dryden Road ( Route 366 ) , to replace the
e xisting pump station known as the Varna Wastewater Pump
Station , at a maximum estimated cost of $ 185 , 000 ; and
WHEREAS , debt service and operation and maintenance costs of
such construction of a new pump station shall be annually
apportioned among Dryden Sewer District No . 2 and Monkey Run
Sewer District by the Town Board ; and
® WHEREAS , all conditions precedent to the financing of such
capital project , including compliance with the provisions of the
State Environmental Quality Review Act , have been performed ; and
WHEREAS , it is now desired to call a public hearing on the
question of the increase and improvement of the facilities of
D ryden Sewer District No . 2 and Monkey Run Sewer District in the
matter described above , and to hear all persons interested in
t he subject thereof , concerning the same , in accordance with the
provisions of Section 202 -b of the Town Law ; NOW , THEREFORE , IT
IS HEREBY
ORDERED , by the Town Board of the Town of Dryden , Tompkins
County , New York , as follows :

Section 1 . A public hearing will be held at the Town Hall
65 East Main Stret , in Dryden r New
York , in said Town , an the 14th day of Novembet . 1989 ,
at 7 : 30 o ' clock P . M „ Prevailing Time , on the question of
the increase and improvement of the facilities of Dryden Sewer
District No . 2 and Monkey Run Sewer District within the Town of
Dryden , Tompkins County , New York in the manner described in the
preambles hereof , and to hear all persons interested in the
subject thereof , concerning the same , and to take such action
thereon as is required or authorized by law .
Section 2 . The Town Clerk is hereby authorized and directed
to cause a copy of the Notice of Public Hearing hereinafter
provided to be published once in The Ithaca Journal •
the newspaper hereby designated as the official newspaper for
this Purpose , and also to cause a copy thereof to be posted on
the sign board of the Town , such publication and posting to be
made not less than ten , nor more than twenty , days before the
date designated for the hearing .
Section 3 . The notice of public hearing shall be in

NOTICE IS HEREBY GIVEN , that the Town Board of the Town of Dryden will

County of Tompkins on October 26 , 1989 at 6 : 30 PM . for the purpose of '
considering contracting with the hereinafter designated fire companies for
fire protection to be furnished by each of them in the designated fire -
protection districts established in said Town . The following contracts are
to be considered :

S upv Schug ° when the Town Board spends the money for the
li ambulance contract , which is well spent , the Town Board should
know what they are doing and be able to explain it to the
citizens of the town . They are doing a good job and he has not
h eard any complaints .
Doug Cotteri11 representing Neptune Hose Co and Chris O ' Connor
✓ epresenting Varna Fire Dept were requesting more money for their
fire company budget .
- - The reason is the cost for OSHA approved turnout gear that is
✓ equired for each fireman otherwise they are not allowed to do
certain things while they are at a fire or accident . They stated
that it cost $ 600 . 00 per outfit for a fireman . There was
considerable discussion .
- - The Town Board decided that they would reimburse each company
u p to $ 5 , 000 . 00 strictly for OSHA approved turnout gear and the
fire companies are to return the bills to the Supervisor for
proof of purchase . This would be for Neptune Hose Co . # 1 Inc ; W B
S trong Fire Co . of Freev i 1 l e , Etna Volunteer Co . Inc . and Varna
Fire Department . This will make the fire rate about $ 1 . 87 per
thousand .
RESOLUTION # 245 APPROVE TURNOUT GEAR FOR
FIRE DEPARTMENTS
Clm Evans offered the fallowing resolution and asked for its
0 adoption ;
RESOLVED , that this Town Board will reimburse up to $ 51000 . 00
e ach to Neptune Hose Co . # 1 Inc . , W B Strong Fire Co . of
Freeville , Etna Volunteer Co . Inc . and Varna Fire Department for
the purchase of OSHA approved turnout gear and to present the
bills to the Supervisor ' s Office for proof of purchase along with
proof that the fire company has spent $51000 . 00 or more from
their contract monies for the same type of turnout gear . For the
f ire companies to obtain the full $ 5 , 000 . 00 it will be necessary
for the fire companies to provide invoices in the amount of
$ 10 , 000 . 00 or more . This is in addition to the proposed
contracts .
B E IT FURTHER RESOLVED , this is not an increase in the fire
d epartrient contracts with the Town of Dryden .

RESOLUTION # 246 ADOPT ANNUAL. Y3LJDCET
® Clrn Evans offered the fallowing resolution and asked for its
adoption :
WHEREAS , that this Town Board has met at the time and place
specified in the notice of the public hearing on the preliminary
budget and heard all persons desiring to be heard thereon , now
therefore be it
RESOLVED , that this Town Board does hereby adopt such preliminary
budget as the annual budget for this Town for the fiscal year
beginning on the 1st day of January 1990 , and that such budget as
so adopted is on file at the Town Clerk ' s Office and be it
FURTHER RESOLVED , that the Town Clerk of this Town Hall shall
prepare and certify in duplicate copies of said annual budget as
adopted pursuant to Section 202a of the Town Law and deliver one
copy thereof to the Supervisor of this Town to be presented by
h im to the Board of Representatives of this county .
