1965
The first meeting of the Town Board of the Town of Cortlandville
was held on January 6, 1965 at the Town Hall 15 Terrace Road in
said Town.
All members of the Town Board were present, Supervisor G. Alexander
Councilmen Sherman Griswold and Henry Wadsworth, Justices Don Eaton
and Earl Hedges, also Book-keeper for the Supervisor, Mr. R. Krauklis
Town Attorney John Gardner,V Highwy. Sup't. Floyd Colegrove and
• Engineer William Rowell. Also present, Assessor W.E.Becker and rmt
Representatives from the Truck Companies who submitted bids to
the Town for a new Sno-plow Truck Equip.
Motion was made by Mr. Wadsworth seconded by Mr. Griswold that
the Brockway Bid for $15, 690.00 be accepted. Vote polled,

Motion was made by Mr. Eaton and seconded by Mr. Wadsworth that
the Supervisor be authorized to send a check to the Federal Bureau
of Census in the amount of $972.00 for a new census for the Town
of Cortlandville. This amount will be taken from surplus funds.
Motion was carried by the Town Board.
Motion was made by Mr. Griswold seconded by Mr.�/-tb/04that $2000.00
be transferred from the General Fund to the Highway Fund, subject
to re -payment. "This motion was carried by the Board.
Motion by Mr. Eaton seconded by M r .)t(4dS4VDA that the following
accounts be deposited in the designated banks as follows:
Supervisor's accounts, First National Bank,Cortland,- Water District
#1 and # 2 M ari`ne Midland Bank of Cortland, Sewer District # 1, First
National Bank of'Cortland, Town Clerk's Accounts, Homer National Bank.
This motion was carried by the Town Board.
Motion was made by Mr. Griswold seconded by Mr. Hedges that Willard
Griswold be re -appointed to the Planning Board for five years. This
motion was carried.
Motion by Mr. Hedges seconded by Mr. Wadsworth that Chas. Finn Jr. be
re -appointed to Appeals Board for a five year term.
Motion by Mr. Eaton seconded by Mr. Wadsworth that the official news
paper of the Town be "The Cortland Standard", Motion carried.
Motion by Mr. Wadsworth seconded by Mr. Eaton that the 1st Wed. in
each month be designated as regular meeting night. Motion carried.
Motion by Mr. Eaton seconded by Mr. Griswold that the following
bills as read and presented by the Town Clerk be paid as follows:
General Fund $$1287.97
Water Dist. # 1- $$385.28
Water Dist. # 2- 138.60
Sewer Dist. # 1- 327.50
Hgwy. 2094.45
This motion was carried.

Motion by Mr. Griswold seconded byX Mr.Eaton that the Supervisor
be empowered to enter into a contr4ct with Electro Rust Proofing
in the amount of /�� L . O° for 1-year. Motion carried.
Report for Town Clerk for the year 1964 was read and a copy of
same was given each member of the Town Board. Justice Earl Hedges
report for 1$64 was read to the Town Board.
Motion by Mr. Eaton seconded by Mr. Hedges that the following
Salary schedule be approved for 1965. Motion carried by the Board.

Wednesday, February 3, 1965, 8 PM. Regular Meeting of the Town Board of the
Town of Cortlandville , held in the Town Hall, 15 Terrace Road in said Town.
Present at this meeting were: Acting Supervisor Sherman Gpiswold
Justice Earl Hedges, Donald Eaton and Henry Wadsworth, Councilman.
Town Attorney John Gardner, Supervisor's Book-keeper, R. Xrauklis,
Hgwy Sup't. Floyd Colegrove, Town Assessor, W.E.Becker,
Also present were 16 residents from Lamont Circle, Willard
Griswold (member of the Planning Board) Mr. & Mrs. Robert Ransom
Herbert Fox, Mr. Ronald Fish from the Niagara Mohawk?ower Corp.
also Attorney Richard Shay, and James Yaman, (Yaman Real Estate)
A, Petition was presented to the Town Board with 54 names of
residents of Lamont Circle expressing their desire for a park -
playground on the,property deeded to the Town by LaVerne Neiderhofer
located on the western portion of Lamont Acres adjacent to the
Railroad.; raperty. Mr. Griswold of the Planning Board made known
that the Planning Board had requested there be an area in this
Tract for a Playground. Mr. Yaman spoke in favor of this playground
in view of the fact that the streets and water lines had been put
in by Mr. Neiderhofer and deeded to the Town and that thete were
over 100 homes in this developement bringing in a large amount of
assessment and Taxes to the Town,that'it was very little to ask of
the Town that they accept and file the Deed for this playground
area specifically for the residents of Lamont Acres. Mr. Neiderhofer
has agreed to level the ground off and it would be a small cost
to the Town for Top -soil and grass seed in the spring to complete
this project. Mr. Anthony and Mr. LaVigne residents of Lamont Circle
spoke of the necessity for this playground for the sake of the
many small children. Motion was made by ME Justice Donald Eaton
seconded by Justice Earl Hedges that the Petition be accepted and
filed in the Office of the Town Clerk, motion was carried. Motion
by Earl Hedges seconded by Councilman Wadsworth that the Town accept
and file the Deed to the Playground Area as deeded by Mr. Neiderhofer
Vote was polled by the Town Clerk as follows:

Herbert For: appeared before the Board to complain about
Junk cars on Cicughnioga Ave. Town Clerk will look into this at
earliest convenience.
Mr. & Mrs. R. Hansom appeared before the Board to request
6 Months extension for their Trailer Permit upon payment to the
Town Clerk of a fee of 6#10.00. on motion of Mr. Eaton seconled by
Mr. Wadsworth with unanimols approval of Board, extension granted.

Attorney Richard Shay presented a Petition on behalf of Mr.
and Mrs. Louis Russell in regard to a land-fill(on their property
which the City of Cortland wish to purchase) and at this time wished
to withdraw a former petition which had been presented to the Town
Board. . '
The Town Clerk read 1K%3§XX 3 letters to the Town Board in
regard to the Russell Property for a Dump, from the following
citizens, Mayor of the Village of McGraw, Waldo VanEpps, from the
Village Clerk's Office another letter with Mr. VanEpps signature
typed,and another from Mr. & Mrs. Frank Lambert of the Blodgett
Mills -McGraw Road Area. These letters will be on file in the Town
Clerk's Office at 15 Terrace Road.
Motion was made by Mr. Eaton seconded by Mr. Hedges that the
following Officials be permitted to attend the Association of Towns
Meeting in New York City, Feb. 8,9, and loth.

This motion was passed,(expense's being paid by the Town) vouchers
for expense must be turned in to the Town Clerk for approval and
payment at the next regular meeting.
Mr. Ronald Fish, Representative of the Niagara Mohawk Power
appeared before the Board to explain about an Electrical Contract
between Niagara Mohawk Power and the Town of Cortlandville. On
motion of Mr. Wadsworth seconded by Mr. Eaton and with unanimous
approval of the :Board a contract as presented by Mr. Fish was accepted.
On motion of Mr. Eaton seconded by Mr. Hedges the Town Clerk
was authorized to issue Mr. Wm. McKinney a permit for two trailers.
This motion was carried. Check in the amount of was
paid.
Motion by Mr. Wadsworth seconded by Mr. Hedges that the mileage
rate for Town Officials on Town Business be set at 4.08 per mile.
This motion was carried.
Supervisor's Report as compiled by Mr. Krauklis was read and
accepted by the Town Board.

March 3, 1965, 8 P.M.
Regular meeting of the Town Board of the Town of Cortlandville,
held at the Town Hall, 15 Terrace Road. Present were: Glenn
Alexander, Supervisor, presiding - Justices E. Hedges and Donald
Eaton, Councilmen S. Griswold and H. Wadsworth, also, Assessor
W.E.Becker, Wm. Rowell, Engineer from Stearns & Wheler, Rudy Krauklis
Book-keeper for the Supervisor, Town Attorney John Gardner, Floyd
• Colegrove, Highway Superintendent, Peter Monaghan and Harry Cooper.
The bids on # 2 fuel oil for Town Garage were read by the
Town Clerk as follows: L.F.Letts & Son $.13.2 cents per gallon,
Gardner & Cain Oil Co. bid 404 per gallon under the posted Gross
Dealer Tank price, day of dated delivery which on Feb. 22 1965 was
.169.
Motion by Mr. Griswold seconded by Mr. Eaton that the Town
reject all bids for fuel oil and re-advertize for specified method
of bidding. This motion was carried.
Motion by Mr. Eaton seconded by Mr. Wadsworth that the reco-
mmendation of the Appeals Board to rezone Parcel # 1 of the Charles
and Marjorie Buck Tract be accepted. This motion was passed with
unanimous approval of the Board,
Motion by Mr. Griswold seconded by Mr. Hedges that the reco-
mmendation of the Appeals Board to reject or deny the rezoning of
Parcel # 2 of the Charles and Marjorie Buck Tract be accepted. This
motion was carried unanimously by the Town Board.
Motion by Mr. Wadsworth seconded by Mr. Eaton that all general
fund bills in the amount of 3742.78, all water bills in the amount
of $1441.59 and Highway bills in the amount of 18,283.74 be paid. Bills
were read and presented by the Town Clerk, audited by the Town Board.
The Town Clerk read a letter from Mr. M. Fuller in regard to
certain recommendations to improve heating facilities and humidify.
• The Town Clerk was given authority to get estimated cost of needed
improvements for furnace room.

Motion was made By Mr. Griswold seconded by Mr. Eaton that the
Supervisor be empowered to contract with R. Space for an extended
contract for the present Dump on Stupke Road. This motion was
carried.

Motion was made by M±.Hedges seconded by Mr. Wadsworth
that the Town Board go on record as being opposed to any
change in the route number of Route 281. This motion was
carried.
Town Clerk Lelan Brookins read a letter from the •
Chairman of the Planning Board requesting a meeting of
the three Boards to ascertain powers and duties of each
Board and to discuss the new Master Plan in regard to
zoning and gXXXXX planning for future growth.
Town Clerk was authorized to install wall board for
installation of maps. Also Town Clerk was instructed to
lay information against Edward Janick,who to date has not
removed his junk cars as requested by the Board.
Mr. Rowell, Engineer, reported that electrodes will
be installed on water tank in April. -
Motion was made by Mr. Hedges seconded by Mr. Eaton
that the Olin Constr. Co. be paid the balance of their
contract, minus 143 days at $7.00 per day, also 5 % will
be withheld for 1 year from Feb. 7, 1965. This motion was
carried unanimously.
There -being no further business at this time,meeting
was adjourned.

April 7, 1965, 8 P.M.
Regular meeting of the Town Board was held at the Town
Hall, 15 Terrace Road in the Town of CortlRndville .
Presiding, Supervisor Glenn Alexander, present were
Justices Earl Hedges and Donald Eaton, Councilmen,Sherman
Griswold and Henry Wadsworth. Also, present were, Bkpr. for
Supervisor, R.Krauklis, Town Attorney John Gardner, Engineer
Wm. Rowell and Hgwy Sup't. Floyd Colegrove.
Herbert Fox appeared before the Board to complain about
junk cars on the property of Ed. Janeck. This matter will be
referred to the District Attorney.
Morgan Brown appeared before the Board with a petition
requesting a public hearing for a land fill on his property
situated on Kellog Road. Petition ordered filed,by the Board.
The Town Clerk read a letter from Stearns and Wheler
recommending final payment to Olin Construction Company in
the amont of5P13,891.03. Town Attorney is to review same for
approval.
Motion was made by Mr. Eaton seconded by Mr. Hedges that
L.F.Letts & Son be given the contract to supply Oil for Town
Garage. This motion was carried.
Motion was made by Mr. Griswold seconded by Mr. Wadsworth
that the sum of$679.00 be appropriated (from certain funds)
to cover salary for census workers. This motion was carried.
Motion was made by Mr. Eaton seconded by Mr. Griswold
that the Town Clerk be authorized to furnish machines (rental
or otherwise) adding machine, typwriter & Telephone for office
where census worker will have to work. This motion was carried.
Motion by Mr. Wadsworth seconded by Mr. Eaton thaf all
bills in General Fund in the amcripd^of $6,512.24, Water District #l/
831.16, Water District # 2 $159.30, Highway Fund, $3113.44, as
presented and read by the Town Clerk be paid. This motion was carried

Regular meeting of the Town'Board of the Town
of Cortlandville , 15 Terrace Road, Supervisor Glenn
Alexander presiding:
Present were, Justices Earl Hedges and Don Eaton,
Cuuncilmen Sherman Griswold and Henry Wadsworth, Town
Attorney John Gardner,Supervisor's Book-keeper, Rudy

Mr. Holcomb presented a petition with 221 signers
objecting to the use of lands of Morgan Brown for a
Dump for the City of Cortland. Petition will be filed
by the Town Clerk. Mr. Pettet brought to the attention
to the Board that Morris Halstead in Blodgett Mills is
again creating a "JUNK" yard condition at his home and
that conditions in the home are unsanitary. The Town
Clerk has reported this condition to the Board of Health
in 1964 but was told there was nothing they could do.
Justice Hedges is going to issue a summons for Mr.
Halstead to appear before him for violation of Town
Ordinance.
Town Clerk read a letter from Rena Stiles requesting
permission to store a box of old records belonging to
the Cortlandville Grange in the Vault at the Town Hall.
Motion was made by Justice Eaton seconded by Council-
man Sherman Griswold that the Grange furnish a metal box
with padlock and labeled, for storage of these records
in the Vault. This motion was passed unanimously.
Town Clerk reported to the Board the amount of
money owed by Robert Bean to Water Dist. 1 and Se-wer Dist
® # 1, Town Attorney will write Mr. Bean regarding these
delinquent accounts.
Phil Allen made a request that he would like to
get the two apartment houses (one of which lies in the
Sewer Dist. and one just outside) tied into the Sewer Line
at the new apartment houses being built on Fairfield. This
would be at his own expense with an easement from Mr.
Glover.

On motion of Mr. Griswold seconded by Mr. Wadsworth
that Phil Allen pay $40.00 per year flat rate for the
apartment house outside the Sewer Dist. and the regular
rate for the a',Pt. house inside the Sewer Dist. Motion
carried: Mr. Wm. Rowell, Engineer reported on the boundaries
of the -Sewer District, relative to the Sewer being installed
at the new apartments.
Motion by Mr. Griswold seconded by Mr. Eaton that
Water Dist. # 1 buy a new 300 Gal. per minute pump. Motion
Carried, Alexander voting yes, Griswold ,yes, Eaton, yes,
Hedges, yes and 'Wadsworth yes.
Motion by Mr. Griswold seconded by Mr. Wadsworth that
the Extension of Louise St. of the Clarence Homer Developement
be accepted by the Town. This motion was carried.
Motion by Mr. Wadsworth seconded by Mr. Hedges that all
Bills on General Fund in the amount of 42903.07, Highway Fund
in the amount of $2383.88, Water Dist. # 19 614,530.60 and
Sewer Dist. # 19 $327.50, as read by the Town Clerk and
audited by the Town Board be paid. This motion was carried.
There being no further business, meeting was adjourned.

REGARDING VOUCHER # 30 OF THE MONTH OF APRIL WHICH WAS HELD
OVER AND BECOMES, VOUCHER # 40: On motion of Mr. Eaton
seconded by Mr Wadsworth resolution was passed unanimously
that the semi-final payment due Olin Construction Co. be paid.
A final payment in the amount of $3994.30 is due Feb. 17, 1966.

It should go on record that Mr. Ronald Fish of Terrace
Road was present at this meeting to inform the Board that ,
in case of any vacancy on the Board,he would be very interested.

Special Meeting of the Town Board of the Town of Cortland-
ville, held at the Town Hall, Town of Cortlandville, New York, on
the 24th day of May, 1965,
PRESENT: Glenn R. Alexander, Supervisor.
Donald Eaton, Justice of the Peace.
Henry A. Wadsworth, Councilman.
Sherman Griswold, Councilman.
ABSENT: Earl R. Hedges, Justice of the Peace.
On motion made by Justice of the Peace Eaton., seconded by
Councilman Wadsworth, the following Resolution was adopted;
WHEREAS, Justice of the Peace Hedges filed with the Town
Clerk on May 5, 1965, his resignation effective June 30, 1965; and
WHEREAS, pursuant to Section 31 of the Public Officers' Law,
such resignation shall take effect upon the expiration of thirty
days from the date of its filing, to wit: June 4, 1965, after
which date there will be a vacancy in said office;
NOW, THEREFORE, be it
RESOLVED, That Ronald J. Fish of 7 Terrace Road, Town of
Cortlandville, be and he hereby is, appointed to fill the aforesal
vacancy in the office of Justice of the Peace at an annual salary
of $2,000.00 and to hold office until the next annual election to
be held on November 2, 1965.

Town Attorney John Gardner took the above minutes in
absence of the Town Clerk.
Regular meeting of the Town Board of the Town of Cortland-
ville was held June 2, 1965 at the Town Hall, 15 Terrace Rd.
at 8 PM.
Members present were as follows:
Supervisor, Glenn Alexander, presiding, Justices Donald
Eaton and Earl Hedges, Councilmen Sherman Griswold and Henry
• Wadsworth, Town 'Attorney, John Gardner, Highway Sup't.Floyd

to advertize for Bids for said new Pump, Resolution was
passed unanimously, Bids to be opened June 16, 1965 at the
Town Clerk's Office.
Motion by Mr. Eaton seconded by Mr. Griswold to author-
ize Mr. Rowell to make a survey for easements to extend
water line from the hydrant on the end of Allen Drive to
the hydrant on land belonging to George Glover on the Fair-
field Tract. This motion was passed unanimously.
Notion was made by Mr. Eaton, seconded by Mr. Hedges
that the Town hold a public hearing 9be advertised and held
on July 7, 1965 at 7:30 PM to'discuss raising the fee of
water installations from $1,00 to $120. This motion was
carried.
Motion was made by Mr. Hedges, seconded by Mr. Eaton
that a street light be installed at the intersection of
Route 281 and Hillside Manor, This motion was carried.
Laurence Strauf of Tioughnioga Ave appeared before the
Board to complain xkxgx about dogs on his premises. The
Board advised him to call the Dog Warden.
Herbert Fox appeared before the Board to complain about
Junk Cars on the property of Ed Janack. Mr. Fox will make
a complaint to the District Attorney of the County.

Town Clerk be authorized to buy supplies needed for the new
Justice. This motion was carried.

Public Hearing was held and closed: Motion was made
by Justice Eaton seconded by Justice Fish that the Water
Ordinance be left as is with installations at $100.00 per
application etc. and not be amended. This motion was carried.
The Town Clerk read a letter from Niagara Mohawk Power
requesting an easement to put a power line across land owned
by the Town which is located on Lamont Acres. On motion of
Justice Eaton seconded by Councilman Wadsworth a resolution
was passed granting Niagara Mohawk Power Co. this request.

Regular meeting of the Town Board of the Totem of Cortlandville held
at the Town Hall 15 Terrace Road, Supervisor Glenn Alexander presiding.
Other members present were: Justices Donald Eaton and Ronald Fish,
Councilman Henry- Wadsworth, also Town Attorney J. Gardner, Town Eng.

Mrs. Marjorie Men-nche of Carr Hill appeared before -the Board to
complain about the condition of the Carr Hill Road. Mr. Colegrove
Hg-wy Sup't. explained to her that in due time and as soon as he obtains
a section of culvert he will take care of the road.
Mr. Wm. McKinney appeared before the Board to ask permission
to add more trailers to his Park. The Town Clerk had previously ad-
vised him to have an attorney draw up a petition to present to the
Appeals Board but he was not satisfied with this, therefore the Clerk,
Lelan M. Brookins suggested he come before the Town Board and speak with
the Town Attorney. Mr. McKinney was advised by the Town Attorney
John Gardner to do exactly the same thing the Town Clerk had told him
X69-9� to do, and have his lawyer draw up a Petition for re -zoning and
ask for a hearing before the Appeals Board.
Mr. Strauf and Mr. Fox of Tioughnioga Ave would like to have the
Town investigate a ditch, a result of the new highway to see what can be
done about the water m=9 flowing on to their land. justice Eaton
suggested that after a good rain that the Highway Sup't. look the sit-
uation over to see where the responsibility lies.
Town Engineer Rowell explained the procedure to put in a sprinkler
system for the Bowling Alley. There is 62' between water line and
property line, It would appear that it would cost $5000 to put pipe in
casing and to Bowling Alley property line.
Mr. Rowell also reported on the Overhead Boor, water prospects
on Route 281, West Road. This property is outside of the water dist-
rist and it would be necessary to extend the District. Cost of 611
pipe, $8,700-00, cost of 8" pipe, 011,800.00. Mr. Rowell also report-
ed on water line from the Glover Apartments around Allen Drive.
Supervisor and Mr. Rowell talked with Mrs. Allen about coming thru
their property, as a result the Supervisor suggests this be closed
for the present. Mr. Rowell also reported about an extention on a
new street from Vernon Drive.

BE IT RESOLVED, THAT:
1. All employees who have been in the service of the Town for
less than one year shall not be entitled to a vacation.
2. All employees who have been in the service of the Town for at
least one yaer shall be entitled to one calender week's vacation
with pay at regular rate.
3. All employees who have been in the service of the Town for
at least two years shall be entitled to two calender week's vac-
ation with pay at the regular rate.
4.Vacationa shall be taken only at a time fixed by the Department
Head under whom such an employee works.
5. All vacations shall be taken in the calender year during which
the employee becomes entitled thereto and no part of such vacation
shall be carried over from one year to another.
6. An employee shall be granted sick leave with pay because of
sickness or disability of one working day a month or twelve work-
ing days a year which may be accumulated to a total of not more
than 30 days.
7. The Department Head shall require a physicians certificate
for any sick leave of more than one day because of sickness or
disability.
8. Upon becomimg sick or disabled, an employee by virtue of em-
ployment or service after the effective date of this resolution
may during his sickness or disability, be granted sick leave with
pay to the extent of the unused sick leave time which he has accum-
ulated.
9. This resolution shall become effective immeadiately.

Mr. Hartranft questioned why certain property belonging to them
had had theme assessment raised and protested that Mr. Becker, Assessor
for the Town of Cortlandville was a State man doing what the State
wanted not In the interest of the Town . Mr. Alexander tried to explain
to him about the equalization rate and the need for trying to get it
back to 90%. Dick Harris and Angelo Maniccia wanted to be heard and
wanted to know just what services the Town gave the Tax -payers outside
of plowing a few roads etc. Mr. Alexander read parts of the Budget ex-
plaining how the money was used, many of these services seem to escape
the notice of some of the public if they do not have an occasion to use
same.
Mr. Clemons representing residents in the Area of the Asphalt
Plant, E.River Road spoke of the bad condition existing due to the
operation of this plant. It has become a health hazard for many as
well as damage to their property. Manager F. Suits is going to try to
® find some relief for this condition, Town Clerk Lelan M. Brookins
has investigated this complaint on two separate occasions and found
that a bad condition does exist.
Town Clerk read a complaint from Sam Cincotta -regarding the
noise and junk condition existing at George Gleason's home on South
Cortland Road. He has been to see Mr. Gleason in regard to same and
Mr. Gleason has promised to clean up the place and states that he is
not conducting a commercial business , that he is the only one in-
volved in repairing stock cars, that he does not annoy anyone with
noise.
The Town Clerk presented a petition from the residents
of Miller St. extention,Division & Smith st. included, pro-
testing the junk in and around their properties put there by
Hymen Rosen. There were 20 names on the petition, Mr. Glenn
Stoker a resident also had made a map of this area which the
Town Clerk explained to the Town Board.
After a discussion on motion of Mr. Wadsworth seconded by
Mr. Griswold with unanimous approval of the Board, the Town Clerk
was instructed to lay information before the District Attorney
in regard to this violation of the Town of Cortlandville, Boning
Ordinance.
The Town Clerk had investigated another complaint on
Gracie Road at Lawrence Foster's home, regarding junk cars
which are in violation of the Zoning Ordinance, to date he has
ignored Mr. Brookins re -quest to remove these cars and clean up
his place.
After discussion ,on motion of Mr. Fish and seconded by Mr.
Eaton with unanimous approval of the Board, the Town Clerk was
instructed to lay this information before the District Attorney
for this violation.
This information will be presented to the District Attorney
on Friday morning at g A.M.-by the Town Clerk.
The Town Clerk read the decision of the Appeals Board
regarding the rezoning of the Buchanan property for Ames Cheve.
Motion was made by Mr. Fish, seconded by -Mr. Wadsworth that the
Town Board accept the reccomendation of the Appeals Board to rezone
this property. This was unanimously approved by roll call vote,

Regular meeting began at 8:10 P.M. Town Clerk, read the minutes
of the last meeting and they were approved. Petition was read by the
Town Clerk regarding a request by the City of Cortland to Annex the
Water Works Land, presently located in the Town of Cortlandville. All
material in regard to this Petition was turned over to the Town Attorney.

Mr. Lynch conducted an explanatory discussion In regard
to the :deed of proper sewer facilities, for Cortland, Cortland-
ville,Village of Homer, McGraw and areas bordering. He explained
page by page the possibilities of an increase in the size of
the present treatment plant in the City or building more plants
In other areas for the different sections of their survey. This
survey covered a projected range of planning of 45 years. He
pointed out the advantages of having one central plant but also
brought out the fact that their might be other points to con-
sider that c-Tould be an advantage to the separate communities.
This discussiaicovered 22 hours and he answered allquestions as
near as possible at this time as far as this report covers.

A letter was read by the Town Clerk in reference to
Public Hearing held by the Appeals Board to review an
application of Clair Gutchess to Amend the Zoning Ordinance
and to change the use classification of certain lands situate
on the southerly side of Tompkins st. Extention fron Res-
idential to .Commercial.
The letter in part:
After discussion, upon motion of Charles Finn
seconded by Dexter Paddock, it was unanimously:
Resolved that the Board of Appeals recommends to
the Town Board the denial of the proposed change.

