(Feb. 6th thru 9th) Justices Donald Eaton and Ronald Fish, Councilman Henry Wadsworth, Town Attorney, John Gardner, Supervisor Frank K. Taylor, Book-keeper for Supervisor, M.E.Krauklis, Dextur Paddock of the Appeals Board, Gordon Hatheway-and Willard Griswold of the Planning Board, also, Mrs. L.Ray (Annabelle) Alexander as Town Historian. This motion was carried. Highway Superintendent Floyd Colegrove arriving late reported on equipment valued at $183,500.00, he will file an inventory in the Clerk's Office at a later date. Town Clerk presented a bill from the City of Cortland for Sewer use as per agreement in the amount of Q327.50. Motion was made by Justice Eaton seconded by Justice Fish that the bill as presented by the Clerk and audited by the Board be paid. This motion was carried. Meeting was adjourned as far as Town Business in order to proceed with a discussion about the Halstead Tract Mr. Reginald IaSure was present with his Engineer John MacNeil and others who are interested in building about 63 homes on this tract. William Howell gave a talk on steps to be taken in order to provide water and Sewer for this Tract. The homes would be expected to be on lots 75 X 120. Charles Abdallah was present also with his surveyor, Don McKee. Fred Walker, newly appointed Supervisor of Water Service also was present at this meeting. There being no further business at this time, meeting was ajourned until the next Board Meeting on January 19. LMB : mb Lelan M. Brookins, Town Clerk TOWN OF CORTLANDVILLE Wednesday January 19, 1966, 2nd. Regular Meeting Held at the Town. Hall, 15 Terrace Road, Cortland, N.Y. Present were: Supervisor rerank K. Taylor, pre- siding, Justices Donald Eaton and Ronald Fish, Councilmen Sherman Griswold and Henry Wadsworth. Town Attorney John Gardner was also present and Fred ® Walker,Supervisor of Water Installations . Book-keeper for Supervisor, M.R.Krauklis, present,also. Town Clerk read minutes of last meeting add they were approved. Late -comers were Highway Superintendent, Floyd Col_egrove and Ed. Pettet from Blodgett Mills, also Salesman, Mr. Allen from the Hershey Meter Co., Mr. Arthur Riter, Fire -Chief of Homer, Gordon Wheelock & Kenneth Wheeler of the Fire Depadtment. Motion was made by Mr. Griswold seconded by Mr. Eaton that Russell Parsons be appointed Chairman of the Appeals Board. This motion was passed with the unanimous approval of the Town Board. Motion was made by Mr. Eaton seconded by Mr. Wadsworth that W.E.Becker, Assessor for the Town of Cortlandville be permitted to attend the Association of Towns Meeting at the Towns expense, Feb. 7,8 & 9, in New York City. This motion was carried also. There was a discussion regarding the Lighting of new road interchange's,and Justice Eaton was delagated to find out what the State will do in regard to this problem wherAfie attends -the Meeting in New York City. Motion was made by Mr. Eaton seconded by Mr. ® Wadsworth that the Highway Superintendent be in charge of Town Dumps. Mr. Allen demonstrated a Hershey Meter Co.product, showing all parts of a new meter and also the outside installation for reading meters. Installation of this type is a thought for the future for the Water District. On motion of Mr. Griswold seconded by Mr. Fish a Resolution was passed unanimously that Town Clerk be paid $300.00 from the Water District and $200.00 fuvm the Sewer Distict for book-keeping involved. Mr. Walker reported to the Town Board as to his activities in supervising hydrants and other work re- lative to his duties in the water district for the past two weeks. Fire -chief Riter and Fireman Wheelock and Wheeler • discussed the numbering system and brought up some of the problems they have had in the areas which have all - ready been numbered over a long period of time. Supervisor Taylor will investigate and become more familiar with this project for future discussion. Chief Riter also talked with the Town Board about the need for the Town having a proper building code and an ordinance prohibiting burning of leaves, burning of trash near buildings or causing any air pollution, also he suggested that all Fire Hydrants in the Town be tested at regular intervals to see that they are in working order at all times. Mr. Walker was so instructed to test the hydrants as part of his work in the Water District. Mr. Taylor reported on a letter which he had from the Overhead Door Company in which they express their need for water in the Spring, 1966, at their property located on West Road. Discussion also was held in regard to the Edlund Project on the South Cortland Road and the need for Water and Sewer. Mr. Niederhofer has pur- chased the Breeds Farm which will become a part of the Developement on the former Space land and there will be a need for water in this area,also. There being no further business at this time meeting • was