HomeMy WebLinkAbout05-1993MINUTES OF TOWN BOARD MEETING MONDAY, MAY 10, 1993 AT 7:30 P.M. Those present: Teresa M. Robinson, Supervisor Ellard L. Sovocool, Councilman Gordon C. VanBenschoten, Councilman Donald E. Cummings, Councilman Carl E. Haynes. Councilman Jack Fitzgerald, Attorney Also present: George Senter, Leland Cornelius, Liz Brennan, Betty Sperger, Elsie DeCamp, Abe Congdon, Bob Bernhart Just prior to the meeting, the Cortland County Family Support Group presented a scroll showing the names of the men and women who served during Operation Desert Shield /Desert Storm. The following individuals are listed on the scroll from this area: Kenneth Baker, Brian Burlingame, Gary C. Knickerbocker, Joseph E. Murdock, Frederick J. Ott, Jr., David J. Parker and Charles Doyle. Several representatives of these individuals and members of the public attended the ceremony and reception. Moved by Mr. VanBenschoten, seconded by Mr. Cummings, that the minutes of April 12th be approved as mailed. Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson. Claim Nos. 85 to 104 of the Highway Fun( Claim Nos. 110 to 135 of the General Fun presented for audit. Moved by Mr. Haynes, bills be approved for payment. Ayes - Haynes, Robinson. in the amount of $110,299.53 and in the amount of $23,024.86 were seconded by Mr. Sovocool, that the Sovocool, VanBenschoten, Cummings, Mr. Haynes asked about Budget Equipment Fund A1340.2 having $2000 budgeted and the bill for accounting software being $4800. Supervisor Robinson said Liz would explain. LIZ BRENNAN - BOOKKEEPER - Handed out Detail of Expenditures and Revenues for month ending March 31, 1993. Also handed out Bookkeeper's Monthly Report for month ending March 31, 1993. We had budgeted $2000 because we weren't sure of the cost of the accounting program last year. We need another $2800 to pay it in full. We were going to take it from the Budget .4. I'd like approval on transfer of that and also Worker's Comp. for $490 from Contingency in the General Fund. Then we need another resolution on the 1993 White GMC Autocar. We'll be liquidating encumbrance from last year and amending the budget for an unencumbered fund balance for the difference. Explained what the accounting software provides - Fund Accounting, Check Writing, Abstract, Budget Preparation, etc. The printer that Colleen had is not going to work at all. You can write faster than it will print. We're going to have to look at a wide carriage printer. Computer Land has it for $489 and Computing Center has it for $528. I can get a proposal from them if you like. On the Bookkeeper's Report there is also a monthly report showing a breakdown of the different ledger accounts. I think this accounting package really gives you a clearer picture of what is happening .......(At this point, the Board Members all voted aye to approve the bills which included the invoice for the Accounting Software in the amount of $4800.) RESOLUTION NO. 31 - APPROVE TRANSFERS Moved by Mr. Sovocool, seconded by Mr. Cummings Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson RESOLVED, that the Town Board does transfers: From Contingency A1990.4 - $490 To Worker's Comp. Ins. A9040.8 - $490 1 hereby approve the following From Budget A1340.4 - $2,800 To Budget A1340.2 - $2,800 (For accounting computer program) LIZ BRENNAN - I do need a separate resolution to amend the budget for the truck. The only other comment I have is the Worker's Comp. Insurance -- We have to add a little bit more to our budget to cover that, but the way Perma works, if we don't have a lot of claims they give you back money at the end of the year. We can apply that to what we're transfering now. We won't know until the end how many claims that we have. If no claims, usually you get a pretty good check back. Mr. Haynes asked if the Policy itself just went up. No, it's a renewal. Apparently they renew in June. We paid in January, I guess that was for half a year. The new one for $17,000, we spread that throughout the different funds. In the General Fund, we need the extra $490 to pay the bill. Explained to the Board why we need to amend the budget when using last years fund balance to pay for truck. RESOLUTION NO. 32 - AMEND BUDGET Moved by Mr. Haynes, seconded by Mr. VanBenschoten Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson RESOLVED, that the Town Board does hereby amend the 1993 budget as follows for purchase of the 1993 White GMC Autocar which totals $89,000 with the trade -in: Liquidate encumbrance of Amend Budget to use Unencumbered fund balance (DA5130.2) ..............$58,391.08 of ........... $30,608.92 $89,000.00 GEORGE SENTER - CODE ENFORCEMENT OFFICER - Year -to -Date Building Permits: 1992 4 houses 1 mobile home 15 others 1993 3 houses 0 mobile homes 13 miscellaneous Fifty -two letters were sent out on unlicensed, junk or abandoned cars. That is a decrease from last year of about 400. A recheck is due this Friday. I will be attending a seminar on May 19th at the Endwell Fire Station sponsored by OSHA. I went to John Anderson's today. John is making progress. We have had a few complaints that have been addressed. Chuck Volbrecht is cleaning out what Jim Jensen had back in there for ever and ever. He has taken several pickup truck loads out of there. Across the street is Wayne Locke. I sent him a letter and I told him that he was in violation of his Special Permit. I suggested that what he do if he can't make a living or can't live with what the Planning Board told him he had to do, he has two choices. He goes to the Planning Board to have them review his permit or if he doesn't do that, I will have to pull his permit. That's how the guy makes his living and it would be difficult to pull his permit. He has to comply just like everybody else does. LELAND CORNELIUS - HIGHWAY SUPERINTENDENT - Our new truck arrived today. We need to change a road name. Devlen Road and Woods Road. I talked with the Highway Superintendent in Locke and he has no objections to changing Woods Road to Devlen Road. Jack told me what to do. Devlen Road will now be from West Groton Road down to Hilliard Road on the Locke side. It ends where the abandoned Bossard Road comes out. George Senter has a