WHEREAS, A public hearing was held by the Zoning Board of.
Appeals and the Town Board of the Town of Cortlandville, Cortland
County, New York, pursuant to Article VIII, Section 28, of the
Tovmm of Cortlandville Zoning Ordinance and Sections 264 and 265 of
the Town Law on the 4th day of October, 1965, in the matter of the
petition of Clair B. Gutchess for recommendation of the Zoning
Board of Appeals and the adoption by the Town Board of the follow-
ing proposed change cif, Residential and Commercial Districts of the
Town of Cortlandville as shown on the official zoning map of the
Town of Cortlandville, viz.:

PUBLIC HEARING REGARDING THE PRELIMINARY BUDGET:
7: 30 P.M., 15 Terrace Road, Cortland, New York in the Town
of Cortlandville.
Supervisor Glenn Alexander presided: Notice of the Public
Hearing as it appeared in the Cortland. Standard was.read by Deputy
Clerk, Donald G. Brookins. (Town Clerk was absent because of
illness) Altho no one appeared in regard to this Budget Hearing
Mr. Alexander read each item and explained in detail.
Motion for the ado-otion.of this Budget was made by
Justice Eaton, seconded by Mr. Wadsworth and passed unan-
imous;y by the Town Board. This meeting was closed and the
Town Board proceeded with the Regular meeting of the Town
Board all members of the Board being present as follows;

Councilman H. Wads -worth
also present were Town Attoxney,John Gardner, Highway Sup't.
Floyd Colegrove, Assessor W. E® Becker, Book-keeper for Sup-
ervisor, R. Krauklis, Supervisor,elect, Frank Taylor, Mr. John
Gibson from Terrace Road and Mr. Adams reporter for Cortland
Standard. Bil.-,. Rowell from Stearns & Wheler of Cazenovia was
present and brought to the Town Boards attention that Mr.
Mandigo, contractor would appreciate a partial payment of
03600.00 on their installation project. Motion was made by
R. Fish, seconded by D.Eaton with unanimous approval of the
Board that as soon as a voucher for this amount is rec'd that
the Supervisor be empowered to send Mr. Mandigo a check for
same. Mr. Fish aye, Mr. Eaton, Aye, Mr. Wadsworth, Aye, Mr.
Griswold, Aye and Mr. Alexander, Aye. Mr. Rowell testified
that the Chlorinator is in. working condition and stated that
in October of 1964 the water level was 3012 'Lt. and in October
of 1965, it was 2612 ft. a drop in the water level of about 4 ft.
Rains have helped hold this 'Level and altho there is air in the
water at the present he had out back the out -put and this con-
dition should correct itself in a short time. A letter from the
Water Resource Commission states that chlorination should be
continous. Mr. Rowell mentioned that there,will be a Meter Repair
Seminar in Utica Nov. 15th. and 16th, in the event there is need
to send a man to this meeting.
Mr. Ransom appeared before the Board to ask for a renewal
of his house trailer permit. The fee for $10.00 covers a six
month period and will be assessed as a home in the future.
Motion was made by Mr. Griswold , seconded by Mr. Wadsworth
that Mr. Ransom be permitted to have a renewal of this house
trailer permit, this motion was carried all -voting aye.
Justice Eaton and Councilman Wadsworth brought to the
attention of the Board, the need for a street light at the
junction of Rte. 41 and Rte 11. also a Petition was read
from residents of Valley View,Drive for a street light. This
Petition was brought in to the Town Clerk Nov. 2nd.
On motion of Donald Eaton seconded by H. Wadsworth,
resolution was passed to have lights installed in these two
areas. This resolution was passed all voting,aye.
Motion was made by RXXRXXNXXX1 JXXXX S. Griswold and
seconded by R. Fish that R.D.Summerville b•e re -appointed as dog
Enumerator ,for. the year of 1966. This motion was passed,
all voting ,Aye.
On motion of H.. Wa.dsworth seconded by Mr. Griswold
that $10,000 be set aside for a building fund for Highway
Garage on Highway Lands. This building would be to house
machinery and tools. This money was accumulated from
On motion of D. Eaton seconded by S. Griswold, Insurance
Policy #30650,(Insurance coverage for Town Garage) be renewed.
This motion was passed,•all voting Aye. -
Junk Yard•Ordinance pursuant to section 136 of the
General Municipal Law was discussed. The Town Attorney will
prepare an item in regard to same for the Cortland Standard,
in due time, if necessary, the Town Clerk will advise any
.resident who are in violation of this ordinance that they
must make proper application or remove whatever junk they
have accumalated.
There will be a special meeting November 9, 1965,
Mr. Walker from the Village of McGraw, was again present to
apply for Water Department Job and also the job of Town
Constable. A discussion regarding this will be taken up at
this meeting. Also the Application from the City of Cort-
land regarding annexing the City owned water land from the
Town of Cortlandville, was discussed and will be reviewed at
this meeting.