adjourned. The next regular meeting will be held February 2, at the Town Office, at 8 P.M. Lelan M. Brookins, Town Clerk January 26, 1966, Public Hearing held by the Appeals Board Action taken by the Town Board at this time. January 26, 1966, & P.M. Special meeting of the Town Board held at the Town Hall. Present were. Supervisor Frank K. Taylor, presiding, Justices Donald Eaton and Ronald Fish, Councilmen Sherman Griswold and Henry Wadsworth, also Town Attorney John. Gardner. The Appeals Board having held a Public. Hearing on the re -zoning of Land owned by Donald Osbeck on Route 13 from Agricultural to Industrial recommended to the Town Board that this land be rezoned. Description follows on page 132. Motion was made by Mr. Griswold seconded by Mr. Fish that the Town Board accept the recommendation of the Appeals Board and rezone the lands of Donald Osbeck as described in the Petition. Lelan M Brookins, Town Clerk 1 132 At a meeting of the Town Board of the Town of Cortlandville held at the Town Hall, 15 Terrace Road in the Town of Cortlandville in Cortland County, New York, on the 26th day of January, 1966, the following RESOLUTION was offered by Councilman Sherman Griswold and seconded by Justice Ronald Fish, and unanimously adopted pursuant to section 264 and 265 of the Town Law, to wit: RESOLVED, That the boundaries of Agricultural and Industrial Districts in the Town of Cortlandville as shown on the zoning Map on file at the Town Clerk's Office be, and it hereby is, placed entirely in an Industrial District: ALL THAT TRACT OR PARCEL OF LAND, situated in the Town of Cortlandville, County of Cortland and Slate of New York, being a part of Lot #92 and being bounded and described as follows: BEGINNING at a point on the northerly boundary line of New York State Route #13, as located on January 10, 1966, said point being located 653 feet easterly along the said northerly boundary from the intersection of the said bound- ary line and the west lands of Donald Osbeck; thence run- ning N 390 47' 49" E along said highway boundary line a distance of 66.64 feet to a point marked by a concrete right-of-way monument; thence running N 470 81' 39" E along said highway boundary a distance of 933.89 feet to a point; thence running N 420 58' 21" W a distance of 505.17 feet to a point on the north line of lands of Donald Osbeck; thence running S .880 09' 54" W along said Osbecks north line a distance of 1327.79 feet to a point; thence running S 420 581 21" E a distance of 1387.04 feet to the place of begin- ning containing 21.63 acres of land more or less. Cortland, New York Regular meeting of the Town of Cortlandville was held at 8 P.M. on the above date with Supervisor Frank K. Taylor, presiding; Present were: Justices Donald Eaton and Ronald Fish, Councilmen Sherman Griswold and Henry Wadsworth also Book-keeper for Supervisor, Rudy Krauklis, Attonasy.;: John Gardner, Water Superintendent Fred Walker. Town Clerk read the minutes of the previous meeting and they were approved. Mr. Walker reported to the Board his activities for the month of January in regard to his work in Water District . A letter was read by the Town Clerk from Mr. & Mrs Lloyd Hartranft protesting their assessment on Groton Ave Extension property. This letter was ordered filed. .nBeILyion from residents of Highland Road requesting street lights was read by the Town Clerk. Supervisor Taylor appointed Justice Fish and Councilman Wadsworth to investigate and report on their findings at the next meeting which will be held on February 16 th. A motion was made by Councilman Wadsworth seconded by Justice Eaton that the Bond of Sherman Griswold as Deputy Supervisor be accepted. This motion was unanimously accepted and approved by the Town Board. Supervisor Taylor appointed Justice Fish to secure 6 Plastic Cones ana& 2 ola.A.:&;;"Men Working" for use in the Water and Sewer District. A motion was made by Justice Fish seconded by Council- man Wadsworth that a 1956 Pickup Truck be purchased for use in the Water and Sewer District for the sum of $300.00. This motion was passed unanimously by the Town Board. I- I 1 135 11 Supervisor Taylor reported on the progress of the pro- posed subdivision by Holiday Building Corporation on Tompkins Street Extension. He sent a letter dated January 14th to Mayor Noss of the City of Cortland, advising him of -this development and that it would eventually mean an additional 159 new family units to be connected to the Tompkins Street intercepter sewer and City Sewage Treat- ment Plant. On January 21st, Mr. Taylor received a letter from. Mayor Noss, advising him that the City had no object- ion to such plans. At a meeting of thy; Planning Board, Rttended by Mr. Taylor and representatives of Holiday Building Corporation, the Plan to build a 15 inch sewer line along the Lehigh Valley Railroad tracks into the