subdivision down there and there will be several houses down there. He wants to know whether to call it Woods Road or Devlen Road. We already have a Wood Road and this would get rid of Woods Road. When the 911 goes on line in the County, we would have to eliminate duplicate road names. Attorney Fitzgerald advised that this could be achieved by a resolution of the Board. Within 10 days the Clerk has to notify the County Assessment Office, the Planning Board, the County Clerk, County Engineer and the Post Office Department. On the State Inventory Sheet it's Woods Road. This will be sent in in the fall with the change on it. The correct way to spell Devlen is D E V L E N. Mr. Cornelius also reported that 2 he is doing ditching on Bossard Road since road ditch currently runs through field where Jeff Cronk intends to build his home. RESOLUTION NO. 33 - RENAME WOODS ROAD TO DEVLEN ROAD Moved by Mr. VanBenschoten, seconded by Mr. Haynes Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson RESOLVED, that the Town Board does hereby rename Woods Road to Devlen Road. Monthly reports from the Town Clerk, Tax Collector and Town Justices were reviewed by the Board. The Local Advisory Board of Assessment Review for the Town is scheduled to meet from 3 PM to 6 PM on Tuesday, May 11, 1993 at the Groton Town Hall. The two people serving on this Board will be Teresa Robinson and Gordon VanBenschoten. BETTY SPERGER - Have we done anything about the sound system so we can hear. Supervisor Robinson said she had made some inquires and George Senter had given her some information on another system. Mrs. Sperger said it is impossible to hear what is going on at the meetings and urged the Board to look into some kind of sound system. Supervisor Robinson stated that they could move up closer if they'd like. Attorney Fitzgerald advised the Board that the HUD Agreement with Diversified is all set. Bernie Thoma has it all set the way we wanted and it conforms to our resolution. He understood that the interest to be paid started February 1st. Received notice that the CHIPS Program will be receiving more money. The amount proposed for 92 -93 is $48,008 and the amount proposed for 93 -94 is $55,000. Supervisor Robinson attended a meeting of Town Supervisors , the Mayor of Ithaca and two County Representatives regarding sales tax revenues. With all their maneuvering and their moving their money around, and everything, and getting the cities money, we wondered if they were going to do anything to us. They are not. We are going to get the same percentage as we always got. The Office of the Aged has a new project. They'd like to have a visiting program. They are looking for someone to visit with or to do something for the elderly and shut -ins. Highway Garage - Electrical: Floyd Ferris came over and went through what is reguired. What he said is if the lower part of the garage is sealed off -- that is to cut of the electric and seal them over, and put electric overhead that would satisfy our problem. Everything must comply with the code including the lighting from above. Each item is to be written up separately. First would be seal off the bottom, second would be overhead lights and third would be Simplex. Have contractors come and explain what has to be done and let them give us their three separate bids. Mr. Ferris would be glad to look them over before they are put out to bid. If Mr. Ferris documented what he wants done, this would be a start for us in preparing notice and specs. The main thing is we want the wiring brought up to code. In addition, lighting in the garage could be similar to mercury lights. Atty. Fitzgerald requested that information from inspectors be faxed over to his office so that he could prepared Notice of Bid and Specs. RESOLUTION NO. 34 - LET BIDS ON HIGHWAY GARAGE ELECTRICAL SERVICE Moved by Mr. VanBenschoten, seconded by Mr. Cummings Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson RESOLVED, that the Town Board does hereby authorize bids to be let to 3 repair or replace the electrical service to the Town Highway Garage. Discussed Spring Clean -Up Days: Several people have inquired about spring clean -up. Supervisor Robinson called around the County and they did not plan on spring clean -up. The only spring clean -up you're going to have is if you want to pay out the money. Last year it cost $12,000 for just the trucking. The pile of junk out back is what the Town crew picked up along the roads. This will have to be taken away before this weekend, otherwise the public will be dumping there. The trucking does not include the $95 per ton dumping fee if we are even allowed to take it to the dump. As far as brush is concerned, the Town would be willing to chip brush. A REPORT OF EXAMINATION for the fiscal year ended December 31, 1991, as prepared by the Office of the State Comptroller was received on April 14, a copy of which was sent to each Board Member for his review and comments. Ciaschi, Dietershagen, Schaufler & Mickelson, CPA's would like a commitment on performing financial audit for the Town for 1993 and 1994. The fee of $3400 for completing 1992 audit seemed excessive. It was suggested that the Town put it out for bids. Dennis does a good job, but we also have all our records in order thus should decrease the time spent by the auditors in preparing their report. Consenus of the Board was to have the Supervisor dicker and that we always have the option to go out to bids. Moved by Mr. Cummings, seconded by Mr. VanBenschoten, to authorize Leland Cornelius, Highway Superintendent, to attend annual Highway School in Ithaca from June 7 - 9. Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson. Received 1993 Recycling Agreement with the County. The Agreement contained a section that indicated that the Town would maintain the site. Since the County owns the site, they maintain it. This section is to be crossed out and initialed by the Supervisor. RESOLUTION NO. 35 - 1993 RECYCLING AGREEMENT WITH COUNTY Moved by Mr. Haynes, seconded by Mr. Cummings Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson RESOLVED, that the Town Board does hereby authorize the Supervisor to sign the 1993 Recycling Agreement with the County.