On motion of D. Eaton seconded by H. Wadsworth the Insurance Bond
for R. Fish for $4000.00 was approved for renewal, all of the Board
voting Aye.
Deputy Clerk D. Brookins read the Bills on the General Fund in
the amount of 05,326.64, Water District # 1, in the amount of 4629.88,
and Highway Fund in the amount of $2,915-59. On motion of S. Griswold,
seconded by H. Wadsworth and passed unanimously by the Board, it was
resolved that these bills as presented 'and_°audited by the Town Board
be paid.
There being no further business at this time, meeting was ad-

The meeting was called to order by the Supervisor, Glenn
Alexander with Justices Don Eaton and Ron Fish, Councilmen Henry
Wadsworth and Sherman Griswold, also present were Fred Walker
from the Village ofMcGrawand Robert Babcock, 5 Pleasant Vier
Drive, also Town Attorney John Gardner, Supervisor's Book-
keeper, R. Krauklis and Supervisor -elect Frank K. Taylor and
Assessor W.E.Bec-Ir-Ler.
The bill of K.D.Mandigo, Baldwinsville, WXXXXXXKXXAXXXXXXXX
was denied by the Town Board. The Town Clerk was instructed to
present delinquent water accounts to To -on Attorney and motion
was made by Mr. UXKX Don Eaton, seconded by Ron Fish that the
Attorney write a letter to each user that their bills must be
paid within 15 days. Motion carried.
Motion was made by Mr. Fish seconded by Mr. Wadsworth that
the final meeting of the Town Board for the year of 1965 be held
December 29, 1965 at 8 P.M. This motl6n was carried.
Motion by Mr. Wadsworth seconded by Mr. Eaton that the Super-
visor be empowered to turn over to the County Treasurer the Sum
of $6000.00 Surplus Funds to reduce County Taxes. This motion
was carried as follows:

light on Terrace Road be changed to a Pole of the Corner of Rte

Mr. Wadsworth that not more than three street lights be installed
at the intersection of Rte.s 11 and 41 lxxxxxxxx, This motion was
carried.
Motio was made by Mr. Fish seconded by Mr. Wadsworth that the
following bills as read by the Town Clerk and audited by the Town
Board be paid. General Fund $2649.94, Water Dist. #1 44218.12 and
Highway Fund $5318.59. This motion was carried and there being
no further public business, meeting was adjourned.

at the Town Hall 15 Terrace Road (Town of Cortland-
ville), Cortland N.Y.
Present were, Retiring Supervisor, Glenn Alexander,
Supervisor elect, Frank Taylor, Justices Donald Eaton &
Ronald Fish, Councilmen Sherman Griswold & Henry Wads-
worth, R. Krauklis, Book-keeper for Supervisor's ace'ts.
W.E.Becker, Assessor, John Gardner, Town Attorney,
Highway Superintendent, Floyd Colegrove and your Town
Clerk, Lelan M. Brookins.
Town Clerk presented the Board with Applications from
Trailer Park Operators. Robert Bean, HmrAlexander,
Calvin Grisw
old and Wm. McKinney for Renewal of their
Trailer Park Permits. Motion was made by Mr. Griswold
and seconded by Mr. Eaton that the Town Clerk be em-
powered to issue permits as follows;
Robert Bean for the sun of 0565-00
Henry Alexander/ 65-00
Calvin Griswold/ 35-00
Wm. McKinney/ 25-00
This motion was carried unanimously by the Town Board.
These permits are subject to renewal each year.
Town Clerk presented Board with his Records List, for
approval, that he might contact the State Education
Department for permission to remove same from the files
and destroy. Motion was made by Mr. Eaton seconded by
Mr. Wadsworth that the Clerk be empowered to proceed
with this project as per State Education Approval, this
motion was carried:
Supervisor Alexander read a letter and copy of a reso-
lution passed by the City of Cortland in regards to Annex-
ation of Certain Lands in the Town of Cortlandville. The
Town Board ordered that the letter and resolution be pla-
ced on file in the Town Clerk's Office.
Motion was made by Mr. Eaton seconded by Mr. Griswold that
the Town Deny the Petition of the City of Cortland to Annex
Certain Land (Water Works) that lie in -the Town of Cort-
landville. Roll Call Vote: AlEHANDER - YES
EATON - YES
GRISWOLD - YES
FISH - YES
WAD: WORTH - YES