City was abandoned. Holiday Corporation proposes to construct an V8 inch line from their subdivision to the Town°s line y in Homestead Avenue , with a pumping station, all of which will eventually be given to the Town. Mr. Charles Abdallah does not plan to join in any way with this development. Motion was made by Justice Eaton seconded by Councilman Wadsworth that all bills as read by the Town Clerk and audited by the Town Board be paid as follows: General Fund $7658.36 Highway 1421.07 Water District r`# 1 1968.54 Water District # 2 165.60 Sewer District # 1 148.00 This motion was carried unanimously. Meeting of the Month, 8 P.m. Town Meeting was called to order by Supervisor Frank K. Taylor, all members present# Justices D. Eaton & R. Fish, Council- men S.Griswold & H. Wadsworth. also present were Book-keeper for Supervisor, R.Krauklis, Town Attorney, John Gardner, Hiighway Sup't. Floyd Colegrove, Water Superintendent, F. Walker and Bob Adams reporter for the Cortland Standard. h I5 aT,�a,���se�s •�Ac K Minutes of the previous meeting were read by the Deputy Clerk and were approved by the Town Board. Certain Bills as presented by the Clerk and audited by the Town Board in the amount of $868.25 were on motion of S. Griswold seconded by D. Eaton with unanimous approval of the Board,ordered to be payed. Superintendent of our (Public Works) Water & Sewer Department F.Walker, reported he had acquired a Yellow protective Helmet, com- pliments of the Niagara Mohawk Power Co., also that he had been in the process of flushing all hydrants. Thru the Clerk's Office an order has gone in to the Linemens Supply Corporation in Bing- hamton, for the Cones and signs needed for this Department. The Pick-up Truck for Cortlandville Public Works Department will be ready for use in the very near future. Justice Fish gave an informative talk on the possibility of a special rate for electric service for the Water Pumping operation. Having consulted with the Town Engineer, W. Rowell, the Pumps may be able to be set so they,will not go over the 15 minute cycle. H6L15kY CORPORATION has engaged Attorney T. Femstermacher in regard to applying for Sewer Service for their planned Develop- ment. (Reported by Supervisor F. Taylor) Walter Goodale has agreed to contact the residents in the Area of McLean and Stupke Roads regarding expansion of the present Water District. The House numbering project was again discussed relative to the homes in certain area's which have been numbered for some time, due to commitment made in 1962 by the Town Board, these area's will also have to be renumbered. The Village of McGraw retains their present numbers. Justice Fish reports that 5 street lights have been installed in their proper place at the interchanges near Polkville: Justice Eaton reporting on his inquiry at the Assoc. of Town's Meeting to the effect that Town Attorney should take it up with the`State Department of Public Works regarding the installation of lights on the new"State Highway" interchanges. Hgwy. Sup't. F. Colegrove reports that the sign for Bell . Drive is ready to be installed. In discussing the various needs at the Town Garage, Supervisor Taylor appointed Justice Eaton and Councilman Griswold to meet with Mr. Colegrove in regard to plan- ning a "renovation" at the Town Garage. Mr. Colegrove also is in need'of a 1 Ton Truck and will have specifications ready for review by the Town Board at the next Regular Meeting. Mr. Colegrove recommends to the Town Board that Paul Stupke be raised in pay from 41.50 per hour to $1.60, and that Paul Leet be raised from $1.65 to $1.75 per hour. On motion Vy Justice Eaton seconded by Justice Fish with the unanimous approval of the Board this motion was passed, effective at once. There being no further business, meeting was adjourned. Members present were: Supervisor Frank K. Taylor, pre- siding,.Councilmen Sherman Griswold, Henry Wadsworth, Justices Ronald Fish & Donald Eaton. Others present were as follows,, Assessor W.E.Becker, Town Attorney John Gardner, Town Engineer, Wm. Rowell, Water Superintendent, Frederick Walker, Book-keeper, for Supervisor, R.Krauklis and also Mr. Coleman a resident of Groton Rd. Ext., Mr. Wallace Kampney and Mr. Raymond Randolph. Town Clerk read the minutes of the last meeting and they were approved. Mr. Wadsworth reported in regard to survey for need of lights on Highland Road. Motion was made by Mr. Eaton seconded by Mr. Griswold that the Town Board accept the recommendation of the committee and install 11 new street lights on. Highland road. This motion was carried. Town Clerk read reports of Mr. Becker regarding the appraisal of the Town Hall and the Town Garage. Regarding the Town Hall: using replacement cost less depreciation, Mr. Becker appraised the current value as $47,000. Regarding the Torn Garage Again using replacement cost less depreciation, the current value is $68PI 500. The heating conditions are poor, system needs repair or replacement. Mr. Eaton, read letter from Mr. Allen. A?.Y.S. Elec. & Gas Co. that estimated cost of heating the Garage with gas would be in the area of $1100.00 per year. Town Clerk turned over Letter from Dravo Corporation to Donald Eaton, in regard to conversion costs of present heating system. Mot,i.on by Mr.Taylor seconded by Mr. Griswold that the Assessors report be accepted and entered in the XKXXY minutes of this meeting. This motion was carried. Mr. Eaton reporting on the committees findings at the Town Garage feel that the Heating Plant should be re- placed before dust and dirt is removed. from the interior. He also read a letter from W.G.Pomeroy, Binghamton, their estimate for new Panel Block Gas Heaters for Garage, in the sum of $3150.00 ($3150.00) . Mr. Walker reported the water table was up, also brought to the Boa.---ds attentlon, that he had painted the truck recent- ly purchased for the Water and Sewer Department. Town Clerk also brought to the attention of the Board a letter from Mr. Towelson from the New York State Department of Public Works, Syracuse, N.Y. explaining that in the interest of safety, the Department has adopted a p1licy of controlling the right -of -access for a distance of approximately 300 feet along local roads from the exit and entrance ramps to express- ways. In some instances it may be necessary for the State.to acquire this access control by purchase. In ® addition, each dog; will be exercised twice per day in a building that is separate from our hospital, but it has a heating unit of its OWn. The'char•ges for the service are as follows: Board and Feeding $1.50 per day Euthanasia and burial 5.00 per dog Burial. Fire Chief Ritter of the Homer Fire Department and two members of the Department,Bill Crandall and Kenneth Collier appeared before the Board to ask for a raise from $2500.00 per year for Fire Protection to $12,000.00 per year. Mr. Riter states this is based on P&.75 per thousand assessed valuation. He called the Boards attention to the following° The Homer Fire Dept. not only puts out 'fires, they also vacuum water and dirt from houses where they have had to put out fires . They have furnished First -Aid for accidents, Chain Saws for fallen trees, a 2200 gal tanker for Rural Fires and stated that all surrounding Fire Dep'ts. belong to the Mutual Aid System which guarantees a Fire Truck to answer calls at any time ZgXX even though they may be fighting a fire at some other point. They have 120 Volunteer fireman, $150,000. worth of equipment. When a call comes in it rings on six 13ifferent phones. This rubbish consisted of -the buildings being torn down in the City to make room for Senior Citizen h6usir_g. The Town Clerk read the notice of Hearing on the Prelim- inary Budget for the year 1967. The Budget was reviewed , read. and compared with the Budget of 1966. No one appeared to object to any part of the Budget as compiled and presented at this hearing. Motion was made by Air. Town hoard meeting was held at the Town Hall at 8 P.M. Supervisor Frank K. Taylor presiding: Members present were Justices Donald Eaton and Ronald Fish, Councilmen Sherman Griswold and Henry Wadsworth, also present were Fred Walker from the Water Department, Floyd Colegrove, Highway Dept. R. Kra.uklis, book-keeper for Supervisor's accounts, also Town Attorney John Gardner. Minutes of the last meeting were read by the Town Clerk and approved. Applications for their Trailer park permits, were presented to the Board by the Town Clerk for Robert Bean, Henry Alexander, Calvin Griswold. Motion was made by Mr. Griswold seconded by Mr. Eaton that the Town Clerk issue the above permits for another year. this motion was carried unanimously by the Board. Mr. Melvin Place appeared before the Board applying for the job of Dog Warden. Motion was made by Mr. Eaton seconded by Mr. Fish that Mr. Race be appdnted Warden for the period from January 1, 1967 to June 1st 1967, at a monthly salary of $30.00 per month. This motion was carried. Motion was made by Mr. Eaton seconded by Mr. Wadsworth that a Petty Cash Fund for. the Town Clerk be approved, this motion was carried. Relative to dogs that may be seized by the Dog Warden, Motion. was made by Mr. Griswold seconded by Mr. Wadsworth that they should be advertized in the Cortland Standard, 1 insertion, This motion was passed unanimously. Motion was made by Mr. Eaton seconded by Mr. Fish. that all bills as presented by the Town Clerk and audited by the Town Board be paid. as follows. This motion was carried. ® General Fund $5861.31 Water District # 1 1,063.02 Sewer District # 1 753.59 Highway 1, 454.74 There being no further business at this time, meeting was closed, the first meeting of 1967 will be held on Wednesday, Jan. 4, 1.967 at 8 P.M